Answered plainly

UAE free zones split into sector clusters and licence shops. They are not competing on the same thing, and comparing their prices compares nothing.

The standard free zone recital — diverse industries, skilled workforce, purpose-built infrastructure, an ecosystem for your sector.

Two business models are wearing the same brochure

Read the material published by any six UAE free zones and the same eight headings appear: a business-friendly environment, an efficient setup process, diverse industries and sectors, purpose-built infrastructure, access to a skilled workforce, strategic position and global connectivity, full foreign ownership, and repatriation of profits. Four of those eight are federal facts that belong to every company in the country and are not the zone's to offer. Two are true of everywhere. The remaining two — diverse industries, purpose-built infrastructure — are the only ones that describe the zone itself, and they are the two that are least often true of the zone printing them. Which is also why a ranked list of zones does not survive contact with a specific activity: why the Dubai field cannot be ranked sorts it by what will admit you first and reaches price last.

The reason is that the recital was written by the cluster zones, where it is accurate, and was then copied by everybody else. Underneath it there are two entirely different businesses.

A cluster is an estate built around one sector, where the sector's regulator, its tenants, its permitting function and often its physical infrastructure sit inside the fence. A generalist zone is a licensing operation: it will license a very wide range of activities, it supplies premises ranging from a shared desk upward, and it makes its money on volume. Both are legitimate. They are not substitutes, and the comparison spreadsheet that puts their annual fees side by side is comparing the price of two different things. How many zones can genuinely host a given sector, and the point at which price becomes a fair filter rather than a distraction, is the narrowing exercise in choosing a free zone by business type. What this page settles before that one starts is which of the two models you are being sold.

What a cluster is actually selling, and it is not the sector name

The valuable thing a cluster sells is that a permission you would otherwise have to go outside for is inside. That takes three forms, and only the third is worth paying a premium for.

The weakest form is branding: a zone that calls itself a technology or logistics hub because its tenants happen to be in that field. That is a description of who else took space, not a permission.

The middle form is infrastructure: a berth, a runway apron, cold storage, a data centre, a laboratory shell. Real, expensive to replicate, and worth checking against what is actually conveyed with the licence — because a photograph of a port is not a berth, which is the argument on the port is not included with the free zone licence.

The strongest form is regulatory: the body that has to approve your activity sits inside the zone instead of being a separate authority with its own queue. It is also the form no zone can promise on its own, because it is not the zone's to grant. Where it exists, a federal or an emirate instrument put it there, and an instrument of the same kind can take it back.

The financial free zones are the durable case. Federal Law No. (8) of 2004 exempts the financial free zones and financial activities from the federal civil and commercial laws, with federal criminal law still applying; Abu Dhabi Global Market was constituted as one of them by Federal Decree No. (15) of 2013; and financial services inside those jurisdictions answer to the jurisdiction's own financial services regulator, working from its own rulebook, rather than to the federal markets authority, whose 2023 decisions on licensing virtual asset services expressly left out companies licensed in the financial free zones. That is a difference of regulator and not a difference of service level, and it is written into federal law rather than into a brochure.

Health is the cautionary case, and the more useful one. On paper, Dubai Healthcare City still has a professional regulator inside the fence: its authority describes itself as the independent regulator of the free zone and lists its own 2013 regulations for healthcare professionals and healthcare operators. Yet at the date of review (16 September 2026), the district's own professional page states that all healthcare professional licensing in the free zone is managed by the Dubai Health Authority, and the emirate's resolution on health professions and health activities applies to facilities practising health activities across Dubai, expressly including those in special development zones and free zones — naming the Dubai International Financial Centre as one of them. The district's healthcare regulation page says the same of all healthcare regulation in the free zone: the Dubai Health Authority manages it. The company layer is still bought inside the fence: the district issues the commercial licence you operate on. The clinical layer queues where the rest of the emirate queues. Our Dubai Healthcare City profile sets out what stayed and what moved, and Dubai decides what counts as a health activity sets out the emirate-wide rule that now sits above every zone inside it.

