How to Start a Garments Trading Business in Dubai
Two of the gates on a garments file are not held by any authority. They are held by the brand owner and by the retailer, and they are the two that decide whether the stock can be sold at all.

How to Start a Garments Trading Business in Dubai
Two of the gates on a garments file are not held by any authority. A licence lets you trade and a customs code lets you import, and neither of those gets a single garment onto a shelf. What does that is permission from whoever owns the name on the label, and a buyer at a retailer or a platform agreeing to carry it. Both are commercial decisions made by private parties, both come before the money is spent rather than after, and both are routinely left out of the plan by people who have thought carefully about the licensing and not at all about the other two.
Garments Trading is the widest clothing line on his sheet, and the breadth is the attraction and the trap together. It will carry a brand distributor, a wholesaler shipping into Africa, an own-label e-commerce seller and a shop on a high street, all under one activity. It will also let somebody spend a year discovering that the business they actually wanted was one of the narrower lines three sections down this page.
six gates, four holders, two of them private
The emirate's economic department
- The trading activity itselfFirst; nothing else can be arranged until it exists
- Premises recorded against the licenceWith the tenancy, not after it
The emirate's customs authority
- A customs code in the company's own nameBefore the first consignment is declared
- Entry of the goods, on their declared compositionAt every consignment, every time
The brand owner, not an authority
- Permission to sell a protected labelBefore the stock is bought, not after it lands
The retailer or the platform
- Shelf space the garment has to earnEvery season, repeatedly
Read the grouping rather than the list. Four of the six gates sit with two public bodies and are, in the ordinary case, procedural: they have conditions, the conditions are knowable in advance, and ConsultZone confirms them for the emirate and the activity mix in question. The remaining two are negotiations, and they do not work on a timetable. A distribution right is granted or withheld on terms somebody else writes. Shelf space is won on a sales history you do not have yet. Those are the two gates that strand stock in a warehouse.
CZ 267 — Garments Trading
Buying is the whole skill, and it happens before any customer exists
Nobody makes money in clothing at the till. The margin was decided months earlier, when somebody committed to a quantity, a colour and a ratio of sizes for a season that had not started. Everything that was judged correctly sells at full price. Everything that was judged wrongly becomes markdown, and markdown is not a discount — it is the recovery of cash from a mistake already made.
That is why experienced garment traders talk about their buy rather than their sales. The buy is where the risk is taken. The sale is mostly the consequence of it.
What the line covers
Buying, importing, holding, exporting and selling finished clothing of any kind: outerwear, shirting, trousers, dresses, knitwear, denim, abayas and kanduras, nightwear, underwear, swimwear, sportswear, children's and infants' clothing. Under this activity the garment arrives made and you sell it made. The buyer may be a shop, a wholesaler, a platform, an institution or a person over a counter — the activity is indifferent to which, and that is exactly what makes it the broad line.
Re-export is a larger part of this trade than retail
A great deal of clothing moves through the UAE without ever being bought by anybody who lives here. Containers arrive from South and East Asian makers, are broken into smaller consignments and go on to markets across the Gulf, the Levant, East and West Africa and the Caucasus. For a trader working that flow the UAE is a sorting and credit function rather than a consumer market, and the whole shape of the business changes: the stock is in transit rather than on display, the customer is a wholesaler with a letter of credit rather than a shopper, and sizing follows the destination market rather than the local one.
That distinction matters more than any other when choosing where to incorporate, and it is dealt with properly below under who the line suits.
What goes wrong
Three things, in roughly this order of frequency. Sizes bought to the wrong curve, so a rail sells out of medium in a fortnight and still has extra-large in it at the end of the season. Colour and fabric judged from a digital image and a swatch posted from a factory, which is not the same as the garment. And goods that arrive differing from the sample in a way that is obvious to a customer and arguable with a supplier eleven time zones away — which is why inspection before shipment is cheap insurance and why the traders who skip it skip it exactly once.

Adjacent lines people confuse with it
His own sheet carries several lines that overlap this one, and picking the narrow one deliberately is usually better than taking the wide one by default.
CZ 341 — Readymade Garments Trading is the stock-led reading of the same trade: finished clothing bought in a size run and sold exactly as it is, nothing altered. If the plan is a shop or a wholesale stockroom, that is the more precise description of it and it carries the same goods.
CZ 144 — Wholesale Of Clothing, Including Sports Clothes is the wholesale-only reading. It describes selling on to businesses rather than to the public, which is a different premises requirement and a different conversation about volume.
CZ 266 — Garments Accessories Trading is not clothing at all. It is the components a garment is built from — buttons, zips, thread, labels, interlining — plus, on one reading of the name, the belts and scarves worn with an outfit. A trader who wants to supply makers rather than wearers belongs there.
CZ 139 — Wholesale Of Textiles, Clothing And Footwear and CZ 146 — Wholesale Of Footwear reach wider and narrower respectively. CZ 363 — Textile Trading is cloth rather than clothes, sold by the roll to whoever will cut it.
CZ 03 — Manufacture Of Wearing Apparel, Except Fur Apparel and the tailoring lines from CZ 04 to CZ 10 are making, not trading. The line in the sand is unambiguous and it is worth stating plainly: under a trading licence nothing is cut, sewn, embroidered or altered. Offering alterations on garments you have sold is a service with its own licensing, however small it looks beside the retail operation, and it is the most common unintended breach on this line.
Who is this for?
Brand distributors
Companies taking the market for a label somebody else owns. The licence is the easy part; the distribution agreement is the business, and its minimum commitments, territory and term decide whether the venture works. Settle that document before committing to premises, because its volumes dictate the premises rather than the other way round.
Own-label builders
Founders designing a range, having it made to their specification and selling it under their own name. Under this line they trade it; they do not make it. The attraction is the margin and the control of the brand. The cost is that every unsold unit is theirs, with no supplier to share the risk and nobody to take returns.
Re-export wholesalers
Traders breaking bulk for onward markets. Goods that never enter the UAE market and are invoiced to buyers abroad sit naturally in a free zone, which is built for exactly that movement. Goods sold to UAE businesses or UAE consumers point to a mainland licence instead. Most real businesses do some of both and the honest answer is a structure that reflects the actual split rather than the one with the lower headline cost — that is a decision to make on the numbers for the specific case.
Shop and platform retailers
Operators selling to the public, in a unit, a concession or a marketplace listing. Here the brand-owner gate and the shelf-space gate from the exhibit are the operative ones, and the licence is the least of the three. A platform's category approval and a mall's tenancy criteria are both commercial judgements about a trading record, and a new company has to find its first stock a route to market that does not depend on having one.

Activities that sit beside this one
Most licences carry more than one activity. Adding a neighbouring line at the application stage costs a fraction of amending the licence afterwards.
