What it actually costs

Your sector does not have forty free zones to choose from. Count the real addresses first, because the count decides whether price is a lever at all.

Every free zone comparison starts with a fee table, which assumes the zones on it are alternatives. For most sectors they are not.

The first number to establish is not a price. It is how many addresses can host you at all.

A free zone comparison usually arrives as a spreadsheet: eight zones down the side, licence fee, desk cost and visa allocation across the top. The spreadsheet assumes the eight are alternatives. For a large share of businesses they are not, and the ones that cannot license the activity are not ranked lower on the sheet — they are absent from the question and still charging for a quote.

So the useful first move is arithmetic rather than shopping. Work out how many addresses in this country could genuinely host what you are going to do, and write the number down. A fund manager will write two. A clinical operator will write a regulator's name and then one or two. An importer of refrigerated goods will write a handful, each with a different port behind it. A management consultancy invoicing clients in Europe will write a number in the thirties and should go straight to price, because price is the only axis on which its options differ.

That number is what sector fit produces, and it is why sector fit has to come first. Price is a lever only where there are several genuine substitutes to apply it to. Where the field is two, comparing the two on fee is comparing the wrong thing; where the field is thirty, anything other than cost is a premium you are volunteering to pay.

This is also why a ranked list of the best Dubai free zones cannot answer the question, however carefully it is compiled: a ranking assumes one field for every reader, and the field is different for each business. Why Dubai's free zones cannot be ranked works through the eliminations that produce your number instead.

What a sector address actually holds, and which parts of it are scarce

A zone that was genuinely built for an industry holds some combination of four things. Three of them are scarce, for unrelated reasons, and a cheaper zone cannot substitute for any of the three. The fourth is real, useful and priced as though it belonged with them.

The fourth row is the one to read sceptically. A sector name in a zone's name confers nothing; a free zone is a cluster before it is a price sets out how the two business models came to share a brochure, and this page takes that as settled and asks a different question: given your sector, how many addresses survive.

What sets the width of your field

The width is set by whichever of the three assets your activity actually needs. Sectors that need the regulator have the narrowest fields; sectors that need nothing but a licence have the widest.

The last row covers most people who read a page like this: consultancies, agencies, software firms billing abroad, holding vehicles, small traders whose customers are overseas. If that is you, the sector question is genuinely answered in a sentence — no regulator, no plant — and the right next step is a cost comparison, which is what free zone company formation sets out tier by tier.

Moving the same sector to another emirate changes what you are buying, not just the price

"UAE-wide" matters here because several of these fields are one address per emirate rather than one address per country, and the addresses are not equivalent. What differs between them is rarely the fee.

One clarification belongs with the freight rows. Designated Zone treatment is a VAT concept about the movement and storage of goods, it does not follow from the words "free zone" appearing on a licence, and the schedule made under Cabinet Decision No. 59 of 2017 has been amended since. If your model depends on it, read the current schedule rather than a brochure, and read it for the specific site.

Sector fit precedes price because the two mistakes cost differently

The argument for fixing sector before cost is not that clusters are better. It is that the two possible errors are not symmetric, and only one of them is repaired with money.

The first row is a bad purchase. The second is a second incorporation. Sequencing the decision so the reparable error is the only one available is the whole of the method, and it costs nothing at the point of choosing.

the two errors this section sets against each other

  3. Only then open the fee tablePrice is a lever where there are several genuine substitutes to apply it to
  4. Which of the two errors is still available to you
  5. A cluster premium the activity never neededA bad purchase, and the only one of the two that money repairs
  6. An authority that cannot carry the activityA second incorporation: a new company at the new authority and the closing of the first

What a sector address does not buy, whatever it costs

Three things are fixed above every zone, and each is regularly implied at the point of sale.

It does not change your tax position. Whether income is qualifying income for the free zone rate is decided by federal instruments — Federal Decree-Law No. 47 of 2022 and Cabinet Decision No. 100 of 2023 — against conditions tested for each tax period. No address confers the status and no zone can grant it. Are UAE free zone companies still tax free works through what survived.

It does not reach a mainland customer. A free zone licence reaches other free zone companies and customers outside the country. A cluster licence reaches exactly the same set, and the premium buys nothing on that axis: the only UAE customer a free zone licence already reaches.

It does not speed up an external regulator. Where the approving body sits outside the fence, its conditions and its timetable are the same wherever the company is licensed. That is the difference between a cluster that holds the permission and a cluster that holds tenants in the same field.

Where sector fit is the wrong filter

Where your sector needs none of the three assets. Most professional service businesses need no plant, meet no sector regulator and can be licensed almost anywhere. For them, "which zone suits my industry" has no content, and a founder who spends three weeks on it has spent three weeks buying a neighbour. Go to the fee table with a clear conscience.

Where the regulator has already chosen. Clinical, educational, financial and virtual asset activities are gated by a body that sits above the zones. Once you know which body, the zone question is a short list of addresses that body will accept, and everything on this page about counting has already been done for you.

Where the sector is not yet the business. If you are testing whether a market exists, optimising an estate you may leave in a year is a real cost against a hypothetical benefit. Take the cheapest compliant licence you can exit cleanly and get to a customer. What a low-cost UAE licence leaves out tells you what the cheap option genuinely omits, which is the thing worth knowing before you take it.

Where the commute is the real cost. An estate an hour from where your staff will live is a recurring tax on hiring that no fee table shows. It has ended more sector-fit arguments than any regulatory point on this page.

Where the honest answer is that you do not need advice. A solo consultant with no staff, no stock and no UAE customers is choosing between close substitutes on price. That is a comparison, not a consultation, and paying for the second to arrive at the first is a poor purchase. We will say so on the first call.

Write the number down before you open a price list

Frequently asked questions

The zone says it supports my industry. Is that the same as licensing it?

No. "Supports" is a marketing word, and a zone that holds tenants in your field is not the same thing as a zone that holds the permission your field needs. Ask which line of the authority's own list you would be licensed under, in its exact wording, and who signs any external approval. Both answers are free, both are specific, and both arrive by email before anyone quotes you.

The cheapest zone on my list cannot license my activity. Is the saving ever worth it?

No, and this is the one place where the cheap answer is the expensive one. Plan on a new company at the new authority and the closing of the first: company law gives no general route from one UAE free zone to another, so a move is possible only where both zones' own rules provide for one. That is why the activity question sits ahead of the price question rather than beside it, and what being in the wrong zone costs in year three prices the reversal in full.

Is a sector zone always more expensive?

Usually on the headline and not always in total. Where the approving body for your activity is genuinely inside the zone, the cluster can be cheaper end to end, because the permission and the premises are bought once rather than chased separately. Where the approving body sits outside the fence, its conditions and its timetable are the same wherever you license, and you are paying for an address.

My business spans two sectors. Which cluster wins?

Neither, generally. Activities on one licence are usually expected to sit in the same category, so a business genuinely straddling two is often looking at two licences — which is far better priced at the outset than discovered at the first amendment. Commercial, professional or industrial sets out what the category settles.

Does a sector address help with the bank?

A recognised authority opens a conversation more easily than an obscure one, which is unfair to the smaller zones and entirely real. It is also irrelevant to a solo consultant invoicing overseas, and paying for it in that case is waste.
