Answered plainly
Mining is licensed as industry, powered as industry and taxed as a business. The cryptocurrency part is the least regulated thing about it.
Proof-of-work mining for your own account is one of the few things you can do with a digital asset in the UAE without a virtual asset regulator's permission.
The interesting part of mining stopped being the mathematics some years ago
The story that brought most people to this subject is a technology story: a paper published under a pseudonym, a network that settles without a bank in the middle, a reward paid to whoever does the work of confirming the ledger. It is a good story and it is now roughly seventeen years old, which means it has stopped being the thing that decides whether a mining operation can be run profitably from the UAE.
What decides that is a set of questions no part of the story addresses. Where does the machine physically sit. Who sells the electricity and at which category. How does the hardware get through customs. Who signs off the fire and cooling arrangements in the shed. And what happens on the company's books at the moment a reward arrives rather than at the moment it is sold.
Those are industrial questions, and the strange feature of mining as a UAE business is that the crypto regulators — the ones everybody expects to be the obstacle — are largely not in the way.
The virtual asset perimeter is drawn around somebody else's asset, and mining for yourself is outside it
The federal framework for virtual assets, and the Dubai regulator created under it, are built around service provision. The activities that require a licence are the ones where a client's asset or a client's order passes through you: custody, exchange, brokerage, transfer and settlement, management, lending. We work that boundary in detail on being paid in crypto does not make you a crypto business and on the activity name on your licence.
Own-account mining sits on the outside of that line for the same reason proprietary trading does. Nobody has handed you an asset. You have produced one, on your own hardware, at your own risk. DMCC's published material is unusually direct about this: mining appears in its list of non-regulated crypto activities that a standard licence covers, alongside software development and consultancy, with regulated virtual asset activity requiring the additional permission from the regulator. Our cryptocurrency licence page sets out where that boundary sits for the wider set of activities.
Two things flip that answer, and both are about other people. Mining on behalf of a customer for a fee — hosting somebody's machines, or selling hashing capacity — is a service, and the tax treatment follows that immediately. Selling participations in a mining venture is a securities question and not a mining question at all; somebody else has to sell your token covers what that route actually involves.

Which licence you need, and why the answer is more often industrial than commercial
A licensing authority does not issue a licence for "crypto". It issues one against a classified activity, and the classification decides your premises, your inspections and often your emirate. Our page on commercial, professional or industrial sets out the three categories and what each one carries.
A mining operation of any scale is a plant. It occupies warehouse space, draws a continuous load, generates heat and noise, and needs the premises use on the tenancy to match the activity on the licence. Where that combination exists, it is usually in an industrial zone or an industrial free zone rather than in an office tower with a co-working desk. A small research or development operation with a handful of machines is a different proposition and may sit comfortably under a software or consultancy activity — but it is then a development project, not a business whose revenue is the reward.
The sequence matters more than the category, because two of the dependencies run backwards from where founders expect.
the dependency order, not a cost or a duration
- Classify the activityPremises, inspections and often the emirate follow from it
- Find premises whose permitted use matches itUsually an industrial zone or an industrial free zone
- Ask the utility what it will supply at that addressIn writing, and the category follows the declared use
- Sign the leaseThe premises use on the tenancy has to match the activity on the licence
- Take the licenceTaken earlier, it licenses a business that cannot operate
- Is the reward the revenue, or is this a development project
- The reward is the revenueA plant: warehouse space, a continuous load, heat and noise, a civil defence file
- A handful of machinesMay sit under a software or consultancy activity, as a development project
- Which of the two this isAnswer it before the activity is classified
The two rows people reverse are the third and the fifth. A licence obtained before anyone has asked the utility what it will supply to that address is a licence for a business that cannot operate, and the lease will already have been signed by then.
Power is the whole economic model, and the meter has a different owner in each emirate
Mining is an arbitrage between the cost of electricity and the value of the reward. Everything else is second order. In the UAE the supply side of that equation is not one market: Dubai is served by DEWA, Abu Dhabi by ADDC, Sharjah by SEWA, and the northern emirates by EtihadWE. Each publishes its own tariff structure, each classifies customers by category, and the category you are placed in is a function of the premises and the declared use rather than of what you would like to be called.

Nothing on this page states a tariff, because a tariff quoted second-hand is the fastest way to build a model that fails. The point to take is structural: the number that decides whether the business works is set by a utility in one emirate, it is not negotiable in the way a rent is, and it should be established in writing before a lease is signed rather than after. A mining operation is one of the few UAE businesses where the emirate is chosen by the electricity rather than by the licence package, which inverts the advice on almost every setup page — including our own comparison of what the cheaper emirates charge.

