Answered plainly

A free zone sells permission. Opportunity is a claim about demand, and the two are decided in different places.

The list you were shown answers a different question. Every published list of free zone opportunities is a list of activities a zone will license. That is a statement about permission.

The list you were shown answers a different question

Every published list of free zone opportunities is a list of activities a zone will license. That is a statement about permission. Whether an activity earns anything is a statement about demand, and no licensing authority in the country has ever supplied that half.

The useful sort is not by sector. It is by where the money arrives from, because that single fact decides whether a free zone licence fits your business at all, what second approval you will meet, and which costs you cannot avoid. Four routes cover almost everything, and a free zone licence serves them very unevenly.

If your revenue arrives from the third or fourth row, stop reading opportunity lists and read the only UAE customer a free zone licence already reaches first. Nothing else on this page will matter as much.

Goods, services and things delivered over a wire

The three behave differently at the fence, and most confusion in this subject comes from applying a goods answer to a services business.

The customs mechanism is worth stating plainly because it is the one genuine, exclusive advantage in this subject: goods held inside a zone are not treated as having entered the local market. When they do enter it, duty is assessed at that point. For a re-export business that is valuable. For a consultancy it is nothing at all.

The standard opportunities list, item by item

The legacy version of this subject carried eight claims. Sorted by where each one comes from, half of them are not the zone's, and two are simply out of date. Which of the founding advantages a zone still holds in its own gift is worked through in two of the three advantages free zones were invented to grant.

Where the fence is the wrong home for an idea that is otherwise good

The customer has to walk in. Retail, clinical, food and personal services depend on footfall on a public street. That is a mainland project, and choosing a zone for it means paying for a reach you cannot use.

Your buyers are UAE companies with procurement departments. Every route that closes that gap has a cost, and all of them are cheaper to plan before the licence is issued than after.

You picked the zone for the tax position and your revenue is domestic or from related parties. That is precisely where the qualifying income test is examined, and a relief assessed annually is a weak foundation for a decision taken once.

You are a services business and bought the customs argument. It applies to goods. There is nothing in it for you.

Your activity needs a sector regulator that the zone does not house. The zone does not stand in for it. Health, education, media, food and financial activities meet the same authority whichever side of the fence they are licensed on.

You need a UAE bank before you need a UAE licence. Banking is assessed on your activity, owners and counterparties rather than on your address, and no zone can commit a bank on your behalf.

Does the activity appear, in words you recognise, on the authority's own published list? Where does the money come from, by country and by customer type? Does anything about the activity require a second authority's consent, and who signs it? What premises class does the activity actually need, and does that match the package price you were quoted? And could this business earn its first dirham without the licence — because if it could, the licence is not the bottleneck.

A separate page works through the founder ideas that fail these gates most often, in nothing inside a free zone is an opportunity.

What we would want before advising on an activity inside a zone

The activity in the authority's vocabulary. The first three customers you expect, by country. Whether anything physical moves. How many people you expect to sponsor within eighteen months. And what you would do if the answer came back that the activity needs a mainland licence instead — because that answer arrives often enough that it is worth having a position on it in advance.

Frequently asked questions

Which business is most profitable in a UAE free zone?

There is no answer to that question at the level of a zone. Profitability is a function of your customers and your cost base, and the zone supplies neither. The question a zone can answer is whether your activity is licensable there and on what conditions.

Can a free zone company sell anywhere in the UAE?

Not on its own licence. It can supply other free zone companies and customers abroad. Reaching mainland customers takes a distributor, a mainland presence or a permit, and each of those has a cost. Abroad is the half of the map where the two kinds of licence barely differ at all, which is the argument in a free zone licence reaches no further abroad than a mainland one.

Are free zone companies exempt from VAT?

No. VAT applies at 5% and the obligation turns on your taxable supplies rather than your address. What varies is the treatment of certain supplies of goods involving a Designated Zone, which is a specific VAT concept with its own published list.

Does a free zone protect my brand or my product design?

No. Trade mark protection is granted federally, through the Ministry of Economy and Tourism, and is applied for separately from any licence. What a zone licence gives you is a trade name inside that zone's own records — a much narrower thing, and the one most often mistaken for the other. It records a name, it stops nobody outside the fence, and it protects no product design at all.

Is a cheaper zone a worse zone?

Not necessarily, and it is a different product. A low-cost generalist licence with a shared desk is a legitimate purchase for a services business selling abroad. What it leaves out is set out in what a low-cost UAE licence leaves out.
