Dubai runs company formation through one digital window, and four of its steps still end at a person
Dubai has a unified digital window for establishing companies, created by its own decree, and most of a formation genuinely finishes inside it.
Before you buy any software, answer a narrower question than the one the market asks: which steps of your own formation can be finished in a browser this month, and which will end in front of a person no matter what you buy.
Dubai has a better answer to that than most jurisdictions, and it is a specific answer rather than a mood. The emirate created a unified digital window for establishing companies by decree in 2024, and Invest in Dubai is the platform that carries it. A large part of a mainland formation genuinely completes inside it. What does not complete inside it is a short, fixed list, and knowing the list is worth more than any project management tool.
The rest of this page is that list, portal by portal: what each official channel can finish, where it hands you to somebody else, whether an electronic signature survives the handoff, and how to assemble the renewal dates into one set when no portal holds them all.
A unified window removes re-keying, not decisions
It is worth being exact about what a single digital window changes, because the phrase is used to promise far more than it delivers.
What it removes is the repeated supply of facts the government already holds. Instead of proving the same company's existence to four departments, you hold one verified commercial identity that connected entities can draw on. Dubai extends the same idea outward through the Dubai Unified Licence, which gives a business — mainland or free zone — one government-verified identity that connected banks can read directly, and the Department of Economy and Tourism reports that average account opening times through those banks have fallen from months to days.
What it does not remove is anyone's judgement. A window is a channel, not a decision-maker. A sector authority still reviews substance at its own pace, a bank still applies its own appetite, and a landlord still signs or does not. The obstacles no fee moves covers who holds each of those.
The practical test, which holds for every portal below: a transaction finishes online when it begins and ends inside one authority's own system. The moment it needs a second authority, a private counterparty, a notary or a fingerprint, the software stops being the constraint.

What each official channel can actually complete
Two rows deserve emphasis because they are where most of the time is actually saved.
EmaraTax is genuinely complete. Tax enrolment, filing and payment happen inside the portal and nowhere else. There is no counter, no attestation and no third party. If your mental model of government process is queues, this is the one that will surprise you.
The Instant Licence is the real accelerator on the mainland. It issues through Invest in Dubai for a defined list of activities needing no external approval, and defers both the Ejari-recorded tenancy and the notarised memorandum. That is not an exemption — the premises requirement arrives at the first renewal and the visa quota stays minimal until it is met — but for a straightforward consultancy or trading activity it converts the slowest dependency in the file into a later problem.
The four things no portal finishes, and why each one resists
A body. A residence permit tests a person, not a file. The medical fitness examination and the Emirates ID biometrics are physical acts attended in person, and the tuberculosis screening is repeated at renewal rather than taken once. There is no attorney, notary or consultant who can perform either on your behalf, and any firm implying otherwise is selling something that does not exist.
A private counterparty. A landlord and a bank are inside your government process and outside your government channels. Neither is obliged to accept a document format, meet a date, or explain a refusal. A portal can record a tenancy; it cannot produce a landlord's title evidence or make a bank say yes.
A substantive review. Where a sector authority owns the activity, the licensing authority holds your file until that authority clears it. A review of capital, systems and named officers has no processing time, which is why no channel publishes one for it. The activities a second authority has to approve sets out who owns what.
A notarial act. A notary is performing an act of its own rather than witnessing yours, and the Ministry of Justice runs notarial and attestation work through its own systems rather than treating a notarised deed as one more upload. This is the hardest case in the whole electronic signature question, and it is why the mainland memorandum behaves differently from everything else in the file.
| What will not finish online | Why it resists | What no software changes |
|---|---|---|
| A body | A residence permit tests a person, not a file | The medical and the biometrics are attended in person, and screening repeats at renewal |
| A private counterparty | A landlord and a bank sit inside your process, outside your channels | Neither is obliged to accept a format, meet a date or explain a refusal |
| A substantive review | The licensing authority holds the file until the sector authority clears it | A review of capital, systems and named officers has no published processing time |
| A notarial act | A notary performs an act of its own rather than witnessing yours | Notarial and attestation work runs through the Ministry of Justice's own systems |
Whether a signature on a screen survives depends on who receives the document
The UAE runs electronic signatures under Federal Decree-Law No. 46 of 2021 on Electronic Transactions and Trust Services, which gives a digital signature legal authority to be accepted as though it were handwritten, and under which the telecommunications and digital government regulator licenses the trust service providers behind the stronger, certificate-backed forms. The legal framework, the tiers and the scope question are set out in forming a UAE company from outside the country.
What that page establishes is that validity is not the problem. What decides your week is narrower: there are only four kinds of party who receive a signed document, and each behaves differently for a reason.
Two cases are worth taking on their own, because they are the two the angle actually turns on.
The lease. A tenancy has to satisfy two parties, not one. The landlord has to accept the signing method, and the recording channel has to accept the contract. Whether an electronically signed tenancy can be recorded is a question to put in writing to the channel that will record it, before the lease is drafted — not to the software vendor, and not to a consultant who answers it instantly. This matters more than it sounds, because a mainland licence is issued against the tenancy record and fails with it.
The bank form. Here the common advice is precisely backwards. The Central Bank's customer due diligence guidance requires policies for non-face-to-face relationships at least as stringent as face-to-face ones, and it treats personal contact achieved by video teleconference as not a non-face-to-face relationship. The regulator has already accepted a live video meeting as personal contact. What blocks a remote account is therefore the bank's own onboarding policy, which is commercial and changes without notice. Ask your intended bank before you buy a flight, and treat any guarantee as a reason to walk away.
the two cases this section turns on
- Federal Decree-Law No. 46 of 2021 gives a signature the authority of a handwritten oneSo validity is not what decides your week
- Work out which of the four kinds of receiving party holds your documentEach behaves differently, and for a reason
- Has the party that will receive it told you in writing what signing method it accepts
- It has answered in writingDraft the lease or the mandate to the method it named, then sign once
- Nobody asked, or a vendor answered insteadA mainland licence is issued against the tenancy record and fails with it
- The landlord, the recording channel and the bank each answer for themselvesAsk before the document is drafted
The software the market actually sells you is not the process
The legacy version of this subject was a list of private tools: a board for tracking milestones, an electronic signature product, a customer database, a compliance reminder application. They are all useful and none of them is government process, so three rules keep them in their place.
A reminder in your own tool is not a filing. An alert is a note to yourself. The obligation is discharged in the authority's channel or it is not discharged.
A document store is not a record of what an authority holds. Your copy of a licence proves nothing at a sign-in screen, and it does not tell you whether an amendment somebody filed last quarter is on the file. The authority's own record is the record.
No authority takes your tool's audit trail as evidence. A signature product's certificate of completion is a fact about your software. Whether the receiving party accepts the signature is a separate question, answered by that party.
Where private tooling earns its place is in the two things government channels do badly: holding the sequence, and holding the dates. The order of a formation is fixed by dependency — each step produces the document the next one asks for — and no portal shows you that order. A shared checklist that does is worth more than an expensive platform. Those same two jobs are most of what a fee buys when a founder pays somebody to run the file instead — attendance and a calendar, not permission.
What your tool gives youWhat it does not carry
- A deadlineAn alert in front of you before the dateThe obligation is discharged in the authority's channel or not at all
- Your copy of the licenceA store you can open in a secondIt proves nothing at a sign-in screen, and cannot say what is on the file now
- A completed signatureYour product's own certificate of completionWhether the receiving party accepts it, which only that party answers
- The order of the fileThe sequence fixed by dependency, which no portal shows youHolding the order files nothing; each step still happens in the channel
One caution that belongs here rather than anywhere else. Whoever holds the email address and mobile number of record for these accounts controls them, whatever the licence says, and automating your formation through a consultant's logins is how a company ends up unable to renew itself. The portal logins are the company sets out who should hold each credential and what a firm should be given instead.
The renewal calendar exists, and no portal holds all of it
This is where automation genuinely pays, and it pays because of a structural gap rather than a software feature: a UAE company carries several renewal dates, set by different bodies on different issue dates, and no single authority holds the set. The dependency between them — the trade licence sitting upstream of the work permit, the customs code and the immigration file, and itself sitting downstream of a tenancy the landlord controls — is the subject of the renewal date everything else hangs on.
What belongs here is narrower: which channel holds each date, and whether that channel will tell you.
Three moves make this one tracked set. Put every date in one place with the channel that owns it written beside it, because the channel is what you will need at 9am on the day. Point every account's email address of record at a company mailbox more than one person can open. And diary the tenancy first, ahead of the licence, since it is the only date on the list controlled by somebody with no stake in your compliance.

