An authorised channel partner is paid by the free zone, which makes the badge a fact about the advice rather than a verdict on the firm

Every second business setup firm in this market advertises an authorised channel partner appointment, and almost none of them says in the same paragraph who pays for it.

Two firms quote you the same free zone licence. One calls itself an authorised channel partner of that zone; the other does not use the phrase. Before the difference can be worth anything to you, you need to know what the appointment is, and the answer is narrower and more commercial than the badge suggests: a free zone authority has appointed the firm to present and submit its licences directly, and part of what the zone earns from your licence returns to the firm that placed it there.

Nothing about that is improper. A partner firm is frequently the right firm, and the appointment buys you three real things. But an arrangement that pays a firm for an outcome is a fact about the advice you are about to receive, and it belongs in the same paragraph as the badge rather than three pages away from it.

No firm is named or ranked here, including the one publishing this. A ranked list of setup agencies is the least checkable document in this market: nobody audits the inputs, the order moves with who paid for the page, and none of it survives contact with your actual activity. What follows is the mechanism, so you can run it yourself on whoever is sitting in front of you. What this firm is paid and by whom is set out on our about page.

What the appointment gives you, and what it is not

The phrase covers a narrow operational reality. The firm submits into the authority's system under a partner account, quotes from the authority's current terms rather than from a reseller's sheet, and has a named channel to chase a file that has stopped moving. Those are worth having. They are also the whole of it.

The last row is the one that matters most, and it is the one the badge is designed to occupy. Partner status is not an accreditation of quality by the authority, it is not permission to give legal or tax opinions, and it confers no influence whatsoever over an approval decision — because nobody has that.

What is actually trueWhat it still is not

  1. The authority appointed themIt did: to present and submit its licences directlyA commercial arrangement, not an accreditation of quality
  2. They are closer to the fileA partner account, the zone's current terms, a named channelNo influence over the approval decision, because nobody has that
  3. They can advise on itThey can sequence the filing and quote the zone's own scheduleNot permission to give legal or tax opinions

Which direction the money runs

A formation firm has more than one revenue line, and only one of them is the number on your quotation. Sorting them tells you what each piece of advice is worth, and the sorting is not difficult.

Read the second column. Two of the six are not your money, which is exactly why they are the two nobody itemises. The anatomy of the quotation itself — which lines are government charges, which are the firm's, and which are somebody else's advanced on your behalf — is taken apart in a formation quote contains four kinds of money.

The three decisions a commission can bend

An incentive does not make anybody dishonest. It makes certain answers arrive more easily than others, and you can see exactly where by asking one question: on which side of this decision does a commission exist?

The first row does real damage, and it is the most common. A café, a showroom, a clinic or a boutique is quoted a free zone licence because the free zone quote came in lower, and the problem surfaces at fit-out: a free zone licence does not license a unit on a mainland street. Dubai has since opened routes through that wall — under Executive Council Resolution No. (11) of 2025 a free zone establishment may conduct activities in the emirate outside its zone on a Department of Economy and Tourism branch licence or a short-term activity permit — but each route is a second permission with its own renewal, and moving between free zone and mainland after you have chosen prices the four ways it is done.

What a partner account does not reach

The appointment operates on exactly one segment of your file. Everywhere else in the project it changes nothing, and firms are rarely explicit about where the line falls.

The pattern across the right-hand column is worth stating once: on most of what a buyer actually wants bought, the work is the firm's and the decision is somebody else's. That boundary does not move when you pay more, and it does not move because of a badge. A consultant can do every step and the authority will still come to you follows the liability side of the same line.

Every claim in this market that is worth anything can be checked by you, free, in an afternoon. The ones that cannot be checked should be discounted to nothing — including the flattering ones. Sorting the claims by whether any record in the country could ever settle them is the method in grading every claim a setup firm makes about itself.

Two further checks cost nothing. Ask which anti-money-laundering supervisor the firm answers to — a company service provider is a designated non-financial business and profession, supervised accordingly and reporting through the Financial Intelligence Unit's platform, and a firm that looks blank at the question has a compliance gap that will eventually be your delay. And ask what happens to the file if you leave: the portal credentials, the address of record and the immigration delegation are the parts that are awkward to move afterwards, as the formation was the one-off sets out.

Where partner status is the wrong thing to shop on

Your answer is a mainland licence. No partner commission exists on the mainland side of the line, so a long partner list tells you nothing about the firm's competence at the file you actually need. Ask instead who drafts the constitutional documents and who attends the notary.

