How to Start an Economic Advisory Business in Dubai
An economic advisory engagement ends in a number. What the client is paying for is not the number's accuracy, which nobody can verify in advance, but whether it holds up when somebody with an opposing interest takes it apart. That is the whole commercial proposition of economic advisory, and it explains why the work looks so different from the inside than it does from the outside: most of the hours go into the method, the sourcing and the written reasoning, and the figure that gets quoted in the headline is the last paragraph written.
The distinguishing feature of this line is that the question is always about something outside the client's own walls. A business can audit its own costs and forecast its own sales from its own records. It cannot tell itself what demand in a sector will do, what a tariff change does to a supply chain, what a project adds to employment in an emirate, or what a competitor's entry does to a price. Those questions need somebody whose method can be published and defended, because the answer is going to be read by a tribunal, a credit committee, a board that is already divided, or a policymaker who will be asked to justify the decision later.
That audience is why this line sits apart from the rest of the consultancy family. Management advice is taken privately and can be wrong quietly. An economic opinion is taken into a room where somebody is paid to disagree with it.
The buyer needs a figure that will survive being argued with
Five buyers account for most of the work on this line, and they want quite different documents.
The promoter with a capital decision. A developer, an operator or an industrial group deciding whether to commit to a scheme whose returns depend on a market it does not control. It has its own construction costs and its own operating model; what it lacks is a defensible view of demand, pricing and the competitive response.
The lender or the investment committee. Not the borrower — the party on the other side, wanting an independent read on a sector before it commits. This is the most demanding buyer and the most valuable one, because it reads the assumptions rather than the conclusion and will fund more work when the first piece is sound.
The disputing party. A law firm or a company quantifying a loss, a delay or a lost opportunity for a tribunal or an arbitration. Here the method is examined by an opponent whose job is to discredit it, and the practice's reputation is the asset actually being hired.
The public or semi-public body. An impact assessment before a policy, a programme or a scheme — jobs, output, the effect on a sector, the cost of doing nothing.
The trade body or the chamber. A position paper that has to be credible to government and useful to members at the same time, which is a harder brief than it sounds.
Where each of those buyers sits determines where the licence sits, and the pattern is clearer than it is on most service lines.
five kinds of question, two destinations
- Work commissioned by UAE government and semi-government bodiesPublic bodies generally contract with mainland suppliers
- Developers, banks, insurers and trade bodies inside the countryBoth the client and the decision sit inside the local market
- Expert evidence for a UAE court, tribunal or arbitrationThe forum is domestic and the engagement follows it
Mainland licence
- Sector research for overseas clients about overseas marketsNothing is being sold into the UAE market
- Regional work for a multinational's own head office hereThe country is the desk rather than the market, and the client is the group
Free zone licence
The marked row carries most of the volume, and it is the reason a practice intending to serve domestic clients should decide the structure before the first proposal rather than after it.

What the licence lets you argue, and what it does not let you sign
Under this activity a firm may build models and forecasts, assess the economic impact of a project or a policy, quantify a loss or a delay, study demand and pricing in a sector, benchmark one market against another, and write all of that up as an opinion the client takes forward in its own name. That is a wide permission and it is the substance of the line.
Four things sit outside it, and each has caught a practice out.
A valuation signed for a statutory or accounting purpose is a different exercise with its own professional licensing. An economic opinion about what an asset is worth in a market is advice. A valuation certificate relied on for a filing, a transaction or a set of accounts is not, and the distinction is the use rather than the arithmetic.
Advice naming an instrument to buy or a lender to approach moves the work onto a line licensed and supervised on its own terms. This catalogue carries those separately as Investment advisory services (CZ 286), Investment Consultancy (CZ 287) and Financial consultancy (CZ 253), and the separation exists because the obligations differ. Saying that a sector will grow is economics; saying which security to hold because of it is not.
An audit opinion is a separate profession, approved as such, and no consultancy licence substitutes for it.
Publishing a figure as though it were an official statistic is the subtlest of the four. A practice may model and publish its own estimate with its own method attached. Presenting an estimate as a national figure, or in a form that implies it came from the body that produces national figures, is a misrepresentation whatever the arithmetic behind it.
The nearest neighbour in this catalogue is Feasibility Studies Consultancies (CZ 252), and the boundary is worth drawing because clients genuinely cannot see it. A feasibility study asks whether one specific project stands up. Economic advisory asks what an external variable is going to do. A feasibility study frequently commissions the second as an input to the first, which is why the two lines are complementary rather than competing.
A desk business with a library, and the conditions that follow
Nothing about the premises is exotic. A trade licence carrying the activity, an official office address held against it, work permits for the analysts, and enrolment and filing on the practice's own fee income once the thresholds are met. The exact conditions depend on the emirate and the licensing authority, and ConsultZone confirms them against the specific case.
Three practical conditions matter more than the office does, and they are the ones a first-year plan usually omits.
Data is the capital item. This line has no stock and no plant, which makes it look cheap to start, and then the subscriptions arrive. Statistical series, market and pricing data, trade flows, sector databases — licensed at an annual cost, frequently with terms restricting what may be republished in a client deliverable. A practice that has not read those terms will eventually breach one inside a report, and the report is the evidence.
The named individual is the credential. Institutional and disputing clients ask who specifically is doing the work before they ask what it costs, and in an arbitration the answer becomes part of the record. On a line whose product is reasoning, a practice cannot hide a junior behind a brand.
Professional indemnity cover is asked for before signature. Not by every client, but by every client whose decision is large enough to be worth having, which is the same set of clients a practice is trying to reach.

Activities that sit beside this one
Most licences carry more than one activity. Adding a neighbouring line at the application stage costs a fraction of amending the licence afterwards.
