Answered plainly

Nobody can rank Dubai’s free zones, because most of them will not license your activity at all. Four eliminations do the work a ranking cannot.

Thirteen free zones operate inside Dubai and six more sit within an hour of it, and a ranked list of ten implies they compete for the same company. They do not.

A ranking cannot answer the question you actually have

You are trying to pick one free zone out of a field you have been handed as a ranked list. Put ten of them in order and you have implied they are competing for the same company, and they are not competing at all. This site profiles thirteen inside Dubai and six more within an hour's drive of it.

Dubai Healthcare City will not license a freight forwarder. Meydan Free Zone will not give you a warehouse. The Dubai International Financial Centre will license an asset manager and will not license a general trading company at a price a first-time founder would recognise. For any specific business, most of the field is not ranked lower. It is unavailable.

That is also why the same ten names recur on every list. The order reflects the age, size or tenant count of the zone, and none of those three is a thing you are choosing on. A zone with two thousand tenants is not thereby a better home for your fifty-first activity code than a zone with two hundred.

The useful exercise runs the other way. Begin with nineteen and apply four eliminations in a fixed order. What remains is usually two zones, occasionally one, and only then is price comparing like with like. Counted by sector rather than by emirate, the real number of addresses open to you is often two or three, which is the count choosing a free zone by business type starts from.

The field, sorted by what admits you rather than by rank

Read this column by column rather than row by row. The third column is the one that decides whether the zone is in your field, and it is a different kind of test in each row.

Three of those rows are gated by a regulator, four by physical infrastructure, and the rest by price and package terms. That is the real shape of the field, and it is why the eliminations have to run in a particular order. What a free zone licence permits once you hold one, and what it obliges you to file from the day it is issued, sits on our free zone company formation page.

The four eliminations, in the order that costs least

Run them in this sequence. Each one is cheaper to answer than the one below it, and each removes more of the field.

Elimination one: a regulator may already have chosen

Where an activity sits under a sector authority, that authority's permission is a precondition and the zone cannot supply it. Clinical work runs through Dubai Healthcare City, where the company and each practitioner are separate applications with separate clocks and the clinic cannot see a patient until both are in place. Financial services run through DIFC or, in Abu Dhabi, ADGM, where the licence and the authorisation are two different things and the second is the hard one. Information and communications technology activity has a defined list at Dubai Internet City. Media work divides along a line most founders do not see until later: Dubai Media City licenses the business of media, and what you may actually publish is decided by a federal content authority.

Two consequences follow. A brochure that names your sector is not a permission — the distinction is worked through in half the free zones here are clusters and half are licence shops. And the second authority does not exist because you chose a free zone; a mainland company in the same activity meets the same regulator. Which body sits behind which sector is set out in the activities a second authority has to approve.

Elimination two: goods, or no goods

This is the single most decisive question in the whole exercise and it is almost never the first one asked. If stock enters the country, rests anywhere, or leaves again, your field is JAFZA for a deep-water berth and heavy warehousing, DAFZA when the freight moves by air and the metres to the cargo terminal are worth paying for, and Dubai South for the sea-air position around Al Maktoum. Light manufacturing and airport-side storage at lower cost sit at SAIF Zone in Sharjah, and serviced industrial land at KEZAD in Abu Dhabi, where the ground is priced by the square metre rather than by the package. Research and hardware sit apart from all of these. Dubai Silicon Oasis is a laboratory-and-office park where a genuine lease is mandatory and headcount capacity follows floor area, while Dubai Design District licenses the people who design objects and has no production space on the estate — a distinction that catches founders who assumed a design district makes things.

The trap is Designated Zone listing. Whether a specific zone is a Designated Zone for VAT purposes comes from a Cabinet Decision schedule, not from the operator's website, and it is the difference between goods that can sit untaxed and goods that cannot. Ask for the zone's position on the schedule in force on the day you ask. This site's own DUQE profile records that zone as outside it, which is the kind of detail nobody raises at a sales desk. What the licence does and does not include once goods start moving is set out in the port is not included with the free zone licence and customs codes and moving goods after the trade licence.

the question that decides the field before price can

  1. Write the activity in licensing languageThe words an authority would use; that string is what the activity list is matched against
  2. Settle the regulator question firstWhere a sector authority holds the activity, no zone can supply its permission
  3. Will anything physical enter, rest in or leave the country in the first two years
  4. Stock movesJAFZA, DAFZA or Dubai South, and SAIF Zone or KEZAD outside Dubai
  5. No goods at allPrice, package terms, and what third parties do with the name
  6. Then, and only then, priceThree years across the two zones that survived, not one

Elimination three: where the customer is standing

A free zone licence is a licence to operate inside that zone and to trade out of the country. It does not by itself reach a mainland Dubai customer, and the only UAE market it arrives with is the estate itself — argued in the only UAE customer a free zone licence already reaches. If your revenue depends on invoicing mainland businesses or consumers, no ranking of zones helps you, because the instrument is wrong. That conversation belongs with mainland company formation and with moving between free zone and mainland after you have chosen, which sets out what closing the gap later actually costs.

Elimination four: what third parties do with the name

This one changes no permissions and reprices everything. A bank onboarding team, a multinational procurement department and a foreign customs broker all form a view of a jurisdiction, and those views are not published anywhere. DMCC is roughly double the entry-level alternatives and the premium buys recognition from people who will never tell you they applied it. IFZA and Meydan are fast and inexpensive and carry thinner recognition. Neither fact is a ranking; it is a question about who has to say yes to you in year two.

