Answered plainly
A free zone licence does not come with visas. It comes with an allocation, and the facility you leased decided that number before anyone showed you step one.
Every step-by-step guide to a Dubai free zone visa begins at the entry permit, which is roughly four decisions too late.
The step-by-step list starts four decisions too late
Every guide to this subject opens at the same place: apply for the entry permit. By the time that step is reachable, four things have already been decided, three of them irreversibly, and none of them appears on the list.
The company must exist, and it must have an immigration file of its own — a separate purchase from the trade licence, made once, at company level. The facility must already carry enough headcount allocation for the people you intend to sponsor, and that allocation was fixed when the facility was chosen. The category each applicant will hold must be settled, because the category decides the evidence. And somebody must have confirmed that the applicant's current status permits a change inside the country rather than requiring an exit.
Get those wrong and no amount of care at the visa counter recovers it. The standard failure is not a refusal. It is a founder who leased a shared desk, licensed the company, traded for eight months, made an offer to a candidate, and then discovered the allocation behind the desk was already spent.
Everything on this page sits downstream of the formation itself, which runs through one organisation wearing several hats at once — the sequence for that half of the project is in how to start a Dubai free zone company.
What the licence gives you, and what a second file gives you
These are two different permissions held on two different records, and almost every quotation presents them as one product.
The last row is where money goes missing. Ask, in writing, whether the corporate immigration file and the establishment card are inside the quoted figure or beside it.

| Judged on | The trade licence | The corporate immigration file |
|---|---|---|
| The company exists, with its activities named on it | Yes | No |
| The company may sponsor anybody at all | No | Yes |
| The entry permit and the residence permission are issued from it | No | Yes |

The allocation is a property of the premises, not of the licence
This is the load-bearing fact on the page. A free zone's willingness to sponsor people is assessed against the facility you have taken, not against your licence category or your ambitions. A shared desk carries a small allocation. A private office carries a larger one. Dubai Silicon Oasis is explicit that capacity follows floor area. IFZA sells the allocation as a package tier, which makes the number visible at the point of sale and also makes it a commercial term rather than a right.
What nobody publishes is a universal ratio. This market quotes square-metres-per-visa figures with a confidence no authority supports, and the figures differ by zone, by building and by activity. It is worth understanding that inside a zone the same organisation is both your landlord and the keeper of the record that proves the premises are yours, a doubling-up set out in the address on your licence is filed by somebody else — which is exactly why the allocation behind a unit is a term you negotiate rather than a number you look up. Two things follow, and both are cheap to do and expensive to skip:
- Get the allocation for your specific unit confirmed in writing by the zone before the facility is signed, not after. The confirmation is worth more than any published ratio.
- Size it for the headcount you will have in month eighteen, not month one. Increasing it later means a larger unit, a licence amendment and sometimes a mid-term lease exit, all bought after an offer letter has already gone out.
The same arithmetic applies on the mainland, where the claim that visas are unlimited is simply false — the argument is in what is actually harder about a mainland company, and what opening an employment file involves is in hiring the first person opens a file the licence did not.
Who decides, and it is not the zone
The free zone is the sponsor and, usually, the channel. It is not the decision-maker on any individual application, and it cannot overturn a refusal.
Knowing which of ICP and GDRFA Dubai holds your file matters more than it sounds, because the two channels ask for evidence in different formats and a document accepted by one is sometimes returned by the other. Ask the zone which channel it files through before you assemble anything. The service-level view of both is on UAE residence visas and immigration support.

The sequence, and what each step gates

The entry permit and the residence are two documents
They are issued from the same file and they are not the same thing. The entry permit authorises arrival or a change of status; the residence permission is what follows the medical and the biometrics. Founders routinely announce they "have the visa" when they hold the first of the two, and then make commitments — a lease, a school place, a bank appointment — against a document that does not support them.
Change of status inside the country, or exit and return
If the applicant is already in the UAE, the question is whether their current status permits a change without leaving. Some do and some do not, and the answer depends on the status they hold, not on the zone. Where it does not, the applicant leaves and re-enters on the permit, and that flight is a cost and a delay nobody put in the package. Where the applicant already holds a UAE residence under another sponsor, the previous sponsor's cancellation sets the timetable, and that sponsor has no reason to hurry.
The medical is the one step nobody can influence
It is a genuine gate. The screening is administered on published criteria, the result is not negotiable, and a disqualifying result ends the residence application regardless of how much of the company has already been built around it. This is the single strongest argument against buying a licence in order to obtain residence: the licence is non-refundable and the medical is not underwritten by anybody.
Emirates ID enrolment, and the number that outlives the visa
The biometric enrolment produces an identity number that persists across sponsors, employers and gaps in residence. It is the number a bank, a landlord, a telecommunications provider and a school will ask for, and it is issued from this file rather than from the licence. Missing the appointment because the applicant flew out mid-sequence is the most common self-inflicted delay in the whole process.
The three categories, and the evidence each one turns on
Two consequences are worth stating plainly. An employee's residence is a consequence of their job, so a resignation starts a clock that the company cannot pause. And a dependant is sponsored by a person, which means the whole family's status rests on one individual file — if the shareholder's own residence ends, the dependants' residences end with it, whatever the company is doing. A shareholder drawing no salary should establish what evidence the authority accepts for the income condition before promising anybody a school place.
| The category | What the residence rests on | What ends it | What the evidence turns on |
|---|---|---|---|
| Investor or shareholder | The shareholding | Selling or transferring the shares | What the authority accepts for the income condition where no salary is drawn |
| Employee | The employment | A resignation, which starts a clock the company cannot pause | The work the sponsor's licence and the contract describe |
| Dependant | One individual's own file, not the company's | The sponsor's own residence ending, whatever the company is doing | Income and accommodation conditions, assessed on the person |

