How to Start a Corporate Services Provider Business in Dubai
Every company carries obligations that have nothing to do with what it sells. Notices have to arrive somewhere that answers them. A change of signatory has to be approved before a bank declines a payment. The minutes of a decision have to exist before an auditor asks to see them. A licence falling due in May has to be somebody's problem in March. A corporate services provider is paid to own that list on another company's behalf — not to advise on it, but to hold it.
The product, stated plainly, is a calendar and a file. The calendar carries every date the entity cannot afford to miss. The file carries the documents that prove who may act for the company and what it has already decided. In a good year the client notices neither of them, which is simultaneously the hardest thing about selling this service and the reason it renews once sold.
It is also a business with an unusual revenue shape. Almost all of it is an annual fee agreed in advance per entity, which means the practice knows in January roughly what the year is worth. The variable part arrives in bursts, and always because something changed at the client: a shareholder sold, a director left, a bank asked for a fresh set of documents, a group restructured. Those events are where the margin is, and nobody can forecast them.
Who is this for?
Groups with more entities than people to mind them
A trading group, a family office or a developer may hold a dozen companies for perfectly sound reasons and have nobody whose job it is to look after any of them. The obligations sit with whichever finance manager was free, until the year a renewal is missed. This is the core buyer and it buys per entity, which is why the fee scales so cleanly.
Foreign-owned companies with no resident administration
A European or Asian parent with a UAE subsidiary needs a local point that holds the documents, receives correspondence and can act within the working week rather than across time zones. What they are buying is presence.
Investors and funds that create entities deliberately
Anyone who holds assets through separate vehicles creates a housekeeping obligation every time they form one. Holding structures and special purpose vehicles both appear as their own lines in this catalogue, and the company behind them usually wants one provider minding all of them.
Practitioners already doing the work inside somebody else's firm
Company administration is often performed informally by accountants and consultants. Licensing it as its own line turns a favour into an engagement, with a scope, a fee and a defensible boundary — which matters most on the day something goes wrong.

CZ 229 — Corporate Services Provider
Under this line you administer companies that belong to other people. In practice the work divides into four things that are genuinely different from each other.
The official office address. You provide the address held against the client's licence and you make it work: mail opened, scanned, logged and escalated the same day. This sounds trivial and is the single most common reason a client discovers a problem late. An address nobody reads is worse than no address at all, because everyone assumes it is covered.
The company's own records. The constitutional documents, the share position, the officers, the powers of attorney, the resolutions, the licence history. Kept as one current file rather than as an archive, so that the question a bank or a buyer asks can be answered the same day it is asked.
The compliance calendar. Licence renewal, lease renewal, the annual accounts cycle, tax filing dates, and whatever the client's own authority requires of it. The provider's value is that these dates live somewhere other than in one person's memory.
Change events. Amending the constitutional documents, moving a shareholding, replacing a manager, adding an activity, closing an entity down. Each one is a short project with a sequence, and the sequence is what clients get wrong when they attempt it alone.
- Write down every obligation the entity carries, and the date each one falls dueThe calendar is the product; an engagement letter without one is a promise to be helpful
- Take the official office address, so notices arrive somewhere that reads them
- Does the engagement include holding client money or standing as trustee
- YesThat is a supervised line of its own and a trade licence does not reach it — price the referral, not the risk
- NoThe licence, the address and the calendar are the whole permission
- Record who may sign what, and keep the authority to sign inside the file
- A file a bank, an auditor or a buyer can be handed without a scrambleThe one test the engagement is actually judged on
The sequence above is also the sales argument. A prospect who cannot produce a current list of its own entities, dates and signatories is a prospect who already needs this service and does not yet know it.
What the licence does not cover
This is the most useful section on the page, because a corporate services licence sits next to four activities that are controlled on their own terms, and the client will assume you cover all of them.
Audit. You may keep records and prepare information. An audit opinion is a different thing entirely, and auditors are approved as auditors — the Ministry of Economy holds that function federally. The person who maintains a company's records cannot also attest to them, which is the point of an opinion rather than an inconvenience.
Acting for a client before the tax authority. Enrolling an entity for tax and filing on its behalf as a recognised agent is a role the Federal Tax Authority controls directly. Preparing the numbers is not the same as answering for them in the client's name, and the distinction matters the first time a query is forwarded to you.
Holding client money, assets or a trust. Trustee, fiduciary and custody work appears separately in this catalogue for a reason: it is supervised on its own terms. A corporate services licence does not permit it, and the honest answer to a client who asks is a referral.
Legal practice and immigration filing. Drafting an agreement for a fee, representing a client in a dispute, or lodging residency applications as a service are each separate licensed activities. Documents clearing services and immigration services are both their own lines in this sheet, and a provider who wants them wants them added deliberately rather than assumed.
What the exact conditions are — the activity wording the licensing authority will accept, the premises it requires, the office address arrangements it recognises — depends on the emirate and the authority issuing the licence. Those are the details Consultzone confirms against the specific plan before anything is filed.

Activities that sit beside this one
Most licences carry more than one activity. Adding a neighbouring line at the application stage costs a fraction of amending the licence afterwards.
