The free zone benefits list is written for five different buyers, and none of them collects more than a third of it
Every zone publishes the same benefits list, and the list never says which items apply to you.
Sixteen benefits, five buyers, and the question the list never asks
The benefits list you are holding is almost certainly the same one every other zone publishes: ownership, tax, setup speed, infrastructure, market access, sector clusters, innovation support, intellectual property, profit repatriation, talent, networking, regulatory support, flexibility, confidentiality, long leases, sustainability. Sixteen items, in roughly that order, and not one word about which of them applies to you.
There are two useful ways to sort it. The first asks who provides each benefit, and it strips the list by about two thirds, because five items are federal law that reaches any UAE licence and four are not claims at all. That sort is already done: which free zone benefits survived the reforms.
This page asks the other question. Who collects it? A benefit that exists, is genuinely the zone's, and is real for a commodities trader can be worth exactly nothing to the consultancy signing the same licence agreement on the same afternoon. Sorted that way, the list does not shrink evenly. It splits, and the buyer who arrives at the counter most often in this market turns out to collect the headline item least.
The reforms moved four headline claims, and the biggest one is now stated backwards
Before sorting by buyer, four items have to be corrected, because a list that has not been revised since 2019 is not merely dated — it inverts the answer on tax.
The legacy version of this page said free zone businesses "frequently receive exemptions or heavy discounts on corporate taxes, personal income taxes, import/export duties". Of those three, the middle one was never the zone's to give, the third describes goods only, and the first is now a conditional annual test that a large share of free zone companies fail on the facts of their own revenue.
Two of those rows move in your favour. Five do not. A provider still quoting the 2019 list is not lying to you on purpose; nobody in the zone marketing business had a commercial reason to publish the amendment.

Five buyers arrive at the same counter
They are told the same story and they want different things from it.
The goods trader or re-exporter. Buys abroad, holds stock, ships onward, and occasionally sells into the UAE market. Cares about duty, warehousing, and how fast a consignment moves.
The services exporter. A consultancy, agency, recruitment desk, design studio or software company with a laptop, two or three people and customers in Europe, Africa, South Asia or the Gulf. The most common buyer in this market by volume.
The holding or intellectual property company. Owns shares, receives dividends, sometimes licenses intellectual property to operating companies elsewhere in a group. Few staff, few transactions, large balances.
The regional office of a foreign group. A subsidiary or branch of an established company abroad, providing headquarter, treasury or coordination functions to related parties, and employing people who need visas.
The founder buying residence and a small business. Wants a licence, a visa and a modest operation serving people and companies in the UAE. Reads the same list as the other four.
Which buyer collects which benefit
Count your own column. Two of the five buyers collect four or more of the nine items. Two collect two or three. And one — the founder buying residence and a small UAE-facing business — collects the administrative convenience and the visa, and is paying free zone prices for a structure whose customers sit on the wrong side of the fence.

The item on every headline is collected by the fewest
This is the correction that matters most, so it is worth stating without hedging. No free zone exempts anyone from corporate tax. The tax is federal. What Article 18 of Federal Decree-Law No. 47 of 2022 creates is a status — Qualifying Free Zone Person — giving 0% on qualifying income and the standard rate on the rest, with no AED 375,000 nil band on the non-qualifying part. The status has conditions, including adequate substance in the zone, arm's length pricing with documentation and audited financial statements, and it is tested for each tax period rather than granted once.
Cabinet Decision No. 100 of 2023 then decides what qualifies by asking two questions: who the counterparty is, and what the activity is. Where the customer is another free zone person, the test is whether that party is the beneficial recipient. Where the customer is anyone else — a mainland company, a customer abroad, a natural person — the income qualifies only where the activity appears on the Qualifying Activity list rewritten by Ministerial Decision No. 229 of 2025. Manufacturing, trading in qualifying commodities, logistics, holding shares and securities for investment, headquarter and treasury services to related parties, and distribution in or from a Designated Zone are on it. A general consultancy, marketing agency or software house is not.
- Another free zone person, and that party is the beneficial recipient
- A mainland company, and the activity is on the Qualifying Activity list
- A customer abroad, and you manufacture, trade qualifying commodities or run logistics
- Any customer outside the zones, and you distribute in or from a Designated Zone
- Related parties in your own group, for headquarter or treasury services
0% as qualifying income
- A mainland company, a customer abroad or a natural person, and you consult or code
The standard rate, and no AED 375,000 nil band
Run that against the five buyers and the result is uncomfortable. The goods trader and the holding company are inside the regime by design. The regional office is inside it for related-party functions. The services exporter — the buyer who arrives most often, and the one most likely to have chosen the zone because of the tax line — is mostly outside it. And for a small company the conditions cost real money every year, which is why the choice between claiming the status and taking Small Business Relief instead is a genuine election rather than a formality. It is worked through on our UAE corporate tax page, and what the counterparty test does to a company selling abroad is in a free zone licence reaches no further abroad than a mainland one.
What arrived while the benefits list stayed the same

