What it actually costs

At Dubai Silicon Oasis the licence fee is a component, and the floor area you lease is the price

The advertised annual licence at DSO and the amount that leaves your account in year one are different numbers for a structural reason.

You are almost certainly holding two numbers. One is the annual licence figure that brought you to this page. The other is the total on a quotation, and it is a multiple of the first. Both can be accurate, and the distance between them is not a markup — it is the shape of how this particular zone sells.

Dubai Silicon Oasis prices a licence and a building as separate purchases, because on the standard route into the zone the building is not optional and its size is yours to decide. The licence is a fee somebody can publish. The premises are a lease whose area only you can set, and that decision fixes both your rent and the number of people you may sponsor. That is why nobody can put one honest figure at the top of a page, and why the useful skill here is reading a quotation rather than hunting for a price.

This page is about the cost mechanism. What the zone is, who regulates it, which businesses it suits and where it loses to its neighbours are on the Dubai Silicon Oasis profile, which also carries an indicative planning table read at a stated date. What follows does not repeat it.

Why the gap is wider here than in a package zone

Four mechanisms open it, and they compound rather than add.

The premises are unbundled because they are variable. A package zone can fold a desk into a headline because the desk is the same for everybody. A zone built on leased floor space cannot, because 14 square metres and 140 square metres are not one product. The headline therefore describes the only component that does not move.

Floor area is bought twice over. Leased area is rent, and leased area is also the ceiling on residence visas. A founder who sizes the office to what the team needs this month discovers at the fourth hire that the binding constraint was never desks — it was allocation. Re-sizing means a new lease, mid-term, at whatever the building is asking that quarter.

Per-person items multiply without looking like they do. A residence visa is not a charge. It is an entry permit or a status change, a medical screening, an identity card and the stamping, and every one of those is charged per human being. Two founders and two hires runs that sequence four times.

One-off and recurring items are printed in the same column. Deposits, formation charges and attestation sit beside rent and licence on the same page, in the same typeface, under the same currency symbol. Nothing in the layout tells you that two of those four never happen again and one of them comes back to you.

The components you cannot decline

"Mandatory" gets used loosely in this market, and three different things hide behind it: imposed by the zone's own rules, imposed by federal law whatever the zone, and imposed by nothing at all but unavoidable in practice. They behave differently when you try to remove them.

what a standard-route quotation cannot drop

The zone's own rules

  • A leased office, priced by the square metreNot optional on the standard route
  • The visa ceiling your leased area carriesFixed the day you set the area
  • The annual licenceRenews every year

Federal law, whatever the zone

  • An annual auditOnly once you claim free zone tax status
  • 9% on non-qualifying income, from the first dirhamEvery period you hold the status

Nothing imposes it, and you cannot avoid it

  • Entry permit, medical, identity card, stampingOnce for every person
  • Your adviser's chargesAt formation, beside the authority's own

Two rows are where quotations quietly part company with reality. The audit is conditional on a decision you have not taken at the point of quotation, so it is almost never shown — and on a small consultancy it recurs at the same order of magnitude as the licence. The deposits are shown, inside the total, as though they were costs. They are working capital. A quotation that does not separate them overstates your first-year spend and understates what the bank balance has to carry.

How each component behaves after the first twelve months

This is the table most founders wish they had seen before signing, because the cheapest year one and the cheapest five years are often different purchases.

ComponentIn year oneEvery year after
The annual licenceThe headline figure that brought you hereCharged again — the component that does not move
The leased officeThe largest line, and the only one you setRe-set at market by a landlord with no interest in your original budget

Entry permit, medical, identity card, stampingCharged once for every personRenewals arrive on their own cycle
An annual auditOnly if you claim free zone tax statusOn a small consultancy, the same order of magnitude as the licence

Read the annual column alone. That is the number that decides whether the business works, and it is not the number you were quoted. Renewal is rarely the first-year figure: formation falls away, deposits do not recur, and rent is re-set by a landlord with no interest in your original budget. Our page on how the cheapest UAE licence is priced for year one covers the exclusions common to any package in this market. The DSO-specific point is narrower and sharper — here the largest recurring line is a commercial lease, so year two is exposed to a property market rather than to a published fee schedule.

Reading a zone quotation line by line

Man points a pen at a glass model of a fitted office while a colleague watches

A quotation is a document that answers questions you did not ask. The way to read one is to convert each line back into the question it stands in for, then refuse the line until the question is answered in writing.

If a quotation does not name which route it prices, it is not a quotation. The same postcode carries a free zone route under DIEZA, a start-up campus route, and an administrative area where the licence comes from Dubai's economic department instead — and a company on that last route is not a free zone company at all, whatever the address suggests. The DSO profile sets out what each door actually gives you.

The three answers that move the total more than any negotiation

Discounts in this market are small and structural decisions are large. Settle these before comparing anything.

