Answered plainly
Sharjah gives a creative founder six licensing homes, and the one named after media settles the smaller half of the question
Which Sharjah authority licences a media or creative business, and why that is a separate question from who permits its output.
You do creative work, somebody pointed you at Sharjah Media City because the name matches what you do and you were told it is the cheapest licence in the country, and the decision now looks like a package comparison. It is not. Two separate questions are being collapsed into one, and only the smaller of the two is answered by choosing a zone. It is worth knowing before the first call that the zone's package page lists what each package contains without printing a price, and that the zone describes the figures its own online cost calculator produces as estimates only.
The first question is which authority licences your company. Sharjah answers that in six different places, and they were built for genuinely different businesses. The second is which authority permits your output — and for a large share of what gets called creative work, no authority that licenses your company answers that, because the permission is federal and sits above whatever licence you hold.
What Sharjah Media City includes, what its flexi desk does to a bank application and to a tax position, and the seven situations where it is the wrong zone are all set out in full on our Shams profile. This page is the decision before that one: whether Sharjah is where a media or creative business belongs at all, and if it is, which of the six.

Three different businesses are called media, and only one is regulated as media
Most of the confusion in this market comes from one word doing three jobs. The licence you need, the second permission you need, and whether either changes when you move zone all depend on which of the three you actually are.
| What the business sells | Who licences the company | Who permits the output |
|---|---|---|
| Creative services: design, content, marketing consultancy | One of the six places Sharjah licences in | No second regulator at all |
| Influence and a personal audience | The company's licensing authority | A permission that attaches to the person, not only the company |
| Media content as the product | The zone or department that issues the licence | The National Media Authority, federally, above any licence |
The third row is the one the zone name misleads people about. Media activity is regulated at federal level, above whichever authority licensed your company: the National Media Authority, a federal authority set up under Federal Decree-Law No. 11 of 2025, says it oversees all media activities and outlets operating in the State, and that it regulates and licenses them inside media free zones in the same manner as anywhere else. A Sharjah media licence is the commercial permission to run the business. It is not permission for the content, the zone cannot grant that on the authority's behalf, and which requirements land on a given title, channel or feed is a question to put to that authority rather than to a licensing desk. Anyone selling you a package on the strength of the word "media" above the door is answering a question you did not ask.
The first row is where most readers of this page actually sit, and the good news there is unglamorous: a design studio, a content agency or a marketing consultancy is a services business with no second regulator at all. Which means the zone decision for that founder is a cost, address and customer decision rather than a regulatory one — and it should be made on those terms rather than on the word printed above the door. Who else has to approve a given activity, sector by sector, is on the activities a second authority has to approve.
Sharjah licences in six places, and they were built for different things
Two of those six deserve a second look from creative founders who skip them. Sharjah's publishing economy is not a marketing claim about itself: the emirate is home to the Sharjah International Book Fair, UNESCO named it World Book Capital for 2019, and the free zone built there carries the publishing city's name. What that zone no longer is, on its own published material at the date of review (17 September 2026), is a publishing-only cluster — the licence list it advertises runs across many sectors, which is good news for a mixed content-and-commerce business and a reason for a pure publisher to read the list rather than trust the name. And the mainland department is the option almost nobody prices, for reasons the next two sections cover.
The clusters-versus-licence-shops distinction runs underneath this whole table and is worth understanding before comparing any two zones: a free zone is a cluster before it is a price.
What the emirate decides before any zone does

These are conditions of being in Sharjah. No zone within it can lift any of them, and each one has ended a business model after the licence was paid for.
