Topic summary

The product is a company that can be audited

Quality and standardization work takes a standard written by somebody else and turns it into how the company genuinely operates, leaving evidence that survives examination by a stranger. A document pack that describes an ideal rather than a practice fails on the first morning.

Two halves: the system, and the product

On the system side, gap analysis, procedures with real document control, training, internal audit, management review and corrective action that finds a cause. On the product side, testable specifications, inspection and test plans, traceability to material and batch, supplier qualification and instrument calibration.

The purchase is almost always forced

A customer's audit findings, a lost tender that scored certification, an export market demanding a conformity requirement, a sector where the standard was never elective, or an open non-conformance with a deadline. Knowing which one applies decides the scope and the speed.

A consultant can never be the certifier

Writing a system and then certifying it are incompatible roles, and accredited certification and third-party inspection are separately licensed activities — which is why vessel classification and vessels inspection sit in their own category in the catalogue. You may prepare, attend and close findings; you may not pass the client.

Conformity marks are granted federally, not by the adviser

National standards and the marks applied to conforming products are administered at federal level. Saying so at the first meeting prevents the misunderstanding that costs a practice its reference.

Controlled goods bring their own authority

A quality system built for food sits alongside the emirate's food-control regime; one for a medicine or medical device alongside the health authority's product controls. Calibration traceability must come from an accredited laboratory, or the practice has created the gap it was hired to close.

How to Start a Quality & Standardization Consultancy Business in Dubai

A purchase order arrives with a condition attached. The buyer will take the parts, at the quoted price, provided the supplier holds a current management-system certificate and can produce test evidence for the material. The company has made those parts competently for nine years. It has no certificate, its procedures live in three people's heads, and the order is worth more than the last two quarters put together.

That is the commonest way this line gets bought, and it explains what the work actually is. Quality and standardization consultancy takes a standard written by somebody else — a management-system standard, a product specification, a customer's own supplier requirement, a national conformity requirement — and turns it into the way a company genuinely operates, then leaves behind evidence that will survive examination by a stranger. The deliverable is not a document pack. It is a company that can be audited.

What the work covers, on the system side and on the product side

Two halves, and most practices are stronger at one than the other.

Making the way a company works match a written standard

It begins with a gap analysis: reading the standard against what the company really does, rather than against what its existing manual claims. Then the procedures, written to describe actual practice closely enough that people will follow them, with document control that keeps one current version rather than four. Then training, because a procedure nobody has been taken through is a procedure that will be contradicted in front of an auditor on the first morning. Then the machinery that makes a system self-correcting: internal audits, management review, corrective action that establishes a cause instead of recording a complaint, and the evidence trail that proves all of it happened.

Making a product demonstrably meet a specification

Specifications written so they can be tested rather than argued. Inspection and test plans that say what is checked, at what frequency, against what acceptance limit, and by whom. Traceability from a finished item back to its material and its batch. Supplier quality — qualifying the people who supply you, because a certificate on your wall does not cover a component you did not check. Calibration, so the instrument that produced the measurement can itself be shown to be sound, which is the quiet failure that undoes an otherwise good file.

The two halves meet at the point of the photograph on this page: somebody with a drawing and an instrument deciding whether a part conforms, and being able to show why that decision was correct.

The buyer is usually being pushed, and that decides how you reach him

Almost nobody commissions this work out of curiosity. The purchase is forced, and knowing what forced it tells you which half of the work is needed and how fast.

A customer's audit is the most frequent trigger. A manufacturer or supplier has been examined by a client and the findings are now a condition of continued business. These engagements have a deadline set by somebody else, which is uncomfortable to deliver and excellent to invoice.

A tender is the second. Public and large private buyers score certification, and a company that has lost a bid on that line arrives already converted. Export is the third: a buyer in another market demands a conformity requirement the company has never had to meet, and the work is as much about evidence formats as about practice.

The fourth is a sector where the standard is not elective at all, because a food, health-product or construction-materials business is operating inside a control regime whether it has thought about it or not — and the hygiene or conformity system that satisfies the authority concerned is a specialist job rather than a generic one.

The fifth, and the best referral source on the line, is a failed audit. A company with an open non-conformance has a problem it cannot argue with, a date, and no inclination to shop around. Those clients arrive from certification bodies, from the customers who issued the findings, and from other consultants who do not do remedial work.

  1. Establish what is being demanded, and by whomA customer, a tender, an export market and an authority want different evidence
  2. Read the standard against how the company really operates todayNot against the manual it already owns
  3. Is the demand for a certificate, or for conformity of a product
  4. A certificateA documented management system, internally audited, then examined by an accredited body that is never you
  5. Conformity of a productA specification, test evidence and traceability, against a national or market requirement
  6. Write the procedures to describe real practice, then train against themA system nobody follows fails on the first morning
  7. Run an internal audit and a corrective-action round before anybody external arrivesFinding your own non-conformance is free; theirs is not
  8. A company that can be examined by somebody who is not youThat is the whole product

The conditions attach to the product, and the limits attach to you

This is the part of the page a founder should read twice, because the most important condition on this activity is a limit on what the licence lets the practice be.

A consultant cannot certify his own work. Writing a company's management system and then issuing or auditing its certificate are incompatible roles, and accredited certification and third-party inspection are activities licensed on their own terms. ConsultZone's own catalogue reflects that: inspection and certification sit in a separate category from consultancy, which is why Vessel Classification Services (CZ 369) and Vessels Inspection (CZ 370) are their own lines rather than variants of this one. A practice may prepare a client for an audit, attend it, and close the findings afterwards. It may not be the body that passes him.

National standards and conformity marks are a federal matter. The standards framework and the marks applied to conforming products are administered at federal level by the industry and advanced technology ministry; a consultancy prepares a company to meet them and has no part in granting them. Saying that plainly to a client at the first meeting prevents the misunderstanding that costs a practice its reference.

Where the goods are controlled, the controlling authority is not the standards body. A quality system applied to food sits alongside the food-control regime of the emirate concerned. One applied to a medicine, a medical device or a health product sits alongside the health authority's own product controls. One applied to a product that must clear the border sits alongside the customs restrictions on the goods themselves. The consultant's system has to be built to satisfy whichever of those applies, and the exact approvals, conditions and costs depend on the emirate and the authority — ConsultZone confirms them for the specific case rather than quoting a general position.

Calibration and testing need somebody accredited. A measurement is only as good as the traceability behind the instrument, and that traceability comes from an accredited laboratory. A practice that offers it in-house without accreditation has created the gap it was hired to close.

One adjacent line is worth separating. Advising a company on how it is organised and managed is Management Consultancy (CZ 298); advising it on whether its suppliers' output conforms is close to this line and frequently sold with it, while the buying itself belongs to Sourcing & Procurement Consultant (CZ 357). The useful distinction is that this activity is concerned with conformity to a written requirement, and not with commercial performance.
