Forming the company is the short project. Moving the household is the long one.
A UAE formation timetable measures one file: the company's.
Two files, two clocks, and only one of them is on the quotation
Every formation timetable you will be shown measures the same thing: how long it takes a licensing authority to issue a licence, and how long the immigration file behind it takes to produce a permit. Those are real dates and a competent firm hits them.
They are also a description of one file. If you are moving rather than merely incorporating, a second file is running alongside it — your household — and nobody quoted for it, because most of it is not a consultancy's work and some of it is not even a UAE authority's work. It answers to a customs department, a transport authority, an education regulator, a ministry that licenses the movement of animals, and a bank. None of those bodies is waiting on your licence, and two of them cannot be approached from here at all.
The failures are almost never refusals. They are ordering failures: a task attempted in the wrong country, or attempted before the document it depends on exists. Sorted by where the action can physically be performed, the whole thing becomes legible — and the items that have to be done first stop looking optional.

What can only be done in the country you are leaving
This is the shortest list and the only one that is genuinely irreversible in a practical sense. Everything on it is available to you now and unavailable, or ruinously inconvenient, the day after you land.
The attestation chain. Degrees, marriage certificates, birth certificates and powers of attorney are legalised through authorities in the issuing country before the UAE embassy there ever sees them. That chain runs in one direction and it starts abroad. The full mechanics, including where an Apostille helps and where it stops, are in document attestation; the only point that belongs here is a scheduling one. A dependant's file will ask for an attested marriage certificate and attested birth certificates, and a professional activity may ask for an attested degree. Discovering that from Dubai means posting original documents back to a country you no longer live in, to a notary who wants you present, in a queue you can no longer join in person.
Your children's school records. KHDA's conditions for a student joining a Dubai private school in Grade 2 or above include an attested school certificate or transfer letter. That is a document your current school issues and your current country's authorities attest — the previous head teacher, on a school calendar, in a building you are about to stop visiting. Ask for it before you give notice, not after. Enrolment elsewhere in the UAE sits with a different regulator and the document condition should be checked against that authority rather than assumed from Dubai's.
A permit for the animal. Cats and dogs enter the UAE against an import permit issued by the Ministry of Climate Change and Environment, valid 90 days from the date of issue, and a permit that has expired cannot be used. The animal must carry a permanent microchip whose number matches the number on the veterinary health certificate, and that certificate is obtained in the exporting country before departure. The ministry's stated service time is one working day, five for service, emotional support and medical dogs. None of that is difficult. All of it is impossible to arrange retrospectively from the arrivals hall, and the 90-day validity means it is also possible to obtain it too early.
Whatever your own tax authority wants on departure. Your home country decides what leaving does to your position there, applies its own tests, and checks them there. Holding a UAE permit answers none of it — the separation between the two questions is the whole subject of UAE tax residency and what your home country still taxes. The scheduling point is the same as the attestation one: the paperwork is easier to file while you still have an address, a bank and an accountant in that country.
the one list whose order cannot be repaired afterwards
| Judged on | Arranged before you leave | Attempted after you land |
|---|---|---|
| The attestation chain on degrees, marriage and birth certificates | Legalised through the issuing country's authorities, before the UAE embassy there sees them | Originals posted back to a notary who wants you present, in a queue you cannot join |
| Your children's school certificate or transfer letter, Grade 2 or above | Issued by the current school and attested by that country's authorities | Asked of a head teacher in a building you have stopped visiting, after notice is given |
| *The import permit for a cat or a dog, valid 90 days from issue | One working day from the ministry, five for service, emotional support and medical dogs | Impossible from the arrivals hall, and obtainable too early against a 90-day clock |
| Whatever your own tax authority wants on departure | Filed while you still have an address, a bank and an accountant there | The same tests, applied and checked there, and a UAE permit answers none of it |

What can only be done with you physically in the country
Two things in the company sequence require the applicant's body, and no power of attorney substitutes for either: the medical fitness screening and the biometric capture behind the Emirates ID. Both are set out in visa services, and forming a UAE company from outside the country covers what a founder abroad can and cannot delegate before that trip.