Every benefits list has one column and no other. Between 2018 and 2025 a compliance stack was built under the same licence, and none of it was added to the page.
The audit line deserves emphasis because it inverts the sales pitch: the buyer who claims the tax benefit is the buyer who must be audited, at any size. Who must be audited, by when, and what the auditor needs is set out in audit and accounting and in the audit obligation behind a corporate tax filing.
Three questions that price any benefit before you pay for it
- Which body provides it? If the answer is a federal ministry, it reaches every UAE licence and the zone is not giving it to you.
- Do I collect it, given who my customers actually are? Not who they might be in year three. Who invoices get sent to in year one.
- What do I have to do every year to keep it, and who checks? A benefit with an annual condition is a maintenance contract with a price, and the price belongs in the comparison with the mainland alternative.
Any provider can answer the first. The second and third are where a sales conversation either becomes useful or stops.

Where a free zone is the wrong purchase, buyer by buyer
The services exporter selling to overseas corporates. Your income is probably not qualifying, so the headline benefit is not yours, and the conditions to claim it cost more than they save at small revenue. What you are actually buying is the single counter and the visa. Price it as that, and compare it honestly with a mainland licence — our free zone company formation page sets out what the licence itself involves, tier by tier.
The founder who wants residence and local customers. The fence is between you and your market. Every route across it is a second permission with its own cost — set out in moving between free zone and mainland after you have chosen — and a licence bought for the visa alone deserves the warning in a trade licence is not a golden visa.
The goods trader whose market is the Gulf. The customs advantage inside the fence can be undone at the border next door, because a free zone address is weakest in the nearest market: Saudi Arabia does not recognise a free zone invoice.
The holding company chasing the cheapest licence. If the reason for the structure is a rulebook an investor recognises and a court a counterparty accepts, only two zones supply that, and a volume zone at a third of the price supplies none of it.
The regional office that has not read the facility terms. Your visa ceiling comes from the premises inside the package, not from your headcount plan. What a headline price leaves out is in what a low-cost UAE licence leaves out.
Anyone whose activity needs a sector regulator. The zone does not replace it. Health, education, media, food and financial services activities meet the same authority on either side of the fence, as the activities a second authority has to approve sets out.
Frequently asked questions
Are free zone companies tax free in the UAE?
No, and they have not been since the corporate tax law took effect. A free zone entity is within scope and may be relieved at 0% on qualifying income where it satisfies every Qualifying Free Zone Person condition for that period. It is a test on part of the income, reassessed annually, and it comes with an audit requirement at any revenue. For a company already inside a zone, no free zone can exempt you from a federal tax sets out what the status relieves and the ways it is lost.
Is a free zone better than mainland for a small services business?
Usually not for the reasons given. You collect the single administrative counter and the visa capacity, and little else on the list. A mainland licence reaches UAE customers directly and Small Business Relief may remove the tax entirely while you are eligible. Decide on those two facts rather than on the benefits page.
Do the benefits differ between zones?
The federal items do not differ at all. The zone-specific ones differ sharply: whether the zone is a Designated Zone for VAT, whether its sector cluster matches yours, what facility classes it offers, and whether it operates its own rulebook and court. Those four are the only questions on which zone-to-zone comparison is worth your time.
Should I trust my zone's own benefits page?
Read it knowing the zone is both your salesman and your regulator. It sets the fee schedule, the renewal terms and the rules you would complain to it about. That is not a reason to distrust the document; it is a reason to check every item against the body that actually provides it.
Did the reforms make free zones pointless?
No. They removed two arguments that had been doing most of the selling and left the genuinely zone-specific ones standing. If you collect duty suspension, sector adjacency, a single counter or a separate legal system, a zone remains a good decision — for reasons that are simply not the ones on the brochure.
