Topic summary

A decline costs weeks, and the clock belongs to the sale agreement

A rejected application leaves a mark the next lender can see, on a purchase that already has a date and money behind it. The whole value of the service is knowing the answer before anything is submitted.

Lenders differ more on how they read income than on price

A salary certificate is read one way and a set of company accounts quite another. Self-employed owners, commission earners, recent arrivals and non-residents are not weak files — they are unfamiliar ones, and unfamiliar files have to go to the right lender first.

The firm sells judgement about which bank, not access to banks

Any buyer can walk into a branch. What is being paid for is the order of approach and a file assembled the way that lender's credit team reads one. Consultants out of bank credit functions are selling the memory of a hundred queries.

The valuation, not the sale price, decides the loan

The lender appoints its own valuer and the figure that comes back sets the amount genuinely available. Managing the buyer's expectation about that gap is part of the work; influencing the number is not.

The consultant owns the first two gates and none of the rest

Establishing capacity and choosing the lender are the firm's. The written indication, the valuation, the final offer and the drawdown against the transfer all belong to the lender or the land authority.

Advising is not lending, and the gap is where the trouble lives

Advancing credit or taking in repayable funds is licensed on its own terms by the banking regulator. Property brokerage is a separate activity again, and so is the transfer itself. A firm receiving funds into its own account has crossed a line it did not mean to approach.

Say who pays at the first meeting, in writing

A success fee from the buyer and a commission from the lender are both ordinary and they do not point the same way. The question gets asked eventually; it is far better answered before an offer is accepted than after.

The office is mostly a document store, and that is the real condition

A live file is a stack of other people's financial lives. Who may see them, where they are kept, how they reach a lender and how long they are held after closing are decisions to make before the first file rather than after the first complaint.

How to Start a Mortgage Consultancy Business in Dubai

A declined application is not a neutral event. It costs weeks on a purchase that already has a signed agreement and money behind it, and it leaves a mark the next lender can see. The business of a Mortgage Consultant is to know, before anything is submitted, which lender will say yes to this buyer, this income and this property — and that knowledge is worth paying for precisely because it cannot be looked up.

Three things make a file hard, and the interest rate is none of them. The first is the shape of the income: a salary certificate is read one way and a set of company accounts quite another, and lenders differ more on that reading than on price. The second is the property itself, because a lender is taking it as security and has views about buildings, developers and completion status that no buyer anticipates. The third is the clock. A sale agreement fixes a date, and a buyer who misses it can lose what has already been paid.

So what the firm sells is not access to lenders. Any buyer can walk into a bank. It is the judgement about which bank, approached in what order, with the file assembled the way that bank's credit team reads a file. The consultant who has sat on the other side of that desk is selling the memory of a hundred queries, and that is the asset.

The buyer who cannot afford to find out the hard way

Self-employed owners and company shareholders. Income here is a set of accounts and a shareholding rather than a payslip. Some lenders are comfortable with it, some are not, and the ones that are comfortable want it presented in a particular way. Getting that wrong produces a decline that reflects the presentation rather than the borrower.

Commission and bonus earners. A basic salary that would not support the loan and variable earnings that comfortably would. How much of the variable element a lender will count, and over how many years it wants to see it, is the whole question — and it is answered differently across the market.

Buyers new to the country. Recently arrived, employed for months rather than years, with no local credit history and sometimes still inside a probation period. The file is not weak; it is simply unfamiliar, and unfamiliar files need to go to the right place first.

Non-resident buyers. Purchasing from outside the UAE, assessed on a different footing, with far fewer lenders participating at all. For this buyer the consultant's value is largely in narrowing the field before any time is spent.

Owners refinancing or releasing equity. A different transaction from a purchase. There is no sale deadline, which removes the pressure, but there is a valuation that may not agree with the owner's view of what the property is worth, which introduces a different one.

Developers and brokerage sales desks. Not buyers of the service for themselves, but operations that need their purchasers to complete. The commercial relationship is different from a retail client, and it is worth structuring deliberately rather than letting it grow informally — particularly on the question of who the consultant is actually acting for.

