Answered plainly
Dubai property is not one industry you enter; it is four licensed occupations answering to two different authorities
Brokerage, property management, owners-association administration and short-term letting are treated as corners of one sector and are not.
If you want to earn a living from Dubai property rather than simply own some, the first decision is not which tower and not which community. It is which of the licensed occupations you intend to practise, because they are decided by different authorities, the permission attaches to different things, and holding one of them permits none of the others.
That distinction is absent from almost everything written about this subject, which tends to treat the sector as a single opportunity with a single door. There is no single door. There is a company licence that lets a firm exist, and then a separate practice permission that decides whether it may actually do the work — and for one of these occupations the practice permission comes from an authority most people associate with hotels rather than with land.
Two authorities, and the trade licence is the smaller of them
Dubai splits property work between the Department of Economy and Tourism, which decides that a company may exist and carry a stated activity, and the Dubai Land Department, which through the Real Estate Regulatory Agency decides whether that company and the people inside it may practise.
The second half is the part founders underestimate. The law establishing RERA as a public corporation attached to the Land Department hands it three separate controls — the firm, the individual and the advertisement — and not one of them is the trade licence. A company can hold a licence naming a real estate activity and be unable to lawfully do a single thing under it. A Dubai brokerage runs on four permissions works that case through in full, and there is no single real estate licence in Dubai sets out how the Land Department's own list of activities divides up.
What this page adds is the map across the four occupations people actually ask about, because each one answers to a different combination of the above.
the two authorities this page maps, and what each one decides
Department of Economy and Tourism
- That the company may exist and carry a stated activity
- Permission to let a home by the night, free zones included
Dubai Land Department
- That the brokerage firm may practise
- The card held by each individual who brokers
- The permit carried by each advertisement
- Administration of a building's service charge through Mollak
- The record of developers and the escrow project account

The four occupations, and who decides each
Read the fourth column rather than the first. It is the column that decides what happens when somebody leaves, when a unit is sold, or when an advertisement is published — and it is the column no sector overview contains.
Brokerage is three permissions stacked on a licence
The firm needs the Land Department's approval. Each person who brokers needs a card of their own, held against the emirate's record of brokers, and that card belongs to the individual rather than to the firm — so it walks out of the building when they do. Every advertisement needs its own permit with its own number, which is why a listing without one is not a marketing shortcut but an unpermitted publication.
Two consequences are worth stating because they are so often discovered late. Hiring an experienced agent does not transfer their permission to your firm. And broking property makes the firm a supervised reporter of financial crime, with obligations that attach the moment the activity does rather than at some threshold of deal size.
Property management is regulated by what you are holding, not by how large you are
The conditions on this occupation rise sharply, and the reason is structural: a manager holds a stranger's asset and a stranger's money. The Land Department attaches a financial guarantee to the activity that does so, which is the single clearest signal of how the emirate thinks about this work. Our page on the Land Department's activity list explains the logic — the conditions across all of these activities are answering one question, which is whose money you will be holding and how long before they get what they paid for.
What management is not is a lighter version of brokerage. It is a different permission with different conditions, and a brokerage that starts collecting rent for landlords has moved into an activity it may not hold. What a brokerage licence does not let you do takes management, service-charge administration, valuation and holiday homes as the four separate businesses they are.
Owners-association work is the least advertised property business in Dubai
Under the law governing jointly owned property, everything outside an apartment's walls — the structure, the lobby, the plant rooms, the pool — is common property. It is funded by a service charge levied on every owner by unit area, budgeted, approved annually, held in a dedicated account and administered through the Land Department's Mollak platform, with the Department publishing a Service Charge Index against which any building's actual charge can be read.
Somebody has to do that administration, and it is a licensed occupation with an unusual property: the client is a community rather than a person, the money is supervised, and the budget is approved by a regulator rather than agreed with a customer. That makes it a slower business to win and a considerably more durable one to hold than brokerage, which is why it appears in no promotional overview of the sector and in every serious one.