The household consequence is the part that gets missed. Because those two steps gate the residence permit, and the residence permit gates almost everything civil, the flight you book is not a convenience — it is the moment the second file becomes capable of moving at all. A family that arrives together, before the sponsor's own permit exists, arrives into a period where nothing can be signed, nothing can be connected and nobody can be enrolled. A sponsor who comes alone first, completes the screening and the biometrics, and then brings the household in, compresses that dead period to almost nothing. Nobody simply arrives here: somebody is sponsored in, and the order the entry permit, the residence permit, the work permit and the identity card arrive in is set out on nobody moves to Dubai, somebody is sponsored into it.
The document everything else is a derivative of
The Emirates ID is issued by the Federal Authority for Identity, Citizenship, Customs and Port Security. The UAE Government Portal states that applying for one and carrying it is a legal requirement for citizens and residents, and that per ICP the card is a condition for services provided to them. Read as an administrative fact rather than a formality, that sentence is the spine of the whole relocation: it is not one item on the list, it is the thing the rest of the list is waiting for.
- A personal bank account. The residence permit and the Emirates ID sit at the front of every UAE bank's file for a resident account. What each bank asks for on top of that is the bank's own policy layered over the Central Bank's customer due diligence expectations, and it varies — which is why a friend's experience at one bank is not a forecast of yours. The company's account is an entirely separate question with its own gate, covered in banking advisory.
- A driving licence by exchange rather than by examination. The Dubai licensing authority requires a valid Emirates ID, and eligibility to exchange at all depends on your licence having been issued by a country on a list the authority itself maintains. If your country is on it, this is a same-day administrative act. If it is not, you are enrolling at a driving institute and sitting tests — a difference of weeks and of cost that is decided by your passport, not your driving history, and that is worth establishing before you sell a car.
- A tenancy and a utility account. In Dubai the lease is lodged as an Ejari contract, and the electricity and water account is opened against the Ejari certificate rather than against the signed lease itself. A family visa file will in turn want the tenancy. So the chain runs permit, Emirates ID, lease, Ejari, utilities, dependants — and it runs in that order whether or not the removal van has already been booked.
The middle column is the one people budget for. The left column is the one that costs money when it is skipped, and the right column is the one that explains why the first six weeks feel slower than the timetable promised.
| What the household needs | What has to exist before it | What people assume instead |
|---|---|---|
| A personal bank account | The residence permit and the Emirates ID, at the front of every bank's file | That a friend's experience at one bank forecasts yours |
| A driving licence by exchange rather than by examination | A valid Emirates ID, and a licence from a country on the authority's own list | That driving history decides it, when the passport does |
| The electricity and water account | The Ejari certificate, not the signed lease itself | That signing the lease is when the utilities can be connected |
| The dependants' own permits | The tenancy, which a family visa file wants in turn | That the order bends once the removal van is booked |
The two things founders routinely attempt out of order
Shipping the furniture ahead of the visa. Dubai Customs' documents list for clearance of personal effects includes a passport copy, a residency visa copy and a written list of the imported goods. Used personal and household items are exempted from customs tax and duties after the inspectors have checked them — but a 5% customs tax is imposed where the inspector judges the goods to be in commercial quantities. Two things follow. A container that lands before the residence permit exists is a container in storage, accruing charges, waiting on a document produced by an entirely different authority. And "used personal effects" is a judgement made at inspection, not a category you assign yourself: a household shipped with eight identical unopened appliances invites the commercial-quantity finding, whatever the intention behind it.
one container, and which side of the finding it lands on
5% customs taxa judgement made at inspection, not a label you assign
Signing a lease before the permit exists. An annual lease is a large commitment made in an emirate you have not lived in, in a market segmented by school run and commute in ways that are not visible from abroad, and — practically — the utility and dependant chain behind it is waiting on documents you do not yet hold. Short-term accommodation for the first weeks is more expensive per night and materially cheaper than a year in the wrong district.
Your household's status is a derivative of a licence

This is the part the reasons-to-move genre never says out loud. A company-sponsored residence permit is exactly as durable as the company: let the licence lapse, close the entity or lose control of it, and the permits underneath it go, dependants' included. That mechanism, and the long-term routes that are not subject to it, are set out in a trade licence is not a Golden Visa — and the annual conditions attached to every advertised benefit are in what the UAE actually gives you.
The household reading of it is simple. A school year, a tenancy and a spouse's permit are all downstream of a licence that has to be renewed and a company that has to stay compliant. That is not an argument against moving. It is an argument for treating the licence renewal date, the corporate tax filing and the premises lease as domestic obligations rather than back-office ones, because the consequence of missing them arrives at home. Whether to come at all is a separate question from how, and the usual reasons are each tested against the personal fact that decides them on every reason to move to Dubai is a fact about Dubai.
