  1. Free zones Woman traces a stylus over a lit world map inlaid in the desk, lines converging on a skyline model

A free zone licence reaches no further abroad than a mainland one. What it changes is the UAE half of the map.

Reach abroad is the argument most often used to close a free zone sale, and it is the one claim on which a free zone licence and a mainland licence are almost identical.
  2. Trade & logistics Woman resting her chin on her hand over a stamped document, four clocks lined up beside it

A UAE company’s first year breaks on dates, not decisions — and none of the dates starts when you begin trading

The mistakes that surface between month two and month twelve are not the formation mistakes.
  3. Licensing & approvals Man in a kandura and woman in an abaya read a sheet stamped with a red cross

Your trade name is tested against the activity line, and it keeps constraining it afterwards

The trade name is the only step in a Dubai formation where an authority can simply decline you, and the refusal is almost never about taste.
  4. General Woman in an abaya holds up two sheets, one showing a bank facade and one a tower cluster

Converting a UAE company’s legal form became possible in 2025, and it does not cancel what the old form already did

The legal form sits on your quotation before anyone asks you about it, and it decides three things no licence amendment reaches: who answers a claim, who may hold the business, and who may bind it.
  5. Startups & expansion Woman points at a lit city map on a desk while a seated man studies the route

Find your route before you form your company — an entrepreneur qualifies on evidence somebody else issues

Long-term residence is decided on documents produced by third parties, so the useful first question is which of those documents you already hold or could obtain, not which licence to buy.
  6. Free zones Woman at a counter shows a document struck through with a red cross to a man holding a UAE passport

A free zone file is refused on the state of a document, not on the list of them

The document lists UAE free zones publish are short, and almost nobody fails them on content.
  7. Free zones Woman in hijab studies three stone caskets, two padlocked and one open showing a gilded chart emblem

Two of the three advantages free zones were invented to grant have been federalised away. The one still in their gift is the sector mandate.

A free zone is not a discount counter.
  8. General A woman in a hijab lifts a sheet from one of three trays of sorted documents on a marble desk

A formation quotation has three kinds of line on it, and you are only negotiating one of them

Every figure on a Dubai business setup quotation belongs to one of three categories.
  9. General Woman in a hijab reads tabbed papers beside a large brass hourglass, passports and keys alongside

A Dubai company can be formed inside thirty days. The ownership decisions taken in the same thirty days are the ones nobody can undo for you.

Thirty days is a fair target for a UAE licence and a poor target for the decisions behind it, because several of the answers the file needs are produced by a notary, a ministry and a landlord who do not work for you.
  10. Licensing & approvals A man at a desk looks out at the Burj Khalifa, an open stamped passport and house keys before him

Ownership stopped being the expat founder’s problem in 2021. The permit already in your passport took its place.

The 51% Emirati shareholder requirement was removed by Federal Decree-Law No.
  11. General Woman dropping a coin into the last of four glass jars holding a key, a bulb and models

A formation quote contains four kinds of money, and only one of them is the firm’s to set

Every line on a company formation quote belongs to one of four classes.
  12. General Woman at a marble desk setting the last of four chained glass blocks marked with licence icons

The four answers you give in your first week are one ordered chain, and changing any link voids the work below it

Two other articles on this site already cover what refuses a UAE formation and what each irreversible choice costs to unwind.
  13. Free zones Woman holding a tablet touches one of several lit pins on an illuminated coastal city model

Your sector does not have forty free zones to choose from. Count the real addresses first, because the count decides whether price is a lever at all.

Every free zone comparison starts with a fee table, which assumes the zones on it are alternatives. For most sectors they are not.
  14. General Woman places a booklet at the end of a lit row of icon panels

Each stage of a Dubai formation produces the evidence the next one demands, and nobody is watching your own entry clock

For a first-time founder who will be physically in the UAE while the company is formed, the useful map is not a list of steps but a map of what each step unblocks.
  15. General A woman with a tablet points at a passport, a stamp and document wallets laid out on the counter

A PRO is a job title, not a permission — and only a short list of your transactions needs somebody else’s card

PRO work is not one service. It is several dozen separate government transactions, each with an owning authority, a permitted submitter and a prerequisite transaction underneath it.
  16. General Woman in hijab reads a single page at a desk beside a colour-tabbed document stack and a globe

Every claim on a Dubai business-setup trends list is either an instrument you can name or a sentence somebody wrote

A trend forecast about Dubai company formation is unfalsifiable by construction: it names no instrument, so nothing can ever show it wrong, and nothing in it can be acted on. This page does the opposite job.
  17. General Woman with a pen behind four lit building models, three sealed certificates laid out in front

An activity list that spans two categories is not a licensing question. It is a decision about how many companies you are going to run.

Almost every guide explains the three UAE licence categories and stops there, which leaves the commonest real problem unanswered: your activity list has lines in two of them.
  18. Virtual assets Man reads a sheet beside a card rack topped with a bitcoin symbol and a boxed gold key

A Dubai crypto licence covers named activities, and everything it does not name needs a separate permission

A virtual asset permission in Dubai is granted activity by activity, and the activities not printed on it are not included.
  19. Virtual assets A woman in a hijab sorts loose sheets between two tall tabbed stacks resting on labelled black trays

Half the documents in a crypto licence file are produced by somebody who does not work for you

The published document lists for a UAE virtual asset licence are short and easy to find.
  20. General Man in a dark suit signs a document with a gold pen, passport and house keys on the desk

As a non-resident, every risk in this engagement reduces to one question: whose name is on it

Experience, reputation and range of services are the wrong first test for someone choosing a Dubai setup firm from another country.
  21. Licensing & approvals Woman at a stone counter with three folders of sealed certificates and gold keys, one barred by a red sign

Two of these three are trade licences and the third is not a company you can trade with

Mainland, free zone and offshore get quoted in one column as three prices for the same thing. Two of the three authorise trade.
  22. General Man sets out a row of icon cards for identity, travel and documents beside a colleague with a tablet

Nobody moves to Dubai. Somebody is sponsored into it, and everything else in the move is downstream of that one fact.

The question that decides whether you can move is different and nobody markets it: under whose sponsorship, and what does that sponsorship permit you to do? There is no general right to live in the UAE.
  23. Abu Dhabi A woman in a hijab reads a printed sheet beside four stacked binders marked with icons, staffed counters behind

An Abu Dhabi advertising licence is a list of things you are allowed to invoice for

An agency's licence does not describe its industry. It lists the activities it may charge a client for, and the first brief almost always asks for two or three things the licence does not carry.
  24. Free zones Woman with a tablet points at a domed palace model on a gold-veined table as a colleague watches

Choosing Abu Dhabi is choosing which institutions hold your files. ADGM, the mainland and KEZAD hand them to three different sets.

The page this one replaces described Dubai under an Abu Dhabi heading and claimed a tax exemption that had already been legislated away. Both corrections matter.
  25. Virtual assets Woman considers two trays of coins stamped with currency symbols beside a brass balance scale

A UAE company can hold, receive and spend crypto without a virtual asset licence. The line is crossed by handling somebody else’s — and that is easier to do by accident than the market admits.

Six positions an ordinary UAE business can take toward digital assets.