  1. How many square metres. Not how many desks. Area is rent and area is visa headroom, and it is the one line on the quotation genuinely yours to set.
  2. How many people, and where each of them is standing right now. Applicants already in the country and applicants arriving from abroad do not cost the same, and the family behind each employee is a further sponsorship question.
  3. Whether you intend to claim free zone tax status. That single answer switches an annual audit on or off. Qualifying income is defined by Ministerial Decision No. 229 of 2025, services sold to mainland UAE or to overseas customers commonly sit outside it, and a company holding the status pays 9% on non-qualifying income from the first dirham with no nil band beneath it. For a genuinely small business, Small Business Relief under Ministerial Decision No. 73 of 2023 may be worth more — and the two cannot be held at once.

What a cross-zone cost comparison is actually comparing

Two cost models operate in Dubai and they move in opposite directions as a company grows. Neither is cheaper in general. Each is cheaper at a different headcount.

Setting one headline against the other across those columns compares nothing. An honest comparison prices the same team, in the same usable space, with the same number of visas, on both models — and once you do that the answer tends to flip somewhere between the third and the eighth person. Run it over three years rather than one and the flip moves again, which is the argument in the cheapest company setup in the UAE: the triggers that turn a cheap licence into a relocation are the ones a first-year comparison cannot see.

Where this is the wrong page to be reading

Cost is the last question in this decision rather than the first, and there are situations where working it carefully still produces the wrong answer.

You move physical goods and assumed free zone treatment for VAT. Dubai Silicon Oasis does not appear on the Federal Tax Authority's Designated Zones schedule. Goods held here receive none of the treatment traders expect from a free zone address. No amount of cost optimisation repairs that, and for an import-and-re-export business it settles the jurisdiction before any figure is discussed.

Your target is the lowest compliant licence in Dubai. Then this is the wrong shortlist. A zone whose standard route requires a real lease loses that contest to a package operator every time, including to package operators with buildings on this same estate. Read a free zone is a cluster before it is a price and choose on the axis you are actually buying.

Your customers are UAE mainland businesses. Then the zone licence is not the whole bill. Executive Council Resolution No. (11) of 2025 gives a Dubai free zone establishment defined ways to operate inside the emirate — a branch on the mainland, a branch operating out of the zone, or a short-duration activity permit — each with its own approvals, its own annual cost and a separate set of financial records. Price that before concluding a zone is cheaper, because frequently it is not.

Your activity is regulated financial services or virtual assets. The cost of the wrong perimeter is the whole project. Those belong to the financial centres and to the virtual asset regulator, and no operating licence on this estate substitutes for either.

You cannot yet say how many people you will sponsor in year two. In an area-priced zone, uncertainty has a price, and the price is a lease you outgrow. A package zone is the cheaper way to be uncertain; moving later is a real cost, and it is the one to weigh against the premium.

What to establish in writing before a deposit moves

  1. Which route into the estate you are being quoted, named explicitly.
  2. The leased area in square metres, the term, the escalation clause, and the visa allocation that area carries — confirmed by the authority, not by an agent.
  3. Every per-person item itemised per person, with each applicant's location stated.
  4. Deposits shown outside the expenditure total, with the return condition written down.
  5. The authority's charges separated from your adviser's, as two subtotals.
  6. A renewal column beside the first-year column, on the same page.
  7. Whether the quotation assumes free zone tax status, and what the audit costs if it does.

Send us the quotation rather than the question. Most of the work at this stage is converting somebody else's total into those seven lines, and the conversion usually answers the zone question on its own.

Frequently asked questions

Why will nobody publish one all-in figure for a DSO company?

Because the largest component is a lease you have not chosen. A firm that publishes a single figure has silently decided your floor area, your headcount and your tax position on your behalf, and at least one of those three guesses is going to be wrong.

Is the advertised licence fee misleading?

Not in itself. It prices one component accurately, and the premises requirement is disclosed by the zone. It becomes misleading the moment it is set beside a package zone's headline, because that headline contains a workspace and this one does not.

Can I hold a DSO licence without leasing an office?

On the standard route, no. The zone's technology start-up campus is the recognised exception, with desk-based workspace and a small visa quota attached to it. A quotation offering a cheap desk on the standard route is describing something that does not exist there — ask which route it prices.

Will the renewal cost what the first year cost?

Almost never, in either direction. Formation charges and deposits drop out, which reduces it; the lease is re-set at market and visa renewals arrive on their own cycle, which does not. Ask for the renewal column before you commit to year one.

Does a free zone licence reduce my corporate tax?

No zone can exempt anybody, because corporate tax is federal. What a qualifying free zone company can reach is 0% on qualifying income only, against annual conditions including substance, arm's length dealings and audited accounts, with a de minimis limit on non-qualifying revenue whose breach costs the status for five tax periods. Treat it as a test you sit every year, not a status you buy once.