Short-term letting is licensed by the tourism side, and it attaches to the flat
This is the occupation that catches owners who never intended to be operators. Dubai treats short-term letting of a home as an activity requiring a permission from the Department of Economy and Tourism under its own decree, including inside free zones — so the authority you have been dealing with about your licence is not the authority that decides this.
The permission attaches to the property rather than to your company, and holding it moves two positions that made the flat attractive in the first place: the corporate tax carve-out for a natural person's property income is written to apply only where no licence is required, and the residential VAT exemption turns on the length of the stay rather than on the building. Letting by the night is a licensed activity sets out both, and it is the page to read before a first guest arrives rather than after.
What each permission attaches to, and what happens when it moves
| Permission | Issued or supervised by | What it attaches to | What happens when it moves |
|---|---|---|---|
| The company licence naming the activity | Department of Economy and Tourism | The company | It lets the firm exist and authorises no practice |
| Approval of a brokerage firm | Dubai Land Department | The firm itself | It stays with the company, not with the people inside it |
| The broker's card | Dubai Land Department | Each individual who brokers | It walks out of the building with them; hiring transfers nothing |
| The advertising permit | Dubai Land Department | Each individual advertisement | It expires with the listing, so every new listing needs a new one |
| Permission to let a home by the night | Department of Economy and Tourism | The property, not your company | It moves the corporate tax carve-out and the residential VAT position |
| Service-charge administration | Dubai Land Department, through Mollak | The building and its own funds | The mandate runs with the building rather than with a transaction |
Dubai levies no property tax. A property business here still pays several things.
The promotional version of this subject rests on one sentence — that Dubai has no income tax, no capital gains tax and no property tax — and then treats it as a description of what running a property business costs. It is not. The first half is narrowly true and the conclusion does not follow.
There is no recurring tax in Dubai on the assessed value of property you own. That is the whole of the claim. What arrives anyway, and what any plan in this sector has to carry:
- You own a home in Dubai and simply hold it
No recurring tax on its assessed value
- You buy or sell a unit
A transfer fee on the sale
- You let a home out on a tenancy
A municipality fee on the rent
- You hold a unit in a jointly owned building
A service charge, budgeted annually and administered through Mollak
- You run any business in property here
- You hold the property in a free zone entity, expecting the 0 per cent status
Corporate tax on its taxable income
- You supply services around a residential deal
VAT, even where the underlying supply is exempt
Three of those correct a claim the legacy version of this article made explicitly. A company in this sector is inside the corporate tax regime like any other, and income derived from immovable property sits outside a Qualifying Free Zone Person's qualifying income under Cabinet Decision No. 100 of 2023 — so holding property in a free zone entity does not shelter that income behind the 0 per cent status. VAT reaches the services around a residential deal even where the underlying supply is exempt. And the recurring charges on a unit are real money on a schedule, collected by a municipality and a management platform rather than by a tax authority.
The full account of what buying and holding costs is in no property tax is not no charges on property, and what a foreign buyer actually holds is in a foreign buyer in Dubai owns one of three different things.

"Ever-flourishing" is a description of the past, and it has been wrong before

A sector narrative is not a business case, and this particular narrative has a documented failure history worth putting beside it.
The market has corrected, more than once, and some segments corrected because they had been oversupplied. What followed was intervention — supply management and a body of law written to restore confidence, including the escrow regime that requires a developer selling off-plan to be on the Land Department's own record of developers and to hold buyer payments in a dedicated project account drawn against certified construction milestones. That regime exists because the alternative was tried. Read as a signal it is reassuring about governance; read as a growth forecast it is nothing at all. The market that brought you here has already shrunk once is the longer version.
Two dates in the promotional version are also worth correcting, because plans are still being written against them. Expo 2020 closed in March 2022 and the site now operates as Expo City Dubai, so it is a completed event rather than a forthcoming catalyst. Dubai Plan 2021 has run its term. A business case built on either as a future driver is built on something that has already happened.
