Answered plainly
Dubai has already done most of your property diligence, and it stops exactly where the risk begins
Ask what makes Dubai property safe to buy into and the answer you will get, in print and across a table, is a list of famous developers. The names are real and the towers are real.
The old answer to this question was three company names
Ask what makes Dubai property safe to buy into and the answer you will get, in print and across a table, is a list of famous developers. The names are real and the towers are real. As diligence, the answer is worthless, because it does not describe the transaction in front of you. It describes the skyline behind it.
A name tells you nothing about whether the entity signing your contract is the entity that built the tower, whether the project you are buying into exists on the emirate's own system, whether the person emailing you the floor plan may lawfully sell it, or whether the building you are moving a business into is administered by a company that is allowed to administer it. Those are four different questions with four different answers, and Dubai answers all four in public, at no charge, in about the time it takes to read this paragraph.
That is genuinely unusual, and it is worth understanding why before using it. Almost every other question a founder brings to this market is either expensive or unanswerable — Dubai publishes your competitors and nobody publishes your customers sets out how thin the ground is elsewhere. Property is the exception. The reason is not generosity. It is that the emirate's regulatory model for this sector runs on lists, and a list only disciplines behaviour if the people being protected can read it.

What the Land Department will tell you, free, before you pay anyone
Each of the following is a separate service on the Dubai Land Department's own site, most of them also on the Dubai REST app. The Department states the response time as immediate and the eligibility as all — meaning it does not ask whether you live here.
Whether the developer is approved. The Department publishes the real estate developers list it has approved. This is the same list that Law No. 8 of 2007 makes a precondition of selling off-plan at all, so an absence here is not a paperwork gap; it is a party doing something the law does not permit.
Whether the escrow trustee is approved. A separate published list of the escrow account trustees the Department has approved. The developer's escrow account is the buyer's principal protection on an unbuilt unit, and that protection depends on the bank holding it being one the Department recognises.
What state the project is actually in. The Project Status Enquiry is the most under-used service in the sector. Search by project name or number and the Department returns the project's own fact sheet — the developer named against it, the management company, escrow account information, unit counts, dates, location and inspection photographs, alongside the completion status. A buyer being told a tower is "nearly finished" can check that sentence against the authority that inspects it, on a phone, in the meeting.
Whether the person selling it may sell it. The licensed brokers list is searchable by broker, office, mobile number, area and ORN on as little as two characters. There is a companion lookup for brokerage companies. A separate service verifies licences and permits issued by the Department through Trakheesi, which is how the permit number printed on an advertisement gets checked rather than admired. What those permissions consist of, and why there are four of them rather than one, is A Dubai brokerage runs on four permissions, and the trade licence is only the first.
Whether the valuation you were handed came from an accredited firm. RERA accredits valuation companies and the Department publishes them.
Who is allowed to run the building. Companies approved for owners' association management supervision are published through the Mollak system. If you are leasing office or retail space, this is the entity that will set the service charge budget you end up funding.
Whether the deed is a deed. Title deed validation takes the deed number, its year and the property type, and returns a result carrying a digital validation statement. A convincing PDF is not a title, and this is an immediate answer to a question people are embarrassed to ask out loud.
And the raw material behind all of it. The Department publishes real estate open data in nine categories — transactions, rents, projects, valuations, land, building, unit, broker and developer — downloadable as CSV, with earlier years directed to Dubai Pulse. Anybody arguing about a price in this emirate is arguing about a number that has already been published.

Where the order of the checks does the work
For a completed unit the sequence barely matters; you can run any of these first. For an unbuilt one it matters a great deal, because one result makes every subsequent check irrelevant.
the order of the checks before money moves
- Read the project's status as the Department reports itWhere the concrete is, the escrow account, the management company named against it
- Look the developer up on the approved listWhether selling this unit off-plan is permitted at all
- Is the developer on the list Law No. 8 of 2007 makes a precondition of selling off-plan
- The developer is on itCarry on to the brokers lookup, then the permit number on the advertisement
- The developer is absentNot a paperwork gap to explain away: a party doing what the law does not permit
- Everything downstream turns on one line of a public listFor a completed unit the order barely matters; for an unbuilt one it decides the rest
The value is in the second box. Almost nobody performs it first, and it is the only one of these checks that can end the conversation rather than colour it.
What a clean result does not prove, which is most of what you are worried about

