How to Start an Education Support Services Business in Dubai
A school does not buy when it needs something. It buys in the weeks before an academic year begins, against a budget set months earlier, and then it stops. For a supplier that single fact outweighs the market size, the pitch and the price: a service that is not contracted before term starts has lost not a deal but a year, because the school has already built its timetable, allocated its rooms and told parents what it offers. Everything else in this business is downstream of that calendar.
Education support services covers the work a school, a nursery, a training centre or a university needs that is not the teaching itself. The institution is the buyer, the parent is sometimes the payer, and the work is judged by whether it survived a term without a complaint reaching the principal.
The commercial attraction is the renewal pattern. An institution that has absorbed a supplier into its operating rhythm — its admissions cycle, its assessment weeks, its transport routes — does not change supplier casually, because the cost of a bad switch lands on children and on parents, both of whom complain upward. Multi-year arrangements are normal and genuine. The price of that stability is that the first year is nearly all cost: tendering, references, clearances and a term of proving yourself before anybody considers a second contract.
Who buys support, and when they buy it
Private schools and nurseries
The core market. They run lean on administration, so the functions that get outsourced are the ones that spike: admissions handling during enrolment season, assessment logistics, transport coordination, event and trip organisation, and specialist support for individual learners.
Training centres and higher education providers
They buy differently — more systems and operations, less pastoral work. Student information systems, timetabling, learning platform administration and examination administration are all bought as services here, often from a supplier who never meets a student.
Education groups and operators
A group running several campuses is the most valuable account in the sector, because one procurement decision covers multiple sites and the contract is usually written centrally. It is also the slowest to win and the one most likely to require audited credentials.
Parents, as a secondary market
Some services — assessment preparation, learning support referrals, enrichment programmes — are sold to the family rather than to the institution, with the school acting as the channel. Different cash cycle, different complaint path, and worth planning for separately rather than treating as the same revenue.
six gates, and the school holds the one you cannot appeal
The emirate's economic department
- The trade licence carrying this activityFirst; nothing is contracted before it
The education authority for that emirate
- Whether the service counts as teaching rather than supportBefore the proposal is written, not after it is accepted
The school itself, under its own safeguarding rules
- Access for your staff to a school siteEvery term, and it can be withdrawn without notice
The federal labour ministry
- Work permits for the support and specialist staffOnce the licence is cut
The institution's own governance, months before term
- Whether the budget exists at all this yearEarlier than any supplier's sales calendar
The Federal Tax Authority
- Tax enrolment on the service fee once the thresholds are metAlongside the licence, not at the first year end
The third row is the one that surprises people from other service sectors. A school controls who stands in front of its pupils, and that control is exercised under its own safeguarding policies rather than under your contract. A member of staff can be refused site access for reasons the school is not obliged to explain, which makes depth of cover an operational requirement rather than a nicety.

Support, not teaching — where the line falls
This is the boundary that decides which licence is correct, and getting it wrong is expensive because it is usually discovered mid-contract.
You may administer admissions and enrolment processes; coordinate transport, trips and events; supply and implement education technology and student information systems; administer assessments and examinations as a logistics function; provide operational and facilities support inside an institution; and supply materials, equipment and resources.
You may not deliver the curriculum. Teaching, and anything that amounts to instruction leading toward a qualification, is licensed on its own terms by the education authorities — in Dubai that oversight sits with the Knowledge and Human Development Authority, and the Ministry of Education holds education matters federally. A support licence is not a teaching permission and does not become one because the teaching is delivered inside somebody else's licensed school.
You may not award or imply a qualification. Certificates, grades and progression statements belong to the institution that is permitted to issue them. A support supplier whose marketing suggests otherwise creates a problem for its own client.
Recruitment is its own licensed activity. Helping a school find teachers is sourcing and supplying workers, which the federal labour ministry controls on its own terms. It is a common and reasonable thing for a support business to want, and it has to be licensed deliberately rather than absorbed.
Tutoring is the ambiguous one, and should be settled in advance. Depending on how it is delivered, to whom, and whether it is framed as instruction, tutoring can fall on the teaching side of the line. The correct approach is to describe the intended service precisely to the licensing and education authorities before building a business model on an assumption, which is work Consultzone does at the outset.
Site access matters more than square metres
For most of this line the premises requirement is modest — an office, a store for materials and equipment, and somewhere to brief staff. The real conditions are about where the work happens.
Your staff work on somebody else's premises, under their rules. Safeguarding clearances, site induction, identification, supervision ratios and term-time access are set by the institution. Plan for the administration of that, because it recurs every term and every time a staff member changes.
Equipment and materials need storage and a delivery window. Schools accept deliveries when they are not teaching. A business supplying physical resources is working inside a narrow logistics calendar, and storage between terms is a cost it carries alone.
Transport-related work carries its own permissions. Where a service touches vehicles and the movement of students, the vehicle and driver permissions are a transport matter in their own right and are governed separately from the education contract.
A back office is needed in the quiet months. The institution closes; the supplier does not. Fixed cost continues through the recess, and a plan that does not fund the quiet half of the calendar is a plan that struggles in its first July.

Activities that sit beside this one
Most licences carry more than one activity. Adding a neighbouring line at the application stage costs a fraction of amending the licence afterwards.