The first line does more damage to creative plans than the other four combined, and it is rarely mentioned in a package call. An events business, a hospitality photographer, a lifestyle production company or an agency whose client list includes bars, hotels and launches is looking at a constraint on the work itself rather than on the paperwork, and nothing in a zone package speaks to it. At the date of review (17 September 2026), what Sharjah Media City publishes as included in a package is foreign ownership, a licence issued as an LLC, a set number of business lines, no no-objection certificate, and a flexi desk with a lease agreement. Nothing in that list is a permission to serve, shoot or promote alcohol, and no licensing authority can grant what it does not itself hold. Whether the work you have in mind can be done in the emirate at all is a question for the emirate's own authorities, answered in writing, before a licence is paid for. It is a question about the market you would be operating in, not a licensing obstacle to route around.
the question a package comparison cannot answer
- Decide which of the three media businesses you areWhether a second regulator sits above your licence at all
- Read the package contents rather than the name above the doorForeign ownership, an LLC licence, business lines, no no-objection certificate
- Is the constraint you are facing on your paperwork or on the work itself
- On the paperworkA licensing authority can answer it, and a package comparison is the right tool
- On the work itselfNo zone within the emirate can lift it, and none grants what it does not hold
- Put it to the emirate's own authorities in writingSettle it before the licence is paid for, not after
The last line is the quietest and the most persistent. A creative team is a small number of people who have to be in rooms with clients, and if those rooms are in Dubai then the licence has not saved you anything — it has moved a recurring cost from a line item into everyone's calendar. The full arithmetic of licensing outside Dubai and Abu Dhabi, including what does and does not get cheaper, is on what a cheap licence in the northern emirates actually costs.
The client is the part no Sharjah licence can arrange for you
Here is the honest version of the decision, framed by who pays your invoices.
- Clients and collaborators in Dubai
Dubai Media City or Dubai Design District, where the adjacency is the product
- Enterprise procurement, institutional investors, conservative banks
They read the licensing authority, so weigh a saving against a failed onboarding
- Clients anywhere in the UAE, invoiced from a free zone
Permitted, but it is not a licence to operate from mainland premises
- A mainland buyer with its own eligibility rules
The buyer's rule to publish, and no licensing authority answers it for them
- Sharjah government work
Confirm it with the buying entity; a mainland branch may be the condition
The third row is where most creative founders in this market actually land, and the reason it keeps going wrong is that a free zone licence genuinely does permit invoicing anywhere in the UAE. What it does not do is licence you to operate from mainland premises, decide a buyer's eligibility rules for you, or produce revenue that comfortably qualifies for a free zone's 0% corporate tax position. Those distinctions are drawn out on the only UAE customer a free zone licence already reaches, and the tax side on VAT and corporate tax.
If the answer turns out to be Dubai, the creative clusters there are clusters rather than addresses, and the adjacency is the product: Dubai Media City and Dubai Design District.

Where Sharjah is the wrong home for a creative business
Your clients and your collaborators are in Dubai. The licence saving is real and it is spent on travel, by everyone, every week. Run the three-year number with the commute in it.
Anything physical moves in your company's name. Merchandise, print runs, hardware, event kit. At the date of review (17 September 2026), the Designated Zone schedule published by the Federal Tax Authority, as consolidated to 12 September 2021, lists two entries in Sharjah: Hamriyah Free Zone and Sharjah Airport International Free Zone. Sharjah Media City is not one of them. The treatment turns on a fenced area with security measures and customs controls in place, not on the words "free zone" in a name, and even a listed area gets no help on ordinary services — the Executive Regulation places a service supplied there inside the State. So the emirate's two answers for goods are the two zones least built for creative work. If both halves matter, you are looking at two entities or at a different emirate entirely.
Media content is your actual product. The commercial licence is the easy part. The federal permission above it is the project, and it does not move when you change zone or change emirate. Budget the time it takes rather than the price of the licence beneath it.
Alcohol or nightlife appears anywhere in your client list. A zone cannot grant a permission it does not hold, and the package contents Sharjah Media City publishes include none. Settle what the emirate allows before the model is committed, not after.
You are chasing a 0% corporate tax position. The qualifying position is not a zone's gift. The Cabinet decision that defines qualifying income requires the core income-generating work to be done in a free zone or a designated zone, with adequate assets, an adequate number of qualified full-time employees and an adequate amount of operating expenditure behind it. A desk taken because it was the cheapest option you were shown is the same fact that makes that argument hard to evidence. Either fund substance you can show or plan around the 9% rate honestly.
