How to Start a Feasibility Studies Consultancy Business in Dubai
A feasibility study is rarely commissioned in order to find out whether something works. The promoter has usually decided. It is commissioned because somebody with the power to refuse — a lender, an investment committee, a landlord, a licensing body, a family board, a joint-venture partner — has asked for one, and will not move without it. Understanding that is the difference between a practice on this line that wins repeat work and one that writes very good documents nobody acts on.
The consequence is a rule that sounds cynical and is simply operational: the study has an audience, and the audience decides the format. The same project, assessed with the same honesty by the same analyst, produces a different document for a credit committee than for a client's own board. Not a different conclusion — a different structure, a different order, a different section carrying the weight. A practice that writes one template and posts it to every reader is failing the one requirement its client actually has, which is that the person holding the decision finishes the document and is satisfied.
Feasibility Studies Consultancies is a line where the craft is the reader as much as the arithmetic.
A study is three documents in one, and the weakest of them decides it
Every genuine feasibility study contains three assessments, and a study is only as strong as whichever of them is thinnest. Clients consistently commission the one they find interesting and expect the other two to come free.
The market assessment asks whether there is demand, at what price, from whom, against which competitors, and what happens when the obvious competitive response arrives. This is the section promoters most want to skip because they believe they already know their market, and the section a lender reads first because the promoter's confidence is exactly what it is testing.
The technical assessment asks whether the thing can actually be built and operated at the stated scale, on that site, with that input, with people who can be hired. It covers the plant, the process, the utilities, the logistics in and out, and the approvals the operation will need. Where a project involves regulated goods or premises, this is the section that establishes whether the conditions are satisfiable at all — and the honest answer is sometimes that the project is viable everywhere except on the site the promoter has already paid a deposit on.
The financial assessment brings the first two together: capital cost, operating cost, working capital, the revenue build, and the return. The number at the end is the least interesting part of it. What a serious reader examines is the sensitivity work — which assumption has to hold for the conclusion to survive, and how far it can move before the project stops working.
What a study is not
It is not a business plan. A plan argues for a course of action and is written to persuade; a study tests one and must be able to conclude against it. A practice that cannot write "not on these terms" has no product, because a study that always says yes is worthless to the only reader who matters.
It is not a valuation, and it is not an audit. It is not investment advice: recommending that a reader put money into a named venture is a line licensed on its own terms, carried separately in this catalogue as Investment advisory services (CZ 286) and Investment Consultancy (CZ 287).
And it is not Economic advisory (CZ 242), although the two are regularly bought together. Economic advisory answers a question about an external variable — what a sector, a price or a policy will do. A feasibility study answers a question about one specific project's own viability, and frequently commissions the first as an input to its market section. Project Development Consultant (CZ 335) and Project Management Services (CZ 336) sit on the other side: they take a project forward once this document has said it stands up.

Almost nobody commissions a study to find out the answer
The buyers divide by who is asking for the document rather than by sector, and the three principal readers want measurably different things.
three readers, judged on the same six rows
| Judged on | A lender's credit committee | A licensing body or a landlord | The client's own board |
|---|---|---|---|
| Wants the downside case before the upside | Yes | Rarely | Sometimes |
| Reads the assumptions rather than the conclusion | Yes | No | Yes |
| Needs the technical section to stand alone | Partial | Yes | No |
| Cares who signed the document | Yes | Yes | No |
| Will accept a conclusion of "not on these terms" | Yes | No | Yes |
| Fixes the format before you begin | Yes | Yes | No |
The column the practice should build its method around is the first one, and for a commercial reason rather than a principled one. A document that satisfies a credit committee satisfies the other two readers as a by-product; a document written for a promoter's own board almost never survives a lender. Writing to the hardest reader by default is cheaper than writing twice.
Beneath those three sit the recognisable clients. The promoter who needs funding and has been told to come back with a study. The established business entering a sector it does not know, where the study is bought as insurance against its own confidence. The family group where two generations disagree and an outside document is the only thing both will read. The company required to produce one as a condition of something — a plot, a facility, a partnership. And the public or semi-public body testing a scheme before it commits, which is the most procedurally demanding buyer and the most durable.
Where the licence sits, and why the client's reader decides it
This is advice delivered as a document, so both structures can carry it and the choice is driven by who the clients are rather than by what the work is.
A mainland licence is the straightforward answer for a practice serving UAE promoters, UAE lenders, government and semi-government bodies, and projects that will be built and operated inside the country. Public-sector and semi-public work in particular generally contracts with mainland suppliers, and that single fact decides the structure for any practice intending to compete for it.
A free zone licence suits a practice whose clients are overseas, whose projects are overseas, or which is the regional research arm of a group based elsewhere. Where nothing is being sold into the local market, the zone's limits do not bite on the work.
Two points of nuance are worth stating plainly, because they are where assumptions go wrong. A study written for a free zone's own gatekeeper is still the client's document, submitted by the client, and writing it does not require the practice to be inside that zone. And the question that matters is not where the project is, but who is paying the invoice and where the decision is being taken — a practice in either structure can study a project anywhere; what the structure governs is who it may contract with.
Beyond that, the conditions are ordinary: a trade licence carrying the activity, an official office address held against it, work permits for the analysts, and enrolment and filing on the practice's own fee income once the thresholds are met. The exact conditions depend on the emirate and the licensing authority, and ConsultZone confirms them against the specific case. The one commercial condition no licence mentions is that serious readers ask who signed the study before they read it, so on this line the named individual is part of the permission in practice even where it is not in law.

Activities that sit beside this one
Most licences carry more than one activity. Adding a neighbouring line at the application stage costs a fraction of amending the licence afterwards.
