How to Start an Agricultural Raw Materials and Live Animals Wholesale Business in Dubai
One licence line covers sacks that sit still and animals that do not. Wholesale of agricultural raw materials and live animals is two different operations sharing a single activity name.

How to Start an Agricultural Raw Materials and Live Animals Wholesale Business in Dubai
Sacks do not need water at three in the morning. Animals do. Everything difficult about this activity follows from the fact that one licence name has been stretched across both.
Read as a spreadsheet row, "wholesale of agricultural raw materials and live animals" is a single trading line in the Trading category. Read as an operation, it is two businesses with almost nothing in common. The first moves inert agricultural commodities — grain, seed, fibre, oilseed, cut flowers, hides, feed material — and its problems are storage, moisture, pests and price. The second moves creatures that are alive on arrival and must still be alive at delivery, and its problems are welfare, veterinary condition, transport and time. A warehouse solves one of those businesses. It does not touch the other.
This is the umbrella line over a run of narrower ones on the same list, and the narrow line is usually the better purchase. CZ 110 covers grains and seeds. CZ 111 covers oleaginous fruits, CZ 112 flowers and plants, CZ 113 live animals on their own, CZ 114 hides and skins, CZ 115 leather, CZ 116 agricultural material and by-products used for animal feed, CZ 117 fodder and CZ 118 the selling of agricultural crops. A trader who deals in exactly one of those is better served by that line, because the premises, the staff and the clearances it requires are a single coherent set. The umbrella earns its keep only when the company genuinely trades across several of them.
The three traders who actually need the umbrella
The diversified agricultural trader. A house dealing in several commodity families at once — grain in one container, oilseed in another, hides in a third — where writing four narrow licences would be more administration than one broad one. This is the clearest case for the line and the reason it exists.
The livestock trader who also moves feed. A business bringing animals in and feeding them needs both halves, and separating the two into different entities means two licences, two tenancies and an invoice trail between them for no benefit. Here the umbrella is a simplification rather than a compromise.
The supplier to farms and processors. Operators selling into UAE farms, feedlots, dairies, mills and tanneries, whose customer list is stable and whose product list moves with what the customer asks for. Flexibility on the activity line is worth something to them because the mix is not fixed in advance.
Where this is the wrong purchase. If the plan is to raise the animals rather than trade them, that is farming and belongs to the animal production line, not to a wholesale one. If the plan is to slaughter, cut, tan or mill, that is processing on a manufacturing line. And if the plan is to sell to households or through a shop, retail is separately licensed and a wholesale line will not carry it.

CZ 109 — Wholesale Of Agricultural Raw Materials And Live Animals
The dry half: goods that keep, until they do not
Agricultural raw materials are traded on quality at a moment in time, and the moment passes. A consignment arrives at a stated grade, moisture content and cleanliness, and from that day the store either holds the grade or erodes it. Ventilation, temperature, pest control, separation of lots and honest sampling are not housekeeping in this trade — they are the product. A trader who cannot show what a lot was on arrival and what it is today has nothing to argue with when a mill rejects it.
Working capital behaves in a particular way here too. Commodities are bought in shipment-sized quantities and sold in truck-sized ones, so cash goes out in one lump and comes back in instalments, and the gap between the two is where most new entrants get into difficulty. The margin is thin by the standards of general trading, and it is earned on volume, on freight and on knowing when to hold rather than on mark-up.
The live half: a clock nobody can pause
An animal in transit is a cost that rises every hour and a risk that rises with it. Live consignments need transport built for the species, stocking densities that do not injure the animals, water and feed on the journey, and somewhere at the other end that is genuinely ready — a yard, a holding pen, shade, water, a way to isolate an animal that looks wrong. Losses are not a line item to be absorbed; a bad journey can take the whole margin and the customer with it.
The regulatory shape is different as well, and this is the part worth understanding before committing. Agricultural and food consignments are cleared on a product basis by the federal agriculture and food authorities and by the emirate's own food control, which look at what the goods are and where they came from. Live animals go through that and add veterinary clearance on top, because what arrives is an animal in a condition rather than a sack with a grade. Nobody should assume the two halves of this licence face the same paperwork.
the six gates named on this page
The emirate's economic department
- Trade licence carrying the wholesale activityFirst, and every other gate waits behind it
The federal agriculture and food authorities
- Clearance of each imported agricultural consignmentBefore the consignment is released, not after
- Veterinary clearance for animals arriving aliveOn arrival, against a clock that does not pause
The municipality
- Suitability of the store, yard or holding for what it will holdWith the tenancy, not once the goods are in
The emirate's food control authority
- Food and feed control on anything moving toward the food chainContinuously, by inspection
The emirate's customs authority
- Customs code in the importing company's own nameOnce the licence is cut
Read the drawing for the clustering rather than the count. Two of the six gates sit with the same federal authorities, and the emirate contributes three more through three different departments — which is why files on this activity run long when the premises are taken before anyone has asked what the premises will be inspected for.
Premises decide more here than the licence does
A dry-goods store and an animal holding are not variations on a warehouse. One needs floor area, ventilation and separation; the other needs drainage, water, shade, isolation space and a way to load and unload animals without injuring them. A company intending to do both needs both, and a company that signs a tenancy on general warehousing and then discovers it cannot lawfully hold animals there has bought the wrong building — the expensive mistake on this line, and the one most easily avoided by settling the site before the licence.
What this line does not cover
Wholesale means buying and selling in bulk to businesses. It does not extend to raising or breeding the animals, which is farming. It does not extend to slaughter, cutting or packing, or to tanning hides, or to milling, crushing or blending — all of those are processing, on manufacturing lines of their own. It does not cover retail to the public, or boarding, grazing or transporting animals as a service to their owner, which is a service sold rather than goods traded.
Two further boundaries catch people out. Veterinary medicines and biologicals are health products with their own controls and are not an agricultural raw material. And seed sold for planting is treated as a plant-health matter rather than as a commodity for eating, so a trader moving into seed should expect a different conversation from the one about grain.
What the licence costs, which activity wording is available, and which approvals attach to a particular product and premises all depend on the emirate and the licensing authority. ConsultZone confirms them against the actual product list and the actual site before anything is committed.

Most licences carry more than one activity. Adding a neighbouring line at the application stage costs a fraction of amending the licence afterwards.