Free zone or mainland, on the immigration file alone
The single counter is the real product a zone is selling here, and it is worth money. What it is not is a tax outcome, an ownership advantage or an exemption from a regulator — that sorting is in sixteen benefits, four of them the zone's.
Cancellation runs in one direction, and out of order it costs
When a residence ends, the sequence is not optional: the individual's residence and identity record are closed before the company's file can be closed, and the company's file is closed before the licence can be. Founders who decide to shut a company while their own residence still runs through it discover the ordering the hard way, usually at the point where a bank account cannot be closed because the signatory's status has already lapsed. The thresholds that reopen a UAE company file and company liquidation cover what else sits behind that door.
An ordinary residence also lapses after a continuous absence from the country. The period is published by the deciding authority, it has changed, and the long-term categories are the exception rather than the rule — so anyone planning to hold residence while living elsewhere should confirm the current position directly rather than rely on a package summary.
Where a free zone visa is the wrong purchase
You are buying the licence in order to get the visa. This is the most expensive mistake on the page. The licence is a non-refundable purchase and the residence depends on a medical result nobody underwrites and an authority the seller does not control. If residence is the objective, the question is which route you qualify for, and a trade licence is not one of the long-term ones — a trade licence is not a golden visa sets out what the long-term categories actually ask for.
You need to sponsor a large team and you took a desk. The allocation behind a shared desk is small, and the repair is a bigger facility plus a licence amendment. If the headcount is known, the facility decision is a headcount decision and should be made in that order.
the allocation is a property of the premises, not of the licence

- It does notA larger unit, a licence amendment and sometimes a mid-term lease exit
- Choose the facility from that number, not the number from the facilityEvery other sequencing error on this page is cheaper to fix than this one
Your family's status is the real objective. Dependants are sponsored by a person against income and accommodation conditions, not by a company against a licence. A cheap licence with a thin allocation can produce residence for a founder and no capacity for anybody else.
You will not spend time in the country. Ordinary residence carries a continuous-absence condition. A visa held for the sake of holding it is an annual cost with a lapse risk attached, and it is not the same thing as tax residency — that distinction is in UAE tax residency and what your home country still taxes.
Your activity needs a second regulator's permission. Then the residence sequence is not your critical path and planning around it wastes the months you should be spending on the authorisation. The activities a second authority has to approve names the bodies.
You already hold UAE residence under another sponsor. The timetable belongs to that sponsor's cancellation, not to your new zone, and no package can compress it.
What to settle before the licence is issued
- Get the allocation for your actual unit in writing, from the zone, naming the unit. Not a ratio, not a package tier, not a verbal assurance.
- Confirm whether the corporate immigration file and establishment card are inside the quoted price or beside it, and who files them.
- Fix each applicant's category before the forms are started, because the category decides the evidence and switching later restarts the file.
- Check each applicant's current status for whether an in-country change is permitted, and budget the flight where it is not.
- Ask which channel the zone files through, ICP or GDRFA Dubai, and get the evidence format for that channel rather than the generic list.
- Decide the headcount for month eighteen first, and choose the facility from that number. Every other sequencing error on this page is cheaper to fix than this one.
Frequently asked questions
How many visas does a free zone licence include?
None, as a matter of law. What a package includes is an allocation, set by the zone against the facility you take, and it is a commercial term rather than an entitlement. Ask for it in writing, for your specific unit, before signing anything. A tier named in a brochure is not the same thing as a number confirmed against the unit you are about to lease.
Can I get a free zone visa without an office?
With a shared desk or a flexible workspace, usually yes, at a small allocation. Whether that allocation covers the people you actually intend to sponsor is the question worth asking, and the answer comes from the zone rather than from a comparison table. Increasing the number later means a larger unit and a licence amendment, both bought after an offer letter has already gone out.
Who issues the visa — the free zone or the government?
The government. The zone sponsors you and files on your behalf, and the immigration authority decides — ICP federally, GDRFA in Dubai. That is why a zone can be confident about your application and still be wrong about it, and why a refusal is not something the zone can overturn on your behalf. Ask which channel your zone files through, because the evidence format follows the channel rather than the brochure.
What happens to my residence if I sell my shares or leave the company?
It ends, because it was never yours independently. An investor's residence rests on the shareholding and an employee's on the employment, so removing the basis removes the permission. In both cases the residence is cancelled and any dependants sponsored by that person are cancelled with it, which is the part families are not warned about. Plan the cancellation sequence before the share transfer or the resignation, not after.
Does a free zone visa let me work anywhere in the UAE?
It permits the work your sponsor's licence and your contract describe. It is not a general work authorisation, and taking on additional paid work needs its own permission. The permission is tied to the sponsor whose file you sit on, which is also why holding residence under one sponsor while joining another company is a cancellation exercise before it is an application.
Is the medical examination a formality?
No. It is the one step on this page that cannot be managed, negotiated or accelerated, and a disqualifying result ends the residence application. Anyone treating the licence purchase as a route to residence is taking that risk without pricing it, because the licence has already been paid for by the time the examination happens.