The neighbouring emirates are part of a Dubai founder's field

Excluding them because the address will not say Dubai is a common and expensive mistake, particularly for anything with physical weight.

Low cost with physical weight behind it is RAKEZ. The cheapest credible route to a service or creative licence is SHAMS. And Ajman Free Zone is one of several low-cost zones on the VAT Designated Zone schedule, which makes it a serious choice for goods and an expensive false economy for everyone else.

What the cheaper emirates charge you in place of money is set out in licensing outside Dubai and Abu Dhabi, and the case for an Abu Dhabi licence is a customer rather than a saving, which is the argument in the reason to license in Abu Dhabi is a customer.

What a ranking measures, and what it leaves out

The first row deserves the same scepticism as the last. A zone publishes growth because growth is the number it can publish, and the fastest-growing free zone is the worst reason to choose one sets out what that figure does and does not measure.

The last row is worth being blunt about. Corporate tax is federal. Under Federal Decree-Law No. 47 of 2022 the rate is 9% above AED 375,000 of taxable income and 0% at or below it, and that is true inside every zone in the country. Free zone relief exists but it is an annual qualifying test under Cabinet Decision No. 100 of 2023 and Ministerial Decision No. 229 of 2025, not a property of an address. Which of the advertised free zone advantages survived the reforms at all is sorted in sixteen benefits, four of them the zone's.

Where this whole frame is the wrong one

Your activity is held by a sector regulator. Then there is no choice to make and no list to read. The regulator's jurisdiction names the zone, and your real project is the authorisation, not the comparison.

You have not written the brief yet. Choosing a zone before you can state the activity in licensing language, the customer's location and the headcount in year two is choosing an answer to an unasked question. The brief is the half a consultancy cannot do for you is the prerequisite for this page, not a companion to it.

Your customers are mainland UAE businesses. No zone on any list solves that. You are looking at the wrong jurisdiction, and the cost of discovering it later is a transfer of the company to the mainland authority where both authorities' systems allow one and both approve it, or a second licence or a re-incorporation where they do not. A move out of DIFC or ADGM follows separate controls that the Commercial Companies Law leaves to the Cabinet.

You are shopping on the headline licence figure. The headline is the smallest line in a three-year total, and the lines that dominate it — premises, headcount capacity, amendment fees when the activity list changes — are the ones no comparison table carries. What a low-cost UAE licence leaves out itemises them.

You are pricing year one instead of year three. What it costs to be wrong later is decided by whose consent moves your shares, whether the zone can license what you will be selling by then, how long the premises commitment runs and which model the visa allocation follows — the four tests in picking the zone you can afford to be wrong about.

You want the zone for a tax outcome. There is none to buy. The rate is federal and identical, and the relief is a test you sit every year.

You need a common-law holding structure an investor recognises. That is a financial-centre question, answered by DIFC or ADGM and by nothing else on any top-ten list. Structuring a UAE company that investors can fund works it through.

What to settle before you compare a single price

  1. Write the activity in licensing language. Not "consultancy" or "trading" but the words an authority would use, because that string is what the activity list is matched against.
  2. Answer the goods question honestly. Not whether you might one day hold stock, but whether anything physical will enter, rest in or leave the country in the first two years.
  3. Locate your customer. Mainland, abroad, or inside the same estate. This decides the jurisdiction before it decides the zone.
  4. Name who has to say yes to you in year two. A bank, an investor, a procurement department, a customs broker. Their view of your jurisdiction is the only part of the decision you cannot influence afterwards.
  5. Price three years, not one. Licence, premises, headcount capacity and one activity amendment. Compare that figure across the two zones that survived, and ignore every list that ranked nineteen.

Frequently asked questions

Which free zone is best in Dubai?

The question has no answer at that level of generality, and any specific answer given before your activity, your customer's location and your goods position are known is a guess dressed as advice. Run the four eliminations in order: the regulator question, the goods question, the customer's location, and what third parties do with the name. If two zones survive, compare them on three-year total cost against identical premises and headcount.

How many free zones are there in Dubai?

More than are worth considering for any one company, and the total moves as operators consolidate. This site profiles thirteen inside the emirate and six more within an hour's drive of it. The Ministry of Economy and Tourism directory is the authority for a current count; the number is not a useful input to your decision either way, because most of the field is unavailable to any particular business rather than ranked below its rivals.

Is DMCC better than a low-cost zone?

Better at one specific thing: being recognised by a bank, a large counterparty or a foreign broker who never explains the criteria. It is roughly double the price of the entry-level alternatives for that recognition. If nobody in your business model has to form a view of your jurisdiction, you are buying something you will not use — which is why the fourth elimination asks who has to say yes to you in year two.

Can I change zones later?

Yes, but whether the company itself can move depends on both zones. The federal Commercial Companies Law gives no general route from one free zone to another, so the answer sits in the two zones' own regulations. Where they do not provide for a move, you are forming a new company in the new zone and winding up the old one, with the bank account, the licence history and the visas all restarting. Treat the first choice as expensive to reverse. The mechanics are in moving between free zone and mainland after you have chosen.

Does the zone I choose change my tax rate?

No. The rate is set federally and applies inside every zone: 9% above AED 375,000 of taxable income and 0% at or below it, under Federal Decree-Law No. 47 of 2022. What differs is whether you can satisfy the annual qualifying conditions for free zone relief, and mainland revenue is one of the things that can cost you it. No zone sets a rate, and no address confers the relief.
