Answered plainly
Dubai levies no annual tax on property, and charges you at almost every point the property moves
The one sentence every article about Dubai real estate is built on — no property tax — is true and answers a narrower question than it appears to. There is no recurring levy on the assessed value of what you own.
There is no recurring tax in Dubai on the assessed value of property you own. That is the whole of the claim, it is true, and it is the reason the sentence has survived twenty years of being used to mean something much larger than itself.
What it does not mean is that holding property here is free of charges. Money leaves at the point of purchase, every month of occupation, every year of ownership and again on sale, and almost none of it is called a tax. A yield model built on the absent tax and nothing else will be wrong by a margin that matters, and it will be wrong in the same direction every time.
Below is the account with the other lines put back in. The rest of the subject — what a title actually conveys, how brokerage is licensed, what a yield looks like once these charges are inside it — sits in our real estate and property investment section.
- The title moves between two parties
- A trustee office handles the transfer
At the point of sale
- A tenant occupies on a contract
- An owner occupies their own property
Monthly, on the electricity and water account
- The unit sits in a managed community
Every year, into the Mollak escrow account
- The building is commercial rather than residential
On the supply itself, as VAT
- You simply hold it, year after year
Never — there is no recurring tax on assessed value

What is charged when the property changes hands
The Dubai Land Department publishes its own fee schedule for a sale, and it is short enough to read in full.
Three things follow that are usually left out of the conversation.
The transfer fee is published as two shares of 2 per cent, one on each side. In practice the allocation between the parties is a matter for the contract, and a buyer told the fee is "4 per cent, and you pay it" is being told about a negotiating outcome rather than about a rule.
The service partner fee is a trustee office charge, not a government fee, and it carries VAT. That is the first place VAT appears in a residential transaction whose underlying supply may itself be exempt — the tax reaches you through the services around the deal even where it does not reach the property.
And none of these is the agency commission, which is a private contract and appears nowhere on the authority's schedule.
The schedule also says nothing about what the transfer moves. A foreign buyer in Dubai acquires one of three different things — freehold, a usufruct, or a lease of up to ninety-nine years — and the marketing material rarely names which is on offer; what a foreign buyer actually owns in Dubai sets out how to tell them apart before any of these fees are paid.
What is charged every month you occupy it
This is the line that surprises people who arrived on the strength of the absent tax, because it is a recurring charge calculated on a property, collected by a utility, and it is not called a tax.
The Dubai housing fee is 5 per cent of the rent stated in the tenancy contract, spread across the year and billed in monthly instalments on the electricity and water account. Dubai Municipality operates the service through which it is queried and amended. A tenant pays it on the contracted rent; where an owner occupies their own property the fee is assessed against a rental value rather than against a contract.
Two practical consequences. A rent quoted to you is not the amount that leaves your account, and the difference is systematic rather than incidental. And because the fee tracks the Ejari-recorded contract, a tenancy renewed at a higher figure raises the fee automatically, without anyone telling you.
Service charges are the largest recurring number and they are not a government charge

For an apartment or a villa in a managed community, the service charge is usually the biggest annual cost of ownership after finance, and it is the one least often modelled.
It is set per square foot, it funds the running of the shared parts, and it is payable by the owner rather than by the tenant. It is also unusually well governed for a private charge: the Real Estate Regulatory Authority at the Land Department runs Mollak, an escrow-based system through which service charges for jointly owned property are held, audited and monitored, with the owners or their approved management company responsible for the accounts rather than the developer. Charges are approved through the Land Department, and DLD publishes a Service Charge Index.
The practical instruction is short. Before you buy, look the building up on the Index and read the actual charge rather than the one the seller quotes, then multiply it by the area on the title deed. It is public, it is free, and it is the number most likely to move a yield calculation by more than a percentage point. Our article on the diligence Dubai has already done for you covers the other lookups in the same family.
VAT is the part that turns entirely on what kind of building it is
The Federal Tax Authority's treatment of real estate is not one rule, and applying the wrong branch of it is the most expensive arithmetic error in this subject.
Exempt and zero-rated look identical from a buyer's chair and are not the same thing at all. A zero-rated supply is taxable at nil, which is what lets a developer recover the VAT it paid on construction. An exempt supply is outside the charge, which means the VAT incurred on it generally cannot be recovered by anyone and ends up in the price. If you are buying to let residentially, that distinction decides whether the tax on your costs is recoverable.
| What you are asking about | Zero-rated | Exempt |
|---|---|---|
| VAT on the supply itself | Taxable at nil | Outside the charge altogether |
| VAT already paid on the costs behind it | Recoverable | Generally cannot be recovered by anyone |
| Who ends up carrying it | The developer reclaims what it paid on construction | Nobody reclaims it, so it sits in the price |
| If you are buying to let residentially | The tax on your costs is recoverable | The tax on your costs is not |
For a commercial unit the position is simpler and more expensive: the standard rate applies to sales and to leases, and it is a real cash-flow item rather than a rounding difference.
The charges that arrive because you are a business rather than a resident
Buying through a company changes the account again, and not always in the direction people expect.
Rental income and gains on immovable property are treated distinctly under the corporate tax rules — income derived from the ownership or exploitation of immovable property is outside the qualifying income of a Qualifying Free Zone Person under Cabinet Decision No. 100 of 2023, so a free zone company holding property does not shelter that income behind the 0 per cent status. Whether a licence is needed at all depends on what the activity actually is, and that question is answered in the UAE never asks whether you are an investor and, for the specific case of nightly letting, in letting by the night is a licensed activity.