The people who run firms on this line generally come out of a bank's own credit function or a property brokerage. The first group knows what a credit officer will query. The second knows what a sale timetable does to a buyer. The firms that do well tend to have both at the table.

What you can and cannot do under this line

A consultancy permission is a permission to advise and to assemble. It is not a permission to lend, and almost all of the trouble on this line lives in the gap between those two things.

What the firm does is establish borrowing capacity before a property is chosen, read where each lender's appetite currently sits, assemble and present the file, manage the sequence against the sale timetable, and explain to the buyer what the final offer actually commits them to. That last item is undersold. A buyer who signs an offer they have not understood becomes a complaint two years later.

It does not lend, and it does not hold the buyer's money. Advancing credit and taking in repayable funds are activities of a kind licensed on their own terms by the UAE's banking regulator, with conditions and continuing supervision that no consultancy permission carries. A firm that finds itself receiving funds into its own account has crossed a line it did not mean to approach.

Acting as a lender's appointed agent is not the same as advising a buyer. Where a firm is to be paid by the lender for introducing business, it is operating inside somebody else's permission on terms that somebody else sets. That arrangement has to be established as what it is rather than assumed to follow from the consultancy licence.

It does not value the property. The lender appoints its own valuer, and the figure that comes back decides the loan — not the price written in the sale agreement, and not the consultant's estimate. Managing a buyer's expectation about that gap is part of the job; influencing the valuation is not.

It does not sell property. Real-estate brokerage is a separate licensed activity with its own professional conditions. A firm that intends to broker the sale and arrange the finance needs both permissions, and it needs to be candid with the buyer about holding both.

It does not handle the transfer. Ownership moves through the emirate's land authority and its own process, and the mortgage is recorded against the title there. The consultant sequences work against that date and does not control it.

One commercial question deserves answering in writing at the outset, because every buyer eventually asks it: who pays. A success fee from the buyer and a commission from the lender are both ordinary arrangements, and they do not point in the same direction. A firm that states its position plainly at the first meeting is in a far stronger place than one that is asked about it after an offer has been accepted.

Premises and practical conditions

The physical requirement on this line is modest. The handling requirement is not, and it is the part most new firms underestimate.

An office is needed because the work is meetings and paper. Buyers arrive with documents, sign in person and want somewhere to be told bad news privately. A desk in a shared space will carry a sole practitioner; a firm intending to employ several consultants and meet clients daily will outgrow it quickly, and the visa allocation attached to premises is a real constraint on a business that grows by adding people rather than stock.

The more serious condition is what the office contains. A live file is a stack of other people's financial lives: salary certificates, bank statements, liability letters, passports, title documents. Who may see them, where they are kept, how they are sent to a lender and how long they are retained after a transaction closes are decisions worth making before the first file rather than after the first complaint. Buyers rarely ask about it. The ones who do ask are usually the largest clients on the desk.

Location follows the clients. Proximity to developers' sales centres, brokerage offices and the lenders themselves shortens every step of the work, and a consultancy that is physically near the places where purchases are agreed hears about them earlier.

On structure, a mainland licence lets the firm take instructions from buyers in the UAE, meet them here and work directly with UAE lenders, which is the entire job for a practice serving the domestic market. A free zone licence gives an office and a straightforward incorporating process and can suit a firm whose clients are overseas purchasers, though a practice whose counterparties are all domestic has less to gain from it. The activity wording available and the conditions attached differ between jurisdictions, and the choice should be made against the client base rather than the package.

Work permits and labour contracts sit with the federal labour ministry whichever jurisdiction issues the licence, and a fee-earning firm carries tax obligations like any other, with enrolment and filing handled through the Federal Tax Authority. What the licence costs to hold, the activity wording obtainable and the approvals attached to it depend on the emirate and the licensing authority. ConsultZone confirms those for the specific case before anything is committed.