A large counterparty has to recognise your jurisdiction. Enterprise procurement, institutional investors and conservative banks read the licensing authority. A saving on the licence line is poor economics against a failed vendor onboarding.
You expect to outgrow it inside two years. The old rule of thumb was that leaving a free zone meant a new entity, new visas and a new bank account while the old one was wound down. That is no longer the whole picture. In a briefing on the 2025 amendment to the Commercial Companies Law, the Ministry of Economy and Tourism describes a new provision allowing a company to move its commercial record between emirates, free zones and financial free zones while keeping its legal personality, its contracts and its obligations, and without being re-established or liquidated. Two qualifications matter as much as the provision. The ministry publishes the amending decree-law in Arabic, and the English text of the law on its own site is the 2021 text as issued. And a move still has to be operated by two authorities in practice: some publish continuation and transfer routes of their own, but do not assume that both of the ones you need do. Treat it as a mechanism to confirm in writing with both the zone you are leaving and the one you are joining, and price the fallback of a fresh entity anyway — see moving between free zone and mainland.
What to settle before comparing packages
Decide which of the three media businesses you are, because that determines whether a regulator sits above your licence and therefore how long the whole project takes. Write down where the next ten invoices will come from, since that single list chooses between free zone and mainland more reliably than any price comparison. Confirm whether anything physical will ever move in the company's name, because the answer disqualifies four of the six options immediately. And if you get to a shortlist of Sharjah zones, read the Shams profile for what the cheapest entry costs you later, in bank applications and in tax position, rather than on the invoice — the packages are not the part that decides this.

Frequently asked questions
Is Sharjah Media City a Dubai free zone?
No, and a surprising amount of published material says otherwise. It is a free zone of the emirate of Sharjah, licensed by a Sharjah authority under Sharjah instruments. It does not give you a Dubai licence, a Dubai address or Dubai premises, and nothing about holding it makes you a Dubai company.
Does a Shams media licence mean I can publish or broadcast?
It means you may run the business commercially. Content as a product is regulated federally, by the National Media Authority, and that permission sits above your licence rather than inside it, so the two have to be obtained separately and in that order of difficulty. Ask the authority what applies to your title or channel before you ask a zone what its package costs.
Can I hold a Sharjah licence and live in Dubai?
Yes, and many people do. The licence and the residence are separate questions, and the cost that actually lands is the commute to wherever your clients are rather than anything on the licence itself. Where your staff live, and what that commute costs in working hours, is set by the labour market and not by any licensing authority, so no Sharjah zone changes it. For a small creative team that has to be in rooms with clients in Dubai most weeks, the licence saving has moved a recurring cost into everyone's calendar rather than removed it.
Can a Sharjah free zone company bid for Sharjah government work?
Treat that as something to confirm with the buying entity rather than assume: eligibility is the buyer's rule to publish, and no licensing authority answers it on the buyer's behalf. What the Sharjah Economic Development Department does publish is that it handles branch applications from free zone companies as well as new mainland licences, which is the route to ask about if a mainland presence turns out to be the condition. That possibility is the main reason a Sharjah-focused agency should price the mainland option seriously rather than rule it out on the licence line.
Which Sharjah option suits a publisher or a print business?
The free zone that carries the publishing city's name is the one to examine first, with two caveats. Its published licence list is general rather than publishing-only, so read the list against what you actually produce. And print at volume is a goods operation, which may belong in one of the two customs-controlled zones instead — neither of which is built for the editorial half of the business.
Do I need a permission for a person who appears on camera?
Often yes, and it attaches to the person rather than only to the company, which is why influence and personal audience sit in their own row on this page rather than inside the media one. Whether the answer is the company's licence, the individual's permission, or both, also depends on who is contracting whom. It is a live and changing area, and it is treated on the activities a second authority has to approve. Shooting on location is a separate permit again.
Is a Sharjah licence cheaper than a Dubai one over three years?
On the licence line, usually. On the whole operation, it depends entirely on where your clients sit and how often you have to be in front of them. The comparison worth running is total cost including travel and lost hours, not package against package.
