Answered plainly
A PRO is a job title, not a permission — and only a short list of your transactions needs somebody else’s card
PRO work is not one service. It is several dozen separate government transactions, each with an owning authority, a permitted submitter and a prerequisite transaction underneath it.
The question worth asking is not whether your company needs a PRO. It is which of the several dozen government transactions your company will file this year somebody else is actually permitted to submit — because the answer is a short list, and everything outside it is a convenience you are free to buy or decline.
Start with the thing the brochures never say. No authority in the UAE licenses a Public Relations Officer. There is no examination, no public list of approved PROs, and no permission attached to the title. A PRO is either an employee of your own company, doing work your company is entitled to do, or a service sold to you by a firm holding an ordinary consultancy licence. The phrase describes a role, in the way "office manager" does. What is genuinely permissioned sits elsewhere: in your establishment's own accounts, in the named signatory the ministry recognises, in the private businesses an authority has connected to its system, and in a handful of professionals who appear on public lists.
That distinction is the whole of this page. Our PRO services page sets out the channels and what the working week looks like; this one sorts the transactions by who is allowed to press submit.
Every transaction has three properties, and mixing them up is where the money goes
Treat one government transaction at a time and three things decide how it behaves.
The owning authority. Labour transactions belong to the Ministry of Human Resources and Emiratisation. Entry permits and residence belong to GDRFA in Dubai or to the federal identity authority elsewhere. The licence belongs to an economic department or to a free zone. Tax belongs to the Federal Tax Authority. An authority answers only for its own transactions, and taking a labour matter to an immigration counter does not convert it.
The permitted submitter. This is the property nobody prices. For most transactions it is your own company, through an account it already holds. For some it is only the individual concerned, standing in a room. For a few it is a business the authority has connected to its system, or a professional on a published list.
The prerequisite. Almost every transaction has another transaction underneath it, and the dependency does not negotiate: the licence carries the immigration establishment card, the card carries the visa quota, the quota carries an entry permit, and the residence follows the medical and the biometrics. Break a link and everything downstream stops being possible, however correct it is in itself.
A quotation that lists twenty transactions at one rate has flattened all three properties into a single number. That is the specific failure this page is written to prevent.

Six classes of submitter, and only three of them exclude you
Read the first row against the fourth. The largest class by volume is the one you already have the permission for, and the class that genuinely excludes you is narrow and specific. Most of what is sold as PRO work lives in row one.

The transactions nobody can do for you at any price
This is the class founders discover late, usually after a flight has been booked around it.
The pattern is worth naming, because it changes what you are buying. In this class a firm sells preparation and sequencing, never substitution. Any pitch that implies otherwise is selling attendance at something you will still have to attend.
The transactions that genuinely need somebody else's card
Here a fee buys access you cannot obtain, and paying it is correct rather than lazy.
Two of these are worth a second look. The centre networks are authority-specific, so a firm describing one office that handles everything is describing a company that will itself visit two. And the professional list class is the only place in this entire subject where the word "accredited" carries a checkable meaning.
The ones that are yours, once two accounts exist

Most of the calendar sits here. The fuller task-by-task list, with each channel named, is on the PRO services page; the point of the short table below is different. These are the transactions where nothing stops you submitting, and where what actually blocks people is a prerequisite they did not know existed.
How to tell which class a line on your quote belongs to
Four questions settle it, and they take a minute each.
Which authority owns this transaction? If the firm cannot name one authority, the line is not a transaction. It is a description of effort.
Is it available on that authority's own channel? If it is, you are buying keystrokes and the rate should reflect it. If it is not, you are buying access and the rate is fair.
Does anybody have to be physically present, and can it be somebody other than the applicant? This separates attendance you can delegate from attendance you cannot.
Whose credentials will be used? The only acceptable answers are your establishment's account with the firm recorded as a named user, or the firm's own permission where it holds one. A firm using credentials nobody can attribute is building a dependency rather than delivering a service.
the four questions that settle a line on a quote
- Which authority owns this transactionA firm that cannot name one is describing effort, not a transaction
- Is it available on that authority's own channelOn it you buy keystrokes; off it you buy access
- Does anybody have to be physically present, and can it be somebody elseAttendance you can delegate, against attendance you cannot
- Whose credentials will be used
- Your establishment's account, with the firm recorded as a named userOr the firm's own permission, where it holds one
- Credentials nobody can attributeThe firm is building a dependency rather than delivering a service

What the engagement should say, class by class
A firm willing to write that down has understood the job. A firm that answers all six rows with the same sentence has not, and the sentence is usually that it handles everything.
Where handling your own transactions is the wrong answer
Where nobody in the business will hold the calendar. These transactions arrive on fixed cycles and nothing chases you. The establishment card is the classic failure, because unlike the licence it does not come with a bill. If no named person will own the dates, paying somebody to own them is a real purchase, and it should be bought with recorded, revocable access to your accounts rather than a password somebody else keeps. The renewal date everything else hangs on sets out the order.
Where the volume is genuinely high. A company moving staff continuously is running the same transaction dozens of times a month, and the case for someone doing nothing else is arithmetic rather than mystique. In the ordinary case the fee buys attendance and a calendar rather than permission, which is worth knowing before you compare two retainers.
Where the transaction is a dispute rather than a filing. A labour claim, an absconding record, an immigration ban, a refused application with no stated reason — none of these is liaison work. They need advice, and advice is a different purchase from submission. The distinction matters because the firms that sell submission most confidently are not always equipped for the other thing.
Where the class is not what you were told. The honest limit of this whole page: the six classes are stable, but which class a particular transaction sits in changes as authorities move services onto their own channels. A transaction that needed a counter two years ago may be three taps in an app today, and no vendor has an incentive to tell you that happened. Re-check the authority's own channel once a year, before you renew a retainer, and treat any class assignment here as something to confirm rather than to rely on.
And where you are in a free zone paying twice. If your zone is your licensing authority, your landlord and your immigration sponsor, an external retainer often buys a second version of somebody you already have. Check what the member portal and the account manager already cover before you sign anything on top.

Frequently asked questions
Is a PRO card a real thing?
Not as a licence to act for other companies. What is real is the authority's recognition of a named individual for a specific establishment — the labour signature card, and the authorised signatory on an establishment account — and that recognition attaches to your company, not to a profession. Separately, the staff of an accredited centre hold system access their employer was licensed to give them, which is what the phrase usually gestures at.
If everything is online, why does anyone still pay for this?
For three things that survived the move online: knowing which transaction has to happen before which, catching the clerical mismatches that cost a resubmission rather than a fee, and attending the steps that still need a body in a room. None of those is the same as access, and only the third is unavoidable.
My consultant says the authority requires them to submit. How do I check?
Ask which authority, and look at that authority's own service page for the transaction. If the service is listed for establishments to file, the requirement is the firm's preference rather than the authority's rule. Where an original has to be handed over, or the transaction genuinely is not published on the authority's channel, the claim is accurate.
Can one firm handle labour and immigration together?
It can coordinate both, and it will still be dealing with two separate authorities through two separate networks. What you should not accept is a single blended fee that hides which authority received what. Ask for the split by authority, and for each authority's own receipt.
We are one person with no staff. What is left of this?
The licence renewal, the tenancy record behind it, your own residence cycle, the establishment card if you hold one, and your tax obligations. That is a handful of transactions a year, all of them on channels you can enter yourself. Whether a company is even the right shape for one person is a separate question, worked through in working alone in the UAE.
