How to Setup a Turnkey Projects Contracting Business in Dubai

A turnkey contractor sells one point of accountability from design to a working facility. Contracting on this basis means absorbing the interface risk between every discipline, and pricing it.

Topic summary

Turnkey describes what the client does at the end

He turns a key and the facility works — the plant runs, the kitchen cooks, the clinic opens. Everything between the brief and that moment belongs to one company, which is selling the removal of coordination rather than construction.

The product is risk transfer, and it has to be priced

In conventional procurement the client holds the gaps between designer, mechanical and electrical. Under this contract the gaps are yours, found late and paid out of margin. That is why the discipline lives in the contract, not the trades.

Trades are knowable, interfaces are not

The duct with nowhere to run, the panel built for a load that changed, the slab poured before the equipment base was fixed. A contractor who prices the trades accurately and the interfaces optimistically has bought a loss.

Close the brief before you close the price

A fixed price against an open scope is a donation. The performance the facility must achieve, the standard it is built to and the extent of the works have to be written in terms that can be tested at handover.

Commissioning is a phase, not a weekend

Every turnkey job is judged at handover, and handover is where deferred problems arrive together. A programme with no real commissioning time in it has already lost the retention money.

The licence is permission to be responsible, not to build everything

Fire systems, lifts, electrical distribution, gas, refrigeration and structural work are executed by firms approved for that work and named in your contract. Self-performing a package you are not approved for undoes what the client bought.

Design, supply, operation and manufacture are separate lines

Engineering consultancy and contracting are distinct activities and usually distinct entities. Supplying equipment is trading, running the facility afterwards is a service, and making what you install is industrial. Each must be on the licence to be lawful.

How to Setup a Turnkey Projects Contracting Business in Dubai

The word turnkey describes what the client does at the end, not what the contractor does in the middle. He turns a key and the thing works — the plant runs, the kitchen cooks, the clinic opens, the line produces to the rate in the contract. Everything between a brief and that moment is one company's problem, and the company that takes it on is not primarily selling construction. It is selling the removal of coordination from the client's life.

That is a risk transfer, and it is priced as one. In a conventionally procured project the client holds the gaps: the designer's drawings do not quite meet the mechanical contractor's equipment, the electrical package was priced before the process load was fixed, and the man who has to reconcile the three is the client's own project manager. Under a turnkey contract those gaps are yours, discovered late, and paid for out of your margin. Which is why the discipline of this business lives in the contract rather than in the trades.

The client buying this is buying one telephone number

The owner with no technical department. A family group building its first factory, a food operator fitting out a central kitchen, an investor completing a clinic or a school. They have capital and a use, and no engineer of their own to arbitrate between six contractors. What they want is a price, a date and somebody to blame, in that order — and they will pay a premium for the third.

The industrial buyer replacing a line. A manufacturer who wants a process delivered to a stated output, not a building with machines in it. This client is more demanding and better to work for, because his performance requirement is written down and testable, and a contractor who can meet a stated rate has an argument no competitor on price can answer.

The overseas principal with no local presence. A foreign operator or brand who needs a facility built in the UAE to a specification set somewhere else. He is buying local knowledge as much as construction, and interface risk is the thing he least wants to own from another time zone.

The public or semi-government buyer. Tenders written as design-and-build or engineer-procure-construct exist precisely because a single point of responsibility is administratively easier to hold. These files reward documentation and punish improvisation.

Where this is the wrong purchase. A firm that does one trade exceptionally well — joinery, electrical, air conditioning, steel — usually earns more as a specialist subcontractor than as a turnkey principal. Taking the main contract to keep the trade busy means carrying every other discipline's failures on a trade contractor's margin.

CZ 102 — Turnkey Projects Contracting

The line is the whole chain held together by one responsibility: taking a brief, developing or procuring the design, sourcing the equipment, executing the works through the relevant trades, commissioning the result and handing over something that operates. Fit-out, industrial installation, process plant, utility rooms, commercial kitchens, laboratories, cold stores and complete facilities are all delivered this way.

What the client is actually buying

Turnkey Design, then build Direct trade packages
Who carries a clash between two disciplines You The client The client
Who the client telephones when the date slips You, and only you Two parties, in turn Every trade separately
What the client knows when he signs The price and the date The design, then a price Neither, until the last package
Where your margin is won or lost The interfaces nobody priced The variation account The rates, and the hours
Who holds the specialist licences Your named subcontractors The trade contractors The trade contractors

The marked row is the one to read twice, because it is the whole difference between this line and every other contracting line. Trades are competitively priced and broadly knowable. Interfaces are not: the duct that has nowhere to run, the panel that arrives for a load that changed, the slab poured before the equipment base was confirmed. A turnkey contractor who prices the trades accurately and the interfaces optimistically has bought a loss and called it a contract.

Three things that decide whether the job pays

The brief has to be closed before the price is. A fixed price against an open scope is not a commercial arrangement, it is a donation. The performance the facility must achieve, the standard it is built to and the extent of the works belong in the contract in terms that can be tested.

Commissioning is a phase, not a weekend. Every turnkey job is judged at handover, and handover is where deferred problems all arrive together. A programme without real commissioning time in it has the retention money in somebody else's pocket already.

Payment has to follow the work, not the calendar. You are financing design, long-lead equipment and several subcontractors at once. Milestones tied to verifiable events, and the order in which they fall, matter more to survival than the headline contract value.

The specialists remain specialists

Absorbing the coordination does not mean absorbing the competence. Fire protection, lifts, electrical distribution, gas, refrigeration, structural work and anything touching a regulated process are executed by firms licensed and approved for that work, named in your own contract and answerable to you. Your value is that the client has one agreement and one date; their value is that the work is done by people who are permitted to do it. A turnkey contractor who quietly self-performs a specialist package he is not approved for has undone the only thing the client was buying.

What the line does not make you licensed to build

This is the most expensive misunderstanding on the activity, so it is worth stating flatly: a turnkey contracting licence is a licence to take responsibility, not a universal permission to execute every trade inside the scope.

Specialist categories keep their own gates. Fire detection and suppression systems require approval from the civil defence authority in the emirate concerned and are installed by approved contractors. Work affecting a building's structure, its façade or its permanent services goes through the municipality's own consent, with drawings by consultants qualified to sign them. Anything to do with regulated equipment or products — medical, food-contact, fuel handling, aviation, telecoms — answers to the authority for that sector regardless of who holds the main contract. Industrial installations carry national standards and conformity obligations of their own.

Design is a separate question again. Engineering consultancy and contracting are distinct activities and in most cases distinct entities, so a turnkey offering that includes design is usually assembled from a licensed consultant plus a licensed contractor rather than from one licence that pretends to be both. How that is structured is a decision to take before the first tender, not after an award.

And the ordinary boundaries still apply. Supplying equipment as goods is a trading activity. Operating or maintaining the facility after handover is a service line with its own basis. Manufacturing what you install is industrial. Each of those can sit alongside turnkey contracting where it genuinely belongs, and each has to be on the licence to be lawful.

The exact activity wording, the contractor classification the emirate applies, the approvals each specialist package attracts and what the licence costs to hold all depend on the emirate, the licensing authority and the scale of work intended. Those are confirmed for the specific case before anything is committed, because the classification a contractor is granted determines the size of project it may take, and that is not a detail to discover after a tender has been won.