Your activity sits under an external regulator. Financial services, virtual assets, healthcare, education, food, insurance broking. The licence is the last step, not the first, and a zone's partner has no standing with the body that has to clear you. You need specialist counsel leading, from the beginning.

You are forming offshore. A UAE offshore company is not licensed by a free zone and no partner programme applies to it. What it requires is a licensed corporate agent — a different appointment, mandatory, and permanent for the life of the company. A UAE offshore company is a holding container covers that requirement.

You are choosing on the length of the partner list. A firm appointed by a dozen authorities has a dozen products to sell, which is more inventory rather than more impartiality. A shortlist of two zones with reasons attached is worth more than a logo wall, and the six questions that get you from more than forty zones to that shortlist are on our free zone company formation page.

Your formation is genuinely simple and the zone sells direct. One shareholder, one common activity, no external approval, no corporate parent. Several authorities will take that application from you unaided. The fee buys sequencing judgment, and where there is almost no sequence to get wrong there is little to buy — every check worth running on a formation consultant sets out when the authority's own channel is the better route.

You may not need a company this year. A solo consultant with overseas clients may be under the natural-person threshold and need nothing at all, and somebody whose real problem is tax residency at home is not solved by a UAE licence. Nobody earning a commission on the licence reaches that answer quickly. Working alone in the UAE walks the alternatives.

What to put in writing before you pay a deposit

  1. The partner reference for every appointment claimed, so you can confirm it with the authority yourself rather than taking anyone's word for it.
  2. The authority's charge and the firm's fee on separate lines, with the authority's own receipt, in the company's name, for each government charge.
  3. The shortlist and the reasons, in writing: which two or three jurisdictions were considered, and why the others were excluded, expressed as facts about your business.
  4. The mainland comparison, priced, even where the recommendation is a free zone. Where it is missing, you were sold a product rather than advised on a structure.
  5. Whether the firm earns anything on premises, banking introductions or any third-party supplier in your file, with the underlying charge shown on its own line.
  6. The year-two total, on the same lines as year one plus the ones year one could not contain — the licence renewal, the premises at market, the immigration file, accounting, and the firm's own renewal fee. Corporate tax applies at 9% on taxable income above AED 375,000 and 0% at or below it whatever the licence says on its face, and the first return falls due in year two.
  7. Who holds the portal credentials, the address of record and the immigration delegation if you change provider later — the one cost nobody quotes at all.

Those seven lines are most of the protection a buyer of this service actually has, and how each of them is answered here is set out on our business setup consultants in Dubai page.

Frequently asked questions

Is a channel partner appointed by the UAE government?

By a free zone authority, which is a government body, under a commercial arrangement — not by any federal accreditation scheme, because none exists. The distinction matters because the appointment is about distribution, not competence. It says the authority is content for the firm to sell and submit its licences. It says nothing about whether the firm should be selling you that licence.

Does partner status make my licence issue faster?

It removes a handful of days of friction: a file that enters correctly the first time, and a named person to chase when it stalls. It does not shorten the authority's own review, the consular chain behind any foreign corporate document, or an external regulator's clock. Where a firm promises a date, ask which of those three it proposes to compress. The setup clock starts at a complete file explains what actually governs the timetable.

If the zone pays them, am I paying twice?

No — you are paying once, and part of it is being shared behind the invoice. That is why the split between the authority's charge and the firm's fee is the only structural protection available to you: once both numbers are visible, the commission cannot be hiding inside either one.

Can I go direct to the free zone instead?

Usually yes, and for a simple file it is often the cheaper route. What you take on is the sequence — the name, the activity list, the premises, the immigration file and the order they have to happen in — and the risk of paying for one step twice because an earlier one was wrong.

Does a partner firm get me a better licence price?

It gets you the authority's current terms instead of a reseller's, which is not the same as a discount. The authority publishes its charges, so check the exact package quoted against the zone's own schedule. Where the quoted figure sits above it, the difference is the fee, whether or not anyone showed it to you as a line.

How many partner appointments should a firm have?

It is the wrong question, and it is the one the marketing is built to invite. Ask instead which two zones the firm is recommending for your activity, and why each is on the list. A reason expressed in terms of your customers, your premises and your visa count is a recommendation. A reason expressed in terms of the firm's relationships is inventory.
