Answered plainly
There is no Dubai return. There are six instruments, and the number you were quoted belongs to one of them.
Every pitch for Dubai quotes a return.
You were shown a number, and the number belongs to something narrower than Dubai
Whatever brought you to this question — a brochure, a broker, a headline, a friend who bought in 2019 — you are holding a figure. A yield, or an appreciation number. The first useful move is not to test the figure. It is to establish which of six quite different instruments it describes, because the six have almost nothing in common except the city they are transacted in.
They differ in what produces the cash and in how long it takes to turn back into money. They also differ in whose signature you need before you can leave, which is the column no pitch contains and the one that decides most outcomes. An investor who has understood it can read a Dubai proposal in ten minutes. An investor who has not will compare an off-plan payment plan against a listed share and believe he is comparing two versions of the same thing.
The six things people mean by investing in Dubai
Four of those six have no price until somebody agrees to pay one. One of them has a price every trading day. One of them is not really an investment at all, and we will come back to that.
one of the six is priced by the market, and five are priced by whoever turns up

- A price every trading day1Set by strangers, published daily, and needing nobody's permission
- Not really an investment at all1The return is produced by your own labour, with capital an input rather than the engine

An off-plan unit is a claim on a developer before it is an interest in a building
The most heavily marketed Dubai instrument is also the least like the thing it appears to be. During construction you do not own a building. You hold a contract with a developer, your payments go into a development escrow account operated by a trustee the Land Department has certified, and your interest is recorded against the unit rather than evidenced by a title deed. The deed arrives at handover.
That structure does real work, and it is worth understanding exactly what work. The escrow account governs how and when the developer may draw your money against construction progress. It is a control on the application of funds. It is not a guarantee of the delivery date, and it is not a promise about the price of a completed unit in a market that will have moved by the time the unit exists.
Two things follow for the buyer. The first is that the developer's own record matters more than the community's, and the Land Department publishes enough to check it — approved developers, project status with a completion position, the certified escrow agents themselves. Our page on the property diligence Dubai has already done for you sets out which checks are free and where they stop being useful.
The second is that the exit before handover is not yours to take. A resale needs the developer's no-objection, and developers commonly condition it on a proportion of the price having been paid. A payment plan is therefore a lock-in as well as a convenience, and an investor who may need the money back in eighteen months has bought an instrument that cannot deliver it.

Two property instruments that look identical and behave differently
A let apartment and a let office are both bricks with a tenant in them. They are not the same asset.
The residential rent is not a market rent. It is an indexed rent — the emirate publishes an index that governs what a landlord may ask on renewal, which means a sitting tenant's rent drifts behind the asking rents in the listings, sometimes by years. This is the single most common error in a Dubai yield calculation. The numerator comes from asking rents and the denominator from asking prices, and neither is a number any specific party will ever pay.
The commercial unit has the opposite profile. The tenant is a business, the covenant is only as good as that business, a vacancy can run long because the pool of tenants for a particular floor plate is small, and the VAT position is different because VAT on property turns on what kind of building it is. The charge stack on both is covered properly on our page on no property tax and the charges on property, which is where a yield model should start rather than finish.
Shares are the only one of the six with a daily price

Dubai has listed markets — the Dubai Financial Market, and Nasdaq Dubai inside the financial centre. The onshore market is supervised by the Securities and Commodities Authority; a market situated inside the Dubai International Financial Centre is supervised by that centre's own regulator, under its own rulebook.
The reason this belongs in an article about property and business is comparison. A listed share is the only Dubai instrument where the price is set by strangers, published daily, and available to you without anybody's permission. Every other instrument's value is an opinion until a buyer appears. When a pitch compares a property's projected appreciation against the last few years of a listed index, it is comparing an estimate against a series of settled transactions.
Foreign ownership of shares in individual UAE-listed companies can be limited at company level, so the limit is a fact about the company you want rather than about the market as a whole. Check the company, not the headline.
A private stake has no price, and no exit you control
Buying into someone else's UAE company is the instrument most often described as an investment opportunity and least often analysed as one. There is no market. The price is whatever two parties agree. Getting out means finding a buyer for a minority position in a private company in a jurisdiction where minority positions rarely trade, or persuading the other shareholders to buy you out at a number you would accept.
Before any of that, the company's own constitution usually restricts a transfer, the other shareholders usually hold a right of first refusal, and moving shares requires the licensing authority's involvement. What can be verified before the money moves is set out on our page on what you can verify about a UAE company before you buy into it, and what the exit actually looks like on no capital gains tax is not a statement about your exit.
A business you operate is not an investment, and calling it one distorts the maths
The sixth instrument gets sold alongside the other five, and it is a different category. When you buy a licence, take premises and hire people, the return is produced by your own labour. Capital is an input rather than the engine. Any comparison against a yield or a share price has to charge the business for your time at a market rate first, and a great many Dubai business cases stop looking attractive the moment that line is added.
There is also a boundary worth knowing before you commit. Money put into Dubai stops being a personal investment and becomes a business when the activity was conducted through a licence or needed one, and that test decides the tax treatment as well as the licensing one. Our page on when a Dubai investment becomes a business works through where the line sits.
What the published Dubai numbers actually count
The pattern is that Dubai publishes supply generously and demand barely at all. What already exists — developers, projects, brokers, transactions, service charges — is downloadable. Whether anyone will pay your price is held by nobody, which is also true of every other city and is less often admitted about this one. Our page on what Dubai publishes and what it does not covers where the emirate's own numbers live.
Why an average price per square foot moves when no price has moved
This deserves its own paragraph because it produces more bad decisions than any other line in a Dubai deck.
Take a quarter in which every single property in Dubai transacts at exactly the price it would have fetched three months earlier. Now suppose the mix shifts — a large villa release completes, several towers of small apartments do not. The average price per square foot rises. Nothing appreciated. The arithmetic simply weighted a different set of units.
The same effect runs in reverse when a new affordable community starts handing over, which is how a rising market can print a falling average. A single average over a stock as varied as Dubai's is an artefact of composition, and the fix is to insist on a narrower cut: one community and one unit type, with repeat sales of the same units where they exist. If whoever gave you the number cannot produce that cut, they are not being evasive. They usually just have not looked.
a single average over a stock this varied is an artefact of composition

