Find your route before you form your company — an entrepreneur qualifies on evidence somebody else issues
Long-term residence is decided on documents produced by third parties, so the useful first question is which of those documents you already hold or could obtain, not which licence to buy.
Before you form anything, answer one question: which third party already holds, or could be persuaded to issue, the document your residence application will actually be decided on. Every long-term route in this country turns on a document somebody outside the transaction produces, and the company you are about to pay for is almost never that document.
That a trade licence does not produce a Golden Visa is settled on a trade licence is not a golden visa, which sets out why the two get bundled, which authority decides what, and what the two documents rest on. This page starts one step further in. Given that the decision is an evidence decision, what is the evidence, who issues it, can it exist before your company does — and what order should the whole thing happen in.

Three kinds of evidence, and only one of them can be created this month
Sort what a file needs by where it comes from and the sequencing problem answers itself.
Evidence you already hold. A medical or scientific credential, a doctorate, a patent, a body of recognised creative work, a title deed, an executive record. This is the strongest position anybody can be in, because nothing has to be built and the only work is making the documents admissible here.
Evidence a third party must be persuaded to issue. A letter from a business incubator or the competent authority in your emirate, a nomination from a scientific body, a certification from a health regulator, an approval from a culture authority. Nobody in a formation transaction controls any of it. Persuasion takes as long as it takes, and a refusal is not appealable by paying more.
Evidence a company has to generate over time. A trading record, capital actually placed and held, tax a business has paid. This is the category founders misjudge, because a company formed today has none of it by construction, and no licence tier changes that.
A route is realistic when your evidence is in the first group, workable when it is in the second, and a multi-year project when it is in the third. Deciding which group you are in costs nothing and settles most of the questions people pay to have answered.
The routes a founder can realistically reach, and who issues the decisive document
Read the fourth column downward. Five of the seven routes are decided on evidence that can exist before you own a UAE company, one is decided on capital you have actually placed, and exactly one requires the company to have been trading first. Almost nobody is sold the route that matches their column.
- Evidence that can exist before you own a UAE company5
- Capital you have actually placed1
- A company that has been trading first1

The routes that are not a Golden Visa and frequently fit a founder better

A long-term category is not the only answer to "I want to live here and run my business", and the alternatives are decided on much smaller evidence.
Conditions and thresholds for every one of these sit with ICP and move. Our residence visa page carries the figures published at the date it was reviewed; treat them as a starting point to confirm rather than as a rule, and confirm before anything is cancelled.
What "evidenced" actually means, and why it takes longer than people plan for
A document is not evidence until it is admissible, and admissibility is its own project.
One habit removes most of this pain. Collect the evidence for the route before the file is opened, in the name spelling that appears on the passport, and have every foreign document through its chain before anybody submits anything.
A business incubator or the competent authority in your emirate
- The letter an entrepreneur route turns on
A scientific body
- The nomination
A health regulator
- The certification
A culture authority
- The approval
ICP
- The conditions and thresholds for the routes that are not a long-term category
The immigration authority
- The residence decision, even with the decisive document in hand
The sequencing mistake, in the order it usually happens
Four specific traps sit inside that table and each one is avoidable.
Cancelling an existing residence before the new status is issued. A permit you hold today is worth more than an application you have filed. Nothing should be cancelled on the strength of an expectation.
Filing for the household before the principal's status is live. Dependants derive from the sponsor. An application made against a sponsor whose own status has not issued fails for a reason that has nothing to do with the dependant, and the household timetable is the longer project either way — see moving the household is the longer project.
A licence activity that contradicts the project. If your endorsement file describes a technical venture and your licence describes general trading, you have handed the assessor a discrepancy to resolve. Choose the activity line to match the business you are evidencing.
Treating the medical as a formality. Residence in every category requires medical fitness, and that step is outside everyone's influence. Where the outcome is genuinely uncertain, establish it before a job is resigned or a household is shipped.
the one sequencing question this page turns on
- Sort the evidence by where it comes fromThe sequencing problem answers itself
- Name the third party who issues the decisive documentNobody in a formation transaction controls it
- Match the licence activity line to the project you are evidencingA contradiction is a discrepancy the assessor must resolve
- Does the route's decisive evidence depend on the company having traded
- It can exist before the companyCollect it before the file is opened, and put every foreign document through its chain
- It is measured by what the business contributesThe company genuinely comes first, and years of operation come after it
- Whether the evidence can exist before the companySettle that before you pay for a licence
Where forming the company first is the correct order
The argument above has real limits, and a page that hid them would be doing the same thing in the opposite direction.
Where the business has to trade now. If customers are waiting, invoices need raising and staff need permits, the company is the point and residence is a consequence. Form it for the business, take the ordinary partner permit, and treat any long-term category as a later question.
Where the route is measured by what the business contributes. The category assessed against an establishment's tax contribution cannot be reached by a company that has never traded. Here the company genuinely comes first, and then years of operation come after it.
Where an entity is a precondition of the work itself. A regulated activity, a government supplier arrangement, a partner who will only contract with a local entity — the licence is load-bearing for reasons that have nothing to do with a visa.
Where you need the establishment to sponsor somebody else. A co-founder, a technical hire, a family member you cannot sponsor personally yet. The company is the sponsor, so the company has to exist.
What forming first deliversWhat it still does not deliver
- Customers are waiting and staff need permitsA company that can invoice and take the ordinary partner permitAny long-term category, which becomes a later question
- The route is measured by the establishment's contributionThe only order in which that route can be reachedAnything at all before years of operation have accrued
- A regulated activity or a government supplier arrangementA licence the work itself cannot proceed withoutAny bearing on a residence decision
- You need the establishment to sponsor somebody elseA sponsor for a co-founder, a technical hire or a family memberAnything you could already sponsor personally