The hardware has to arrive before it can run, and it arrives through customs
Machines bought abroad are imported goods. They need a customs client code held by the company, a classification, and whatever duty that classification attracts — none of which is crypto-specific, and all of which is set out on customs codes and moving goods after the trade licence. Equipment with a radio or telecommunications function additionally faces a type approval requirement from the national regulator, which is worth establishing before a container is on the water rather than after it has landed.
Free zone founders should note the point made on the port is not included with the free zone licence: goods sitting inside a zone have not entered the country, and moving them onto the mainland is a separate customs event.
The tax position starts at the reward, not at the sale
Corporate tax applies at 9% on taxable income above AED 375,000, with 0% at or below that threshold, under the federal corporate tax law. Mining revenue is business revenue. The complication is that the revenue arrives as an asset rather than as cash, which makes the accounting recognition the thing that drives the tax number — and that is a question for the auditor before it is a question for the tax return. Our page on choosing your first financial year end explains why the first period is the one to get right.
taxable income
AED 375,000taxable income
A free zone company has a second question on top: whether the income is qualifying income, which is decided by the federal instruments on qualifying income and qualifying activities and not by the zone. No zone can put mining income inside that status by saying so in a brochure.
VAT draws the same line the licensing perimeter drew, and it is worth noticing that they agree

The Federal Tax Authority has published a clarification dealing with cryptocurrency mining specifically, and the distinction it draws is the same one that decides whether you need a virtual asset licence: mining for your own account is treated differently from mining performed for another person for consideration.
That agreement between two unrelated parts of the system is the most useful signal on this page. Two authorities with different mandates have both drawn the boundary at the same place — at the point where somebody else's interest enters the operation. A founder who is unsure which side of the line a proposed arrangement sits on can usually answer it by asking a single question: is there a customer, and does the machine work for them. If the answer is yes, expect both the tax treatment and the licensing analysis to change together rather than one at a time.
The detail belongs with your tax adviser and with the clarification itself. The structural point is that the two business models diverge on tax as well as on licensing, so choosing between them is not a commercial preference.
Where mining is the wrong business to bring here
Where the model only works at a subsidised power price. The UAE does not compete with jurisdictions that price electricity as an industrial policy. If the spreadsheet needs a rate below what a published tariff shows, the business is somewhere else.
Where the plan is to host other people's machines and call it mining. That is a service business with customers, contracts, liability for their equipment, and a different tax and accounting position from the first sentence onwards.
Where the operation is small enough to run from an apartment. Residential premises do not carry a commercial activity, the tenancy will not support it, and the utility category is wrong.
Where raising money is the actual objective. Selling units in a mining venture is a securities offering wearing a technology costume, and the regulator who reads it is not the one who issues trade licences.

What we would want before pricing this for you
Three numbers and one address: the load in kilowatts, the machine count, the emirate you can actually get premises in, and the tariff category the utility puts you in at that address. With those, the licensing route is straightforward and the model is either sound or it is not. Without the fourth, nothing else on this page is worth costing. Bring us the utility correspondence before the lease.
Frequently asked questions
Is cryptocurrency mining legal in the UAE?
The question is better put as whether an authority will license the activity at a given address, because that is what determines the answer. Mining for your own account is not inside the licensed virtual asset perimeter; that is a different statement from every authority in the country offering the activity. The premises, the load the address can carry and the tariff category the utility applies to it are what decide a given project, not a general position on whether the activity is permitted.
Can a free zone company mine?
Where the zone lists the activity and the premises support the load, yes. The tax status of the income is a separate question decided federally: whether it is qualifying income turns on the federal instruments on qualifying income and qualifying activities, not on the zone, and no zone can put mining income inside that status by saying so in a brochure. Read the activity list and the load the unit is rated for before the licence is bought.
Does mining require a virtual asset licence?
Not for your own account, on the framing above. Doing it for a customer for a fee changes the analysis and should be put to a regulator rather than to a consultant. The other positions an ordinary company can take toward digital assets — holding, receiving payment, paying suppliers and people — are lawful on the same logic, and the act inside each one that crosses into licensed territory is mapped on what a company can do with crypto without a virtual asset licence.
Can the machines run from an apartment or a villa?
No. Residential premises do not carry a commercial activity, the tenancy will not support it, and the utility category is wrong — which matters more here than in most businesses, because the tariff category the meter sits in is the economic model. Heat and noise take the question further than licensing, into a civil defence file. An operation small enough to hide in a spare room is an operation whose premises problem has not been priced.
Is the tax due when a reward arrives, or when the coins are sold?
Mining revenue is business revenue, and the position starts at the reward rather than at the sale. The complication is that the revenue arrives as an asset instead of as cash, so the accounting recognition is what drives the tax number — a question for the auditor before it is one for the return. Corporate tax applies at 9% on taxable income above AED 375,000, with 0% at or below it.
