How to Start a Financial Support Services Business in Dubai
Nothing in finance happens inside a single firm. A card payment that settles overnight, a securities trade that matches and then clears, a fund that strikes a price before the market opens, a loan book that balances against a bank statement — each of those is the output of an operations team, and in a growing share of cases that team does not work for the firm whose name is on the product. ConsultZone's catalogue carries that layer as Activities auxiliary to financial service activities, except insurance and pension funding, and the unwieldy name is doing real work. It marks out everything performed for a financial business and its transactions, while leaving the financial business itself — and the whole of insurance and pension funding — on separate lines.
That distinction is the entire proposition. A firm on this line holds nobody's deposit, carries nobody's credit risk and recommends nobody's investment. It is paid to make the machinery behind those things run, and to keep running it on the morning the client's own staff cannot. The offer is narrower than "financial services" and considerably more durable, because a client who has moved a function out is slow to move it back.
CZ 202 — Activities auxiliary to financial service activities, except insurance and pension funding
Read the name in three parts and the scope resolves cleanly. Auxiliary means the work supports a financial transaction without being the transaction. Financial service activities fixes whose transaction it is. Except insurance and pension funding removes two whole industries that have their own classification and their own supervision, so an operator who intends to administer policies or run a scheme is on the wrong line before the file opens.
Transaction and settlement work
Taking in instructions, matching them, pushing them to settlement and proving afterwards that what settled is what was instructed. The work is defined by its deadlines rather than its difficulty: a cut-off is a cut-off, and a file that arrives after it is somebody's problem by the next morning.
Administration and valuation of pooled vehicles
Striking prices, maintaining holder records, producing statements and assembling the periodic reporting a vehicle's own governance consumes. This is the most relationship-heavy part of the line, because it is annual work with a quarterly rhythm rather than a sequence of projects.
Back-office and control functions taken over whole
Reconciliation, exception handling, client onboarding checks, document review, and screening operations run on behalf of a supervised firm. The client is buying capacity and a repeatable record, and the record is frequently the more valuable half.
Platform and processing operations
Running the systems other people's products sit on — the processing that turns an authorisation into a credit on somebody's statement, or a message into a matched position. Revenue is volumetric, and so is the exposure when something stalls.
Market and infrastructure support
Services sold to venues and intermediaries rather than to end customers: data operations, reference-data maintenance, reporting assembly, corporate-actions processing. A small buyer universe, long contracts and slow decisions.
Almost nothing on this line is billed by the hour. The fee attaches to a unit of work — per transaction processed, per account administered, per fund valued, per seat on a platform, per statement produced — and it repeats for as long as the client's own volumes repeat. That makes the economics plain and unforgiving. The platform, the controls and the evidence trail cost roughly the same whether one client uses them or ten, so the first client pays for the build and the fifth produces the margin. Growth is a matter of filling capacity already paid for, which is why operators on this line pursue their second and third client with more urgency than their first.
- Write down exactly which functions you will perform, and for whomDecides the licence line, and everything downstream of it
- Trade licence carrying the matching activityCreates the company and allows the fee to be invoiced
- Establish whether any function on your list is a supervised activity in its own rightSettles whether a trade licence alone is enough to sell it
- Premises recorded against the licenceFixes the visa allocation an operations team needs
- Controls, deadlines and evidence written into the client contractDecides who answers when a cut-off is missed
- Tax enrolment on the fee income, once the thresholds are metDecides how the fee is invoiced and what the client can recover
The third row decides whether this activity is the right purchase at all. Several functions a reader would naturally bundle into "support" are supervised activities when performed rather than supported — holding client money, moving it, taking custody of assets, or standing between a buyer and a seller for a fee. Work of that kind is licensed on its own terms in the UAE and is not something a general trade licence covers. The useful discipline is to write the function list before choosing the activity, never afterwards.

The lines this one is mistaken for, and the boundary each time
Four of ConsultZone's other financial-services activities sit close enough to be chosen in error, and in each case the boundary is a single question.
Payment Services provider — CZ 323
A processor runs somebody else's payment product; a provider offers its own. The test is whose funds touch the arrangement. If money at any point rests in an account the company controls, the company is doing the supervised thing rather than supporting it, and this line will not carry it.
Trustee, fiduciary and custody services on a fee or contract basis — CZ 365
Both are fee-earning service work for financial clients. The difference is title and discretion: a custodian or a trustee holds assets, or holds them to somebody's order, and that duty is itself the activity. Administering records of assets held elsewhere is support; holding them is not.
Investment advisory services — CZ 286 — and Investment Consultancy — CZ 287
Those lines produce a recommendation about what somebody should own. This one produces an output about what somebody already owns. A support firm that begins answering "should we buy it" has crossed into a line licensed on its own terms, however the engagement letter is worded.
Other Financial Service Activities, except insurance and pension funding — CZ 313
The nearest neighbour and the easiest confusion, because the two names share a clause. CZ 313 is for performing a financial service that has no better home in the catalogue. CZ 202 is for supporting one. The choice is not cosmetic: it changes what the licence allows the company to sell.
Accounting and book-keeping — CZ 201 — is a separate matter again. It records what a business did, for any business at all. This line is operations work, for financial businesses, against their deadlines.
Who buys a support function rather than building one
The buyer is almost never a start-up. It is an established financial firm with a function that has outgrown the people doing it, a cost base its own board has asked it to flatten, or an operational expectation it can meet faster by buying evidence than by building it.
Regional arms of international groups are the clearest case. A UAE office required to produce the same operational record as a parent elsewhere, with a fraction of the headcount, has an arithmetic problem that a service provider solves.
Managers and intermediaries scaling up reach a point where every new mandate adds operational work rather than judgement. Moving the first kind out is how the second kind stays affordable.
Groups with their own finance machinery sometimes take this line to serve themselves and then sell the spare capacity outward, which is a different company with a different licence from the one they already hold.
Technology businesses already serving financial clients often find their contract has quietly become an operations contract. The honest remedy is usually the activity line rather than the wording.
What every one of them is actually buying is somebody who is accountable at a cut-off. The specific permissions, conditions and premises that attach to a given function depend on the emirate, the licensing authority and the exact scope of work, and ConsultZone confirms those against the function list rather than against a package.

Activities that sit beside this one
Most licences carry more than one activity. Adding a neighbouring line at the application stage costs a fraction of amending the licence afterwards.