Here is where honesty is worth more than the list. Every service above answers a question about status. Not one of them answers a question about outcome.
An approved developer is a developer the Department permits to sell. It is not a forecast. The published list does not rank delivery records, does not carry a history of overruns, and does not become less true as a project slips. Escrow protects the money in the account for the project; it does not compress a build, and it is not a completion bond. The Department's completion status tells you where the concrete is, not when the keys arrive — and the handover date lives in the developer's own sale and purchase agreement, drafted by the other side, which is examined on the real estate and property investment page along with what happens when a project is cancelled and reaches the Special Tribunal established by Decree No. 33 of 2020.
A licensed broker is a person permitted to broker. The card says nothing about whether their advice is good, whether the comparable they showed you was cherry-picked, or whose interest they are actually serving in a deal where the seller pays them.
An accredited valuer produces a defensible opinion, not a price you will achieve.
An approved management company is permitted to administer a building. It is not a promise that the service charge will not rise after the first reserve fund study, which is the single most common unpleasant surprise for both owners and commercial tenants.
And a valid title deed proves a valid title to precisely the interest recorded — which, for a foreign buyer, is one of three quite different things. Freehold, usufruct and a long lease all produce a deed, and the deed is not where most people learn the difference. That is A foreign buyer in Dubai owns one of three different things.
The pattern is consistent enough to state as a rule. Dubai's public lists answer the question "is this permitted?" completely, and the question "is this wise?" not at all. The emirate has taken the entire class of risk that regulation can eliminate and eliminated it. What remains is commercial judgment, and there is no lookup for that.

Where running the checks is the wrong work
When you are checking instead of deciding. Verification is satisfying, cheap and infinite, and it is a well-known way to avoid the harder question of whether you want the asset at all. If the brief is not settled, no amount of confirming that everyone involved is licensed will settle it. The brief is the half a consultancy cannot do for you is the prior step.
When you are paying somebody to do it. A conveyancer earns their fee on the contract, the funds flow and the transfer appointment. If a quoted diligence fee is largely for running free public lookups, ask what part of it is not. The honest version of this service is somebody reading the results and telling you what they mean, and that is a different and shorter conversation from the one usually being sold.
When the deal is a lease rather than a purchase. A business taking premises is going to check the landlord, the management company and the permitted use of the unit, and none of that is the buyer's checklist above. The address on a trade licence is a separate machinery entirely, set out in The address on your licence is filed by somebody else.
When you are entering the sector rather than buying in it. A founder who wants to operate in Dubai property is not helped by any of this. The question there is which of the emirate's real estate activities you are actually applying for, and the conditions attaching to it, which is There is no 'real estate licence' in Dubai.
When a clean result is being used as reassurance about a decision you already know is wrong. Everyone in a bad property transaction was licensed. That has never been the part that went wrong.

The version of this that takes five minutes
Before money moves, get four answers and write them down: the project's status as the Department reports it, the developer's presence on the approved list, the seller's presence on the brokers lookup, and the permit number on whatever advertisement brought you here. If the unit already exists, replace the first with the deed validation and the property enquiry.
- Whether selling this unit off-plan is permitted at all
The approved developers list
- Whether the bank holding the deposit is one the Department recognises
The approved escrow trustees list
- Whether the tower is as nearly finished as you were told
The Project Status Enquiry
- Whether the person emailing the floor plan may sell it
The brokers lookup, then Trakheesi for the permit number
- Whether a convincing PDF is actually a title
Title deed validation
- Whether the price being argued over has already been published
The nine open data categories, as CSV
Then ask the only question none of them answer, and ask it of a person rather than a database: if this is late, or costs more, or is worth less than I was told, what do I actually hold and who is on the other side of it? Everything on the Land Department's system is a fact about permission. The answer to that question is a fact about you.
Frequently asked questions
How do I check whether a Dubai developer is approved?
The Dubai Land Department publishes the list of real estate developers it has approved, free, on its own site and through the Dubai REST app, with the response time stated as immediate. That same list is what Law No. 8 of 2007 makes a precondition of selling off-plan at all. So an absence from it is not a paperwork gap to be explained away — it is a party doing something the law does not permit.
A developer says the tower is nearly finished. Can I check that?
Yes, against the authority that inspects it. The Project Status Enquiry takes a project name or number and returns the project's own fact sheet: the developer named against it, the management company, escrow account information, unit counts, dates, location and inspection photographs, alongside the completion status. You can run it on a phone during the meeting. What it tells you is where the concrete is, not when the keys arrive — the handover date lives in the developer's own sale and purchase agreement.
Do I need to be resident in Dubai to use these lookups?
No. The Land Department states the eligibility for these services as all and the response time as immediate, which is to say it does not ask whether you live here. Most of them are reachable through the Dubai REST app as well as the Department's own site, and the raw data behind them downloads as CSV in nine categories — transactions, rents, projects, valuations, land, building, unit, broker and developer.
Every check came back clean. What have I actually established?
That everything in the transaction is permitted, which is not the same as wise. Each of these services answers a question about status rather than outcome. An approved developer is one the Department permits to sell, not a forecast of delivery. Escrow protects the money in the project's account; it does not compress a build. A licensed broker is permitted to broker, which says nothing about whose interest they serve in a deal where the seller pays them.
Should I pay an adviser to run the diligence for me?
Pay for the reading rather than the looking. A conveyancer earns a fee on the contract, the funds flow and the transfer appointment. Where a quoted diligence fee is largely for running free public lookups, ask what part of it is not. The honest version of that service is somebody reading the results and telling you what they mean, and it is a shorter conversation than the one usually being sold.