Where moving is the wrong purchase
The business does not need you here. Residence is sponsored, capped by your premises and lapses after a long continuous absence abroad. A founder who intends to visit quarterly is buying an annual cost attached to a status they will not keep, and would be better served by forming the company from outside the country and staying where they are.
The children are mid-cycle in an examination system. Curriculum continuity is a genuine constraint and it is not evenly available across emirates or price points. A move that lands a child two terms into a syllabus they cannot complete is a decision that gets reversed at far greater cost than deferring by a year.
You have not tested the market. The licence is the cheap part. The move is the expensive, slow, family-wide part, and it is not the way to find out whether UAE customers will buy. A distributor, a short trip, or an employer-of-record arrangement answers that question without a household attached to the result.
Your home country's departure rules have not been checked. They are set there, applied there, and are indifferent to which emirate issued your licence. Find out what leaving triggers before you trigger it.
The move is being sold to you as part of a package. Relocation is not a line item on a formation invoice. Where a firm is quoting one number for the licence, the visas, the shipping and the schooling, ask which authority each component answers to — the answer is usually six different ones, and the exclusions are the subject of what a low-cost licence leaves out.

What to settle before you book the flights
Establish four things in writing, in this order, and the rest of the sequence follows on its own.
- Which documents your file will need attested, from the list of authorities that will actually ask — the free zone or department for the licence, the immigration authority for the dependants, the school for the children. Then legalise exactly those and nothing else.
- Whether your driving licence is exchangeable, because the answer changes the first month materially and is knowable today.
- When the sponsor's own permit is expected to exist, because that date, not the licence date, is when the household file starts moving.
- What the household costs annually once the licence is paid for — tenancy, schooling, health cover, utilities — as a figure separate from the formation quotation, because they are separate budgets and only one of them was ever quoted.
Our PRO services team runs the government-counter half of this alongside the formation itself. The half that happens in the country you are leaving is yours, and it is the half with the deadlines.
Nothing here is advice on your own facts, and every condition above is set by an authority that revises it without notice. Confirm each against the source cited before you rely on it.
Frequently asked questions
Should the family fly out with me, or follow once I am settled?
Follow. Two steps in the company sequence need the applicant's own body — the medical fitness screening and the biometric capture behind the identity card — and no power of attorney substitutes for either. Those steps gate the residence permit, and the residence permit gates almost everything civil. A family that lands before the sponsor's permit exists lands into a stretch where nothing can be signed, nothing connected and nobody enrolled. Sponsor first, household second.
Can I ship the furniture before my residence permit is issued?
It is the commonest ordering mistake. Dubai Customs' documents list for clearance of personal effects includes a passport copy, a residency visa copy and a written list of the goods, so a container that lands before the permit exists sits in storage accruing charges while it waits on a document from another authority entirely. Used household items are exempted after inspection, but a 5% customs tax applies where the inspector judges the quantity commercial — and that is their judgement, not your label.
What has to be done before I leave, because it cannot be done from here?
Four things. The attestation chain on degrees, marriage and birth certificates runs through the issuing country's authorities first. Your children's school transfer letter comes from your current school and is attested there — KHDA's conditions for joining a Dubai private school in Grade 2 or above include it. A cat or dog needs a ministry import permit, valid 90 days, and a microchip whose number matches the health certificate obtained before departure. And whatever your own tax authority wants on departure is filed there.
Will my existing driving licence be exchanged, or do I have to take the test?
That depends on where it was issued, not on how long you have held it. Dubai's licensing authority requires a valid Emirates ID to exchange a foreign licence at all, and eligibility turns on a list of countries the authority itself maintains. If your country is on it, the exchange is a same-day administrative act. If it is not, you are enrolling at a driving institute and sitting tests — weeks and cost decided by your passport. Establish it before selling a car.
What happens to my family's residence if the company's licence lapses?
A company-sponsored residence permit is exactly as durable as the company. Let the licence lapse, close the entity or lose control of it, and the permits underneath it go, dependants' included. A school year, a tenancy and a spouse's permit are all downstream of a licence that has to be renewed and a company that has to stay compliant, which is why the renewal date and the tax filing belong in the household calendar rather than the back office.