What each instrument is charged, and when
The property rows are deliberately short because the full charge stack belongs on the property charges page and there is no sense in maintaining it twice. The point of putting the six side by side is the shape rather than the amounts: property is charged heavily at both ends and lightly in the middle, shares are charged almost nowhere, and an operating business is charged continuously whether it trades or not.
The currency question the pitch does not raise
The dirham's exchange rate is pegged to the US dollar. Every one of the six instruments above therefore produces a dollar return, whatever currency you funded it in and whatever currency you will eventually spend it in.
For a dollar investor that is a non-event. For an investor whose liabilities are in euros, sterling, rupees or rand, it is a second position taken at the same time as the first, and it can be larger than the yield being discussed. Our page on your UAE company being a dollar business works through what the peg does and does not protect.
Where this analysis is the wrong one to run
There are situations in which working through the six instruments is a waste of your evening, and it is more honest to name them than to keep you reading.
Your holding period is short. Property is charged heavily on the way in and again on the way out. Over two or three years those charges dominate any plausible rent, and no yield model rescues the position. If the money may be needed soon, the only instrument on the list that suits you is the liquid one.
The money is needed on a date. Four of the six cannot commit to a date. If there is a school fee, a tax bill or a retirement in the calendar, an instrument whose exit needs a developer's consent or another shareholder's agreement is the wrong container regardless of the return.
What you actually want is residence. That is a legitimate objective and it is badly served by dressing it up as an investment, because the two decisions have different tests. Price the residence route as a cost, then ask separately whether the asset attached to it is one you would buy on its merits. Our page on a trade licence is not a golden visa covers where the routes actually come from.
Nobody will be here. Property needs managing and tenants need handling, and a business needs a manager with real authority. If you cannot visit and have not appointed anyone, the instruments that need attention are not really available to you, whatever the paperwork permits.
The amount is small relative to one ticket. A single unit in a single building is not a Dubai allocation. It is one landlord's concentrated bet on one community, one service charge committee and one tenant, and it should be judged as that rather than as exposure to a city.
You are comparing against something structurally different. A deposit-protected savings product in your home country and an off-plan contract in Dubai are not two rows of the same table. Where the comparison is really about tax rather than return, our page on nobody paying the rate in the table explains why both ends of that comparison are usually wrong.

What to ask whoever showed you the number
- Which of the six is this? If the answer covers two of them, the number is not usable.
- Is the rent in that yield an asking rent or a contracted one? For a tenanted unit, ask to see the recorded tenancy.
- What is the service charge, this year and last? It is the largest recurring line and it is not set by the government.
- Who has to agree before I can sell? Name them. For off-plan, that includes the developer.
- Show me the same cut of the data for one community and one unit type. Averages across the emirate are not evidence about a building.
- What does this look like at 9%? Any structure where the answer only works at nil is a structure with a single point of failure.
Send us the instrument and the holding period rather than the brochure, and our Real Estate & Property Investment and Tax & Financial Advisory teams will tell you which of the six you are actually being sold, and what it is charged.
Frequently asked questions
Is Dubai property a good investment?
That question cannot be answered at the level of a city. It depends on which of the six instruments, at what price, for how long, and with whose consent required to exit. An adviser who answers it without asking those four things is not advising.
Why do published Dubai price figures move so sharply?
Often because the mix of units transacting changed rather than because prices did. A quarter in which more villas and fewer studios changed hands will show a rise in the average price with no building anywhere having moved. Insist on a single community and a single unit type before drawing any conclusion, and ask for the same cut of the data for both periods being compared.
Can I rely on the rental yield in a listing?
Only as a starting point. It is usually an asking rent over an asking price, before service charges, voids and agency, and before the indexed renewal position of any sitting tenant. Each of those four reduces it, and the service charge — the largest recurring line, and one no authority sets for you — is the one most often left out of the arithmetic entirely.
Does buying property in Dubai give me residence?
There are property-linked residence routes and they have their own conditions set by the authority. Treat the residence and the asset as two separate decisions, priced separately: work out what the residence route costs as a cost, then ask whether you would buy the asset on its merits if no permit came with it. If the answer to the second question is no, the residence is what you are buying.
Is there any tax on my rental income?
There is no personal income tax on an individual in the UAE. Whether what you are doing has become a business, with the corporate tax consequences that follow, turns on the licence question rather than on the amount — the point at which an investment stopped being an investment and started needing a licence, which is the distinction worked through earlier on this page.
What is the safest way to check a developer before buying off-plan?
The Land Department publishes approved developers, the status of projects under construction and the certified escrow agents. Those checks are free, take minutes, and tell you what has already happened rather than what will. That is their limit and also their value: a completion record and a live escrow arrangement are facts, while a delivery date is a forecast. Run them before the reservation fee rather than after, because they are the only part of an off-plan decision somebody else has already done for you.