Smaller versions of the arrangement are real, and worth naming for exactly what they are. Dubai's development authority licenses by cluster, so that a company is licensed to operate in its own sector according to the nature of its activities, and the same authority reviews advertising and event applications and issues those permits itself. One class of permission genuinely is administered where the licence is. That is a convenience worth having. It is not a regulator moving inside the fence.

Three people discuss printed sheets over a UAE map dotted with gold pins on the table

What a generalist zone is selling, and why price is the only axis it has left

A generalist zone will license a founder in almost any ordinary activity, from a shared desk, on a short timetable. That is a genuinely useful product and it fits a large share of the market: consultancies, service businesses, holding vehicles, software firms, small trading companies whose customers are abroad.

Because the product is undifferentiated, the competition is on cost — and once cost is the axis, the headline package becomes a marketing number rather than a budget. What falls out of it is the subject of what a low-cost UAE licence leaves out, and the thing to hold onto is that the exclusions are structural rather than sharp practice. A generalist zone genuinely does not know what your activity will need from a second authority, because its list is wide by design and the second authority is not its to speak for.

That is the honest division of labour between the two models. A cluster narrows your problem before you buy. A generalist zone leaves the problem with you and charges less.

What the zone cannot change, whichever model it runs

Three things are fixed above the zone, and every comparison should start by taking them off the table.

External approvals. Where an activity needs a second authority's consent, the instrument that creates that consent can be drafted to cover a whole emirate rather than the mainland only, and in Dubai the two instruments this page relies on say so in terms. Dubai's virtual asset law reaches the service in every zone across the emirate, special development zones and free zones included, and requires that authority's approvals and permits before the commercial licensing procedure starts at all; the emirate's health resolution reaches facilities inside free zones the same way. Each deals with the Dubai International Financial Centre by name — the first carves it out, the second names it in — which is the tell that the reach is deliberate and drafted, not an oversight. A generalist zone cannot shorten either, and a cluster helps only where the approving body is genuinely its own. The zones concede the point themselves: one carries the line in its own package terms that external approvals may apply depending on the business activity, and another answers a virtual asset licence renewal question on behalf of a regulator outside its own fence. We set out the pattern on the activities a second authority has to approve.

Tax status. Whether income is qualifying income for the free zone 0% rate is decided by federal instruments, not by the zone's founding decree and not by its sales team. At the date of review (16 September 2026), the conditions sit in the federal corporate tax decree-law and in the Cabinet and Ministerial decisions made under it — adequate substance in the country, the kind of income earned, audited financial statements, compliance with the arm's length and transfer pricing articles, and not having elected out of the regime. In the decree-law's own text, the zone's legislation appears as the source of the tax incentive period the 0% rate runs for, not as a source of the conditions, and whether a company meets those is decided federally. A zone that implies otherwise is describing something it does not control.

Who you may sell to. The zone's activity list does not settle whom you may invoice inside the UAE. Dubai's own economy and tourism department publishes a dual licence among its mainland licence types, which is the clearest sign that the mainland is a separate permission rather than an extension of the zone's list, and the zones word the reach of a licence differently from one another. Read the wording on the licence you are being sold, and read it against the mainland authority rather than against the brochure. The rest of that argument is on the only UAE customer a free zone licence already reaches.

Premises are where the sector question becomes a number

Woman compares two open brochures over a lit tower model and a row of small unit models

Both models price premises, and premises are where the abstract choice turns into a constraint you live with. The rule you will be quoted about visas is not written where you would expect to find it. At the date of review (16 September 2026), not one of the eleven free zone authorities whose own published material was read for this page states a formula, a table or a ratio tying floor area to a permitted headcount. What they publish instead is commercial: one zone sells tiers priced by a stated visa quota, another lists the residency visa as not included by default and available as an add-on, and the ones that publish workspace types attach no headcount to any of them. So the ceiling is real but it is a term of your deal rather than a rule you can look up, which means it has to be asked for in writing and never inferred from a floor plan. The desk that looked economical in month one is the sentence you will be reading back in month nine. A cluster with laboratory, studio or warehouse specifications will price accordingly and may have nothing smaller. A generalist zone will happily sell a shared desk to a business that will need a warehouse within a year.