Where entering this sector is the wrong move
You want to be a broker but you are buying a company licence. The licence is the cheap part and it authorises nothing. What you actually need is the Land Department's approval for the firm and a card for every person who will broker, and if you cannot satisfy the card conditions the company is an expense with no business inside it.
You intend to manage other people's property without the conditions that attach to it. Management carries a guarantee requirement precisely because you will hold assets and money that are not yours. If the guarantee is out of reach, the honest answer is that this is not yet your business — not that a lighter activity line can be made to cover it.
You are letting your own flat by the night and treating it as passive income. It is a licensed activity attached to the property, and it changes your tax position in two places. That may still be the right decision; it is not a decision you can take by ignoring it.
Your plan is licensed outside Dubai but aimed at Dubai property. A licence is an emirate licence, and whether a free zone entity may hold a Land Department permission at all is a question to put to both authorities in writing rather than an assumption to make. Your licence is an emirate licence, not a UAE one covers the general rule; Abu Dhabi and Sharjah each run their own property authority and their own record of practitioners, and neither reads a Dubai card.
Your model is a percentage of a rising market. Every occupation above is a service business with staff, a permission cycle and supervised money. None of them is a way to be long the market without buying anything, and the ones that look most like that — brokerage above all — are the most exposed when volumes fall.
What to settle before a deposit moves
Name the occupation, not the sector. Then find out which authority issues the practice permission for it, what that permission attaches to, and what it obliges once held. Our real estate and property investment page carries the buying and letting side of the same subject, including the process end to end. Ask what the conditions are on the firm and on each individual, and ask whether your intended jurisdiction can hold the permission at all. Price the recurring charges on any unit you plan to hold from the Land Department's own index rather than from a seller's figure. And write down which of your revenue lines depends on transaction volume, because that is the line the sector's history says to stress-test first.
the question this page says to put in writing rather than assume
- Name the occupation, not the sectorHolding one of the four permits none of the others
- Find which authority issues its practice permissionThe Land Department, or the tourism side for letting by the night
- Establish what that permission attaches toThe firm, the individual, the advertisement or the property
- Can the jurisdiction you intend to license in hold that practice permission at all
- Put it to both authorities in writingYou learn it before a deposit moves, and before the licence is bought
- Assume it, and license firstA company that may not hold the permission for the work it was formed to do
- Whether your jurisdiction can hold the permissionA licence is an emirate licence, so ask both authorities
Frequently asked questions
Does a trade licence naming real estate let me start working?
No. The company licence establishes that the firm may exist and carry the activity. The practice permission is separate and comes from the Land Department, and for holiday homes it comes from the tourism side of the economic department instead.
Can one firm hold brokerage and property management together?
Treat them as separate permissions with separate conditions rather than as one business with two revenue lines. Ask the Land Department which combinations it approves and what each adds to the conditions on the firm, before the activities go on the licence.
Who regulates service charges, and can an owner contest one?
They are budgeted per building, approved annually, held in a supervised account and administered through Mollak, with the Land Department publishing an index of actual charges. That makes a charge visible and contestable through a defined process. It does not make it cheap.
Is there really no tax on property in Dubai?
There is no annual tax on the value of what you own, and no capital gains tax on individuals. A business operating in property pays corporate tax on its taxable income, charges VAT on commercial supplies and on its own services, and meets transfer fees, a municipality fee on rent and service charges. The absent tax is genuine and it is not the account.
Is the advertising permit a one-time approval for the company?
No. It attaches to the individual advertisement and carries its own number, so it expires with the listing and each new listing needs a new permission. That makes compliance here a per-listing habit rather than an annual renewal, and a listing published without one is not a marketing shortcut but an unpermitted publication. It is also why no firm can buy this permission once and stop thinking about it.
Which of these four is the most durable business?
Owners-association administration, on the structure of the thing: the client is a community, the mandate runs with a building rather than with a transaction, and the money is supervised. It is also the slowest to win, which is why it is the least marketed.