Where none of this is the right answer
Where the goal is tax residency. No permit of any length creates it. Individual tax residency turns on day counts and on where your home and business actually are, and your home country applies its own tests — see UAE tax residency and what your home country still taxes.
Where you will not live here. A self-sponsored category tolerates absence in a way a company-sponsored permit does not, but neither is a document to be held from a distance as a matter of course. Confirm the absence conditions for your category with the authority before you plan a life around them.
Where the evidence does not exist and cannot be created. Sometimes the honest answer is that no long-term route is open this year. Then the choice is an ordinary permit now and a stronger file later, or nothing. Paying a fee does not convert a file that has no evidence in it.
Where the licence is being bought as the route. That is the case the trade licence page exists for, and it is the most expensive version of this mistake.
And the honest limit of everything above. An endorsement is not a visa. Even with the decisive document in hand, the residence decision belongs to the immigration authority, security clearance is opaque, and medical fitness is a gate nobody can influence. Nothing on this page predicts an outcome — it only tells you which door you are standing at, and what that door has been built to ask for. Any figure, duration or condition attached to any category here is set by ICP, GDRFA or the land department and changes without announcement, which is why none appears in this text.
Tell us what evidence you already hold — a credential, a title, a trading record, a third party willing to assess the venture — and we will tell you which route it fits, including the cases where the answer is that the company is not the thing standing between you and a visa.
Frequently asked questions
Which document should I try to obtain first?
The one your route cannot proceed without, and for most founders that is the third-party assessment rather than anything a company produces. Approach the issuing body with the project as it stands, ask what it needs to see, and get that answer before you spend on anything else. An issuer's own requirements list is worth more than any summary of the category, including this one.
Can the same evidence support two routes?
Sometimes, and it is worth knowing which. A doctorate, a professional credential or a recognised body of work can point at a talent category while a shareholding points at an ordinary or Green investor route, and the two are assessed by different bodies against different standards. What you should not do is file everywhere at once. Pick the route your strongest evidence fits and keep the second as a fallback.
My licence says one thing and my project is another. Does that matter?
Yes, more than most people expect. An assessor reading an endorsement letter about a technical venture alongside a licence for something unrelated has two descriptions of one business and no reason to prefer either. Align the activity line with the project before the file is opened, and where the business has genuinely changed, amend the licence rather than explaining the gap.
I hold an employer-sponsored residence. Do I have to give it up to apply?
Not in order to apply, and you should not give it up in order to hope. The current permit is a real status with real conditions attached to changing it, and the order in which a status change happens is the part that goes wrong. Establish the sequence with the authority, or with somebody who will write it down, before anything is cancelled.
Does a bigger company or a more expensive package improve the file?
Not on the merits. Price buys jurisdiction, activity scope, premises and visa allocation, all of which are worth choosing carefully for the business. None of it buys an incubator's endorsement, a competent body's nomination, evidence of deployed capital, or a tax history. The package tier and the evidence standard are decided by different people, and only one of them is selling you something.
