How to Start a Human Resource Consultancy Business in Dubai
Employment in the UAE has a shape that makes this line busier than it is in most markets. A workforce is assembled from a dozen countries on term contracts. Pay is set by negotiation rather than by any market rate an employer can look up, so two people doing identical work routinely sit thousands apart and both eventually find out. An end-of-service entitlement accrues from the first month whether or not anybody has provisioned a dirham against it. Wages run through a protected channel with its own deadlines. And when something is disputed, the authority reads the contract and the file — not the practice everybody in the office understood to be the arrangement.
A company of twelve absorbs all of that informally, because one person knows every answer. A company of a hundred and twenty cannot, and the day it stopped being able to is never the day anybody noticed. Human Resource Consultancies is the line that is called in afterwards, usually with a specific failure already on the table.
The work divides cleanly into design and repair, and the two feel completely different to buy. Design work — a grade structure, a pay band, a contract set, an appraisal that produces decisions rather than paperwork — is planned, priced as a project and genuinely enjoyable to deliver. Repair work arrives on a Thursday afternoon because an inspection is due, a senior hire is leaving badly, or a manager has done something in good faith that the file cannot defend. Repair pays better and builds nothing. A practice that lives on it never gets beyond firefighting, and the single most useful commercial discipline on this line is converting the first repair engagement into the design work that stops the next one.
The company that grew from twelve people to a hundred and twenty
Five buyers account for most of the work, and each arrives with a different sentence.
The grown-up company with no function. Its human resources are a part-time administrator, a spreadsheet of salaries and the owner's memory. Nothing is wrong yet. What has happened is that two good people have resigned in six months and nobody can say why, which is the symptom that finally converts a vague intention into a budget.
The group standardising across emirates or countries. Three entities, three sets of contracts, three ways of calculating the same entitlement, and a parent that has just asked for one answer. This is the most valuable engagement type because the output is structural and the client cannot abandon it halfway.
The employer that has just lost something. A case, an inspection finding, a key employee who left with a claim. Here the brief is written by the loss, and the practice's first job is usually to tell the client that the problem is the file rather than the decision.
The business preparing for an obligation it did not design. Emiratisation duties and workforce composition requirements are set federally and change what a hiring plan has to look like. Advising on how a company meets an obligation of that kind is squarely within this line; stating a threshold, a quota figure or a deadline is not something this page will do, because those move and ConsultZone confirms the current position for the specific employer.
The employer with a culture problem it has described as a pay problem. The most common misdiagnosis in this trade. The engagement is bought as a benchmarking exercise and is really about managers who have never been taught to manage, which is a harder conversation and a longer piece of work.

CZ 277 — Human Resource Consultancies
Four clusters of work, and they are not usually bought in this order, although they should be.
Structure: grades, bands and a job architecture
What the jobs are, how they relate, and what each band pays. Without this, every pay conversation is an individual negotiation and the company is re-pricing its own workforce one anxious meeting at a time. This is unglamorous work and it is the foundation the other three clusters stand on.
The contract and the file: what the employer can actually prove
Contract sets that match what the company really does, written so a non-lawyer manager can apply them. Personnel files that hold evidence rather than paper. Policies on hours, leave, overtime, remote work and conduct that say what happens rather than what is hoped for. The test applied throughout is simple and uncomfortable: if this were examined by somebody with no sympathy for either party, what would the file show?
Performance, and the management nobody was trained to do
An appraisal system that produces decisions — about pay, promotion, development and exit — rather than a form returned in December. Attached to it, the training that lets a first-time manager hold a difficult conversation without creating a liability in the process.
The exit, which is the most expensive hour of the relationship
End of service, notice, final settlement, the clearance of obligations, and the handover. Almost every expensive employment outcome is produced in this hour by somebody improvising, and almost all of it is preventable by a documented process nobody has written.
Across all four, the deliverable is the client's. The policy is issued in the client's name, the decisions are the client's management's, and the practice's product is the quality of the reasoning and the defensibility of the paperwork. That is not modesty; it is the boundary that keeps the licence clean, and there is one question that decides whether a practice stays on the right side of it.
- Write down what you are actually selling: advice, a document, a system, or people
- Price it against the decision it changes rather than the hours it takesA pay structure that stops a resignation is not worth what it took to build
- Will the engagement place, supply or employ a single person
- YesRecruitment and placement for a fee, manpower supply, secondment and acting as an employer of record are lines licensed on their own terms, and a consultancy licence carries none of them
- NoThe consultancy licence is the gate, and advice is the whole of the permission
- Keep the decision, the contract and the payroll in the client's own nameWhat the client signs, the client owns
- A practice that designs the employment relationship and never enters itThe boundary is what keeps the licence clean
Advising about people, and the five things that is not
The question in that drawing is the one worth settling before a licence is applied for, because the answer changes the application rather than the marketing. Five activities sit outside this line and clients will ask for all five.
Recruitment and placement for a fee. Finding, screening and introducing candidates, paid on the hire. It is a licensed activity on its own terms and it is the single most common request a new HR practice receives, usually from a client it has just advised on a grade structure. Advising a client how to run its own hiring is within this line. Running it, or being paid on the outcome, is not.
Manpower supply and secondment. Supplying workers who are on your own books to work under somebody else's direction is a different activity again, with its own conditions and its own obligations to the people concerned.
Acting as the employer of record. Holding staff on the practice's own licence so a client without one can use them. This is the request that arrives dressed as a favour, and it transfers to the practice every employment obligation the client was trying to avoid.
Running the client's payroll as a disbursement service. Designing a payroll, auditing one, or fixing a broken calculation is advisory work. Taking a client's money and paying its staff out of the practice's own account is handling money on someone else's behalf, and that is not what a consultancy licence covers.
Representation in a dispute. Preparing a client's position, assembling the file and explaining what the record shows is advice. Appearing for a client or acting as its legal representative is a separate profession with its own licensing. The related point catches people out in the other direction too: an immigration or labour filing made in a client's name belongs with Immigration Consultancy (CZ 278), Immigration Services (CZ 279) and Documents clearing services (CZ 239) rather than here.
What does attach to the licence is ordinary — a trade licence carrying the activity, an official office address held against it, work permits for the consultants, and enrolment and filing on the practice's own fee income once the thresholds are met. The exact conditions depend on the emirate and the licensing authority, and ConsultZone confirms them against the specific case.

Activities that sit beside this one
Most licences carry more than one activity. Adding a neighbouring line at the application stage costs a fraction of amending the licence afterwards.