The test is not what the space costs now. It is what the space you will need in eighteen months costs at that zone, and whether that zone has any. Zone-by-zone premises and allocation detail sits in the individual profiles — DMCC, JAFZA, IFZA, Dubai Internet City and the rest of the library — and the shortlisting questions are on free zone company.

Where a cluster is the wrong home

Where your activity is not the cluster's activity. A specialist zone's list is narrow by design. Being licensed for something adjacent inside a sector estate is worse than being licensed for exactly the right thing in a generalist one.

Where the premium buys you a neighbour rather than a permission. If the approving authority for your activity is outside the fence anyway, you are paying for an address.

Where the business will change shape. Clusters are less forgiving of an activity change than generalist zones, because the list is the point.

Where a generalist zone is the wrong home

Where a second authority is unavoidable and hard. Clinical, financial and virtual-asset work meets a body that is not the zone, on that body's own timetable — and for virtual assets in Dubai that body's permit comes before the licensing procedure rather than after it. Buying the cheapest licence first is buying the easy half.

Where the physical requirement is real. Cold chain, hazardous goods, heavy power, broadcast — a desk package does not become a facility because the activity is on the list.

Where the licence was chosen on the annual fee alone. Run the three-year number instead, which is the discipline we apply to emirates as well as to zones on what the cheaper emirates charge.

How to test any zone's claim to your sector in an afternoon

Four questions, in this order, all of them answerable by email. Which activity on your own list would I be licensed under, in the exact wording. Which body approves that activity, is it you, and which instrument says so. What premises specification does that activity require here, and what does it cost. And what is the smallest space that supports the number of people I expect to have in eighteen months. A zone that answers all four in writing has told you which of the two models it is running. If the answers come back and you want a second reading of them, send them to us before you pay a deposit.

Frequently asked questions

Is a sector free zone more expensive?

Harder to answer than it sounds, because the two models rarely publish comparable numbers. At the date of review (16 September 2026), the free zone material read for this page ran from package prices keyed to a visa quota, through itemised fee schedules (two in US dollars, one in dirhams), to packages listed with no price at all and a button to enquire. What you are usually comparing is a quotation rather than a tariff. The question that survives is what the difference buys. If the body that approves your activity is genuinely inside the zone, the premium can be the cheaper route in total. If it is not, you are paying for a name.

The zone says it supports my industry. Is that the same as licensing it?

No. Ask which activity code on its own list you would be licensed under, and who signs any external approval. Both answers are specific and both are free to obtain. Support, in the sense zones use the word, can mean a tenant community, an event programme or an accelerator, and none of those is a permission. The cluster test on this page is narrower than any of them: whether the body that approves your activity sits inside the fence, and whether the exact wording you need exists on the zone's own list.

Can I move zones later?

Yes, and how you move depends on both authorities rather than on a general rule. Some publish a continuation or transfer-in route and a checklist for it; where an authority publishes nothing of the kind, the route has to be settled with both authorities in writing rather than assumed. Ask both before you plan around either answer, and treat it as a cost rather than an adjustment.

Does the zone affect my tax rate?

Not by itself. Free zone 0% treatment is a status the company qualifies for federally, on federal conditions, and the address does not confer it. What the zone does affect is whether the package you are buying can support those conditions at all — adequate substance in the country, and premises and staffing that match the activity you are licensed for. So the question to put to a zone is not what rate it gives you, which is not its to give, but which of the federal conditions its cheapest arrangement would leave you unable to meet.