If you are buying to run a brokerage rather than to hold, that is a separate subject with four permissions attached, set out in a Dubai brokerage runs on four permissions.

The developer roll-call at the top of an article like this tells you nothing
The format this article replaces opens with the market's largest names and a paragraph each about their landmark projects. It reads as authority and functions as advertising, because a list of the biggest developers is not a finding — it is the same list every reader already knows, and it says nothing about whether any particular project is a sound purchase.
What is actually checkable, free, and specific to the property in front of you: whether the developer is licensed, whether the project's escrow account is with a trustee bank, what percentage of the project is built, what the service charge is per square foot, and whether the broker holding the keys has a current card. All of that is published. None of it is in the roll-call.
Where buying is the wrong purchase
If the property is a route to residence rather than an investment, price the residence separately. A property-linked visa is one route among several, it has its own conditions, and buying an asset to obtain it means holding the asset for as long as you want the status. A trade licence is not a golden visa covers how the routes actually differ.
If your model shows a yield and does not contain a service charge line taken from the Index, the model is not finished. It is the single largest recurring cost and it is knowable in advance.
If you are buying commercial space to occupy, and you are not enrolled for VAT, the 5 per cent is a cost rather than a recoverable input. That changes the comparison against leasing, and it changes it by more than most negotiations move a price.
Before you model a yield
Take the exact unit, not the building. Pull the service charge for it from the Index and multiply by the area on the title deed. Add the transfer and trustee fees at the share you will actually bear, and treat the agency commission as separate. Add the housing fee if the property will be occupied by a tenant on a contract, since the tenant's total cost affects the rent you can achieve. Decide whether the supply is commercial or residential, because that decides whether VAT is in the number. And only then compare the result with the yield somebody quoted you, which will almost certainly have been calculated on rent divided by price.

Frequently asked questions
So there really is no property tax in Dubai?
There is no annual tax on the assessed value of what you own, and no capital gains tax on individuals. What exists instead is a transfer fee published as two shares of 2 per cent, a trustee office fee that carries VAT, title and map fees, a municipality housing fee of 5 per cent of the rent, a service charge set per square foot, and VAT wherever the supply itself is taxable. The absent tax is genuine. It is not the whole account.
Who pays the 4 per cent transfer fee, the buyer or the seller?
The Land Department publishes it as two shares of 2 per cent, one on each side. How it is actually borne is a matter for the sale contract, so a buyer told the fee is four per cent and theirs to pay is being told about a negotiating outcome rather than about a rule. The market convention of a given cycle is not a rule either. Model it at the share you will genuinely bear, and treat the agency commission as a separate private cost.
Is the Dubai housing fee avoidable?
No. It is a municipality charge of 5 per cent of the rent stated in the tenancy contract, spread across the year and billed in monthly instalments on the electricity and water account, and an owner who occupies their own property is assessed against a rental value instead. Queries and amendments go through Dubai Municipality's own service rather than through the utility. Because the fee tracks the Ejari-recorded contract, a tenancy renewed at a higher figure raises it automatically and silently.
Do service charges ever fall?
The Service Charge Index is where you find out, not the seller's brochure. Charges are approved through the Land Department and published on that Index rather than set unilaterally, and charges on jointly owned property are held, audited and monitored through Mollak, the escrow-based system the Real Estate Regulatory Authority runs, with the owners or their approved management company answerable for the accounts rather than the developer. Visible and contestable through a defined process is not the same thing as cheap.
Does VAT apply when I sell my Dubai apartment?
A sale of residential property that is not its first supply within three years of completion is an exempt supply, so no VAT is charged on the property itself. The services around the sale are a different matter: the trustee office fee carries VAT, and so do the agent and the conveyancer. For commercial property the position is simpler and more expensive, because the standard 5 per cent applies to sales and to leases alike.