Where the online route is the wrong answer

Your activity needs a second authority. Then the portal is not your bottleneck and choosing a platform is displacement activity. Get that authority's condition list and price it before anything else.
You are trying to avoid a trip. Most of a formation is remote. The residence permit is not. If you need the permit, you need the medical and the biometrics, and the honest plan is one visit booked against an entry permit that already exists rather than three hopeful ones.
Your file depends on documents issued abroad. No UAE portal reaches a consular chain running in another country, and a defective chain restarts rather than being corrected. Software does not touch this.
You want the bank decided before you choose a jurisdiction. Reasonable, and not a portal question. Ask the bank.
You are buying a compliance platform for a company with one licence and two employees. The calendar above fits on one page. Buy the page.
What to do this week, in order
Open each channel in the table above and confirm which email address and mobile number it holds. Write down every renewal date with its channel beside it, and put the tenancy at the top. Ask your activity's question — does a second authority own it — before you compare licence packages. If a lease or a bank mandate is in your file, ask the landlord and the bank what signing method they accept, in writing, before either document is drafted. Then choose software, if you still want any, for the two jobs government channels genuinely leave open: holding the order of the file, and holding the dates nobody owns.
Frequently asked questions
Can a Dubai company be set up entirely online?
A free zone licence often can, end to end, because one authority runs the whole file and prepares the lease itself. A mainland licence can reach issue online for activities that need no external approval, with the Instant Licence route deferring the tenancy and the notarised memorandum. A residence permit cannot, because it tests a person.
Is an electronic signature valid in the UAE?
Yes as a general matter, under Federal Decree-Law No. 46 of 2021, with the regulator licensing the providers behind the stronger forms. Validity and acceptance are different things: a document can be good in law and refused at a counter, because the party receiving it runs its own process and carries its own risk.
Will Ejari accept an electronically signed tenancy?
Put that question in writing to the channel that will record it, before the lease is drafted. It is the one signing question where a wrong assumption costs you the licence, because the licence is issued against the record.
Does the Dubai Unified Licence mean my bank account is faster?
It means the bank spends less time re-checking data the government already holds, and the Department reports account opening times through connected banks falling from months to days. It does not mean the answer is yes, and it reaches only companies licensed in Dubai.
Do I need a compliance platform?
Not for one company. You need a list of dates, the channel that owns each one, and an email address of record you control. A platform is worth buying at the point where you have several entities and several renewal cycles running against each other.
Which portal do I get my reminders from?
All of them, to whichever address each one holds. That is the actual problem: the reminders exist, and they frequently go to a mailbox at a consultancy rather than to you. Check the address of record on each account before you buy anything designed to solve the symptom.
