Choosing a Business Setup Consultant in Dubai
Nobody licenses this profession. There is no licence to practise as a business setup consultant in the UAE.
Nobody licenses this profession
There is no licence to practise as a business setup consultant in the UAE. There is no record of qualified formation advisers, no examination, no professional body that can strike anyone off, and no minimum standard of competence attached to the words on the door. A business setup consultancy in Dubai holds an ordinary commercial or professional trade licence, in the same way a printing company does.
That is not a scandal. It is a fact about the market that changes what you have to do as a buyer. In a regulated profession, the regulator does the vetting for you before you ever meet the adviser. Here, you do it. This page is how.
It is written to be useful even if you read it and then hire somebody else. That is deliberate: we would rather be judged against these tests than exempted from them. Where the tests are awkward for us, we have said so.
What is regulated, and what is not
The consultancy itself is unregulated. Several of the things a consultancy may be doing for you are regulated, sometimes heavily, and the titles attached to them are protected. Knowing which is which tells you what you can verify.
Two conclusions follow. Anything in that table carrying a protected title can be verified against a public source in minutes, so verify it rather than accept a logo. And the core of what a setup consultant sells — judgment about jurisdiction, activity, structure and sequence — is precisely the part nobody has certified. That is why the rest of this page is about incentives and evidence rather than credentials.
None of the verification costs anything either. Every check worth running on a formation consultant is public, free, and takes an afternoon — which is less time than most founders spend comparing two package prices.
What "authorized channel partner" actually means
Almost every business setup firm in Dubai describes itself as an authorized channel partner. We do too. It is worth knowing precisely what the phrase buys you, because it is not what most websites imply.
A free zone authority appoints a firm to market and submit its licences. The appointment carries four real things: access to the authority's partner portal, so your file enters the incorporating authority's system directly rather than through a reseller; current terms and rate cards from the authority itself; a named account manager to escalate a stalled application to; and training on the zone's rules, which matters because rejection patterns change quietly and partners hear about it first.
Here is what it does not mean, none of which appears on a competitor's badge page.
It is not a government appointment or an endorsement. The agreement is commercial. A free zone is not appointing a firm on behalf of the UAE government, and it is not vouching for that firm's advice. Sites presenting partner status as official accreditation are trading on an ambiguity.
It confers no influence over any decision. An incorporating authority approves an activity, a trade name or a shareholder because the file satisfies its rules. Partner status does not move that, and it does not reach the regulators sitting above a licence — VARA, the DFSA, the ADGM FSRA, the Securities and Commodities Authority, the Central Bank, the DHA and KHDA answer to nobody's account manager.
It does not make the licence cheaper. The same package bought directly from the zone's own portal sometimes costs the same or less. Partner pricing benefits the partner at least as often as the client.
And it means the firm is paid by the zone. This is the part that matters most, and it is discussed in the next section. Read the badge accordingly: it is a fact about the advice rather than a verdict on the firm, and a firm can hold it and still be the right choice — you simply know which way the incentive runs.

How consultants are paid, and where that bends the advice
You are rarely shown the full revenue model of the firm advising you. It usually looks like this. Read the verdict column downward before the detail beside it, because almost every line earns the firm more by recommending one thing than another, and only one of them is indifferent to what you choose.
Judged on who pays, and which way it points
| Judged on | Bends the advice? | Who actually pays it | Which way it points the advice |
|---|---|---|---|
| Commission from a free zone on each licence placed | Yes | The zone, out of the fee you paid the zone | Toward a free zone rather than mainland, and toward the specific zones the firm is partnered with |
| The spread between a partner rate card and the list price | Yes | You, invisibly | Toward selling at list and keeping the discount, and toward the zone with the widest spread |
| A service fee quoted on its own line, separate from government fees | No | You, visibly | Broadly neutral. This is the line you want to be paying |
| Per-transaction visa and PRO work | Yes | You, repeatedly | Toward more visas, more amendments and more transactions than the business needs |
| Premises resold at a markup — flexi-desks, shared offices, packages | Yes | You, usually without a breakdown | Toward the desk product the firm resells, rather than the premises your visa quota and your tax position require |
| Renewals, bookkeeping and tax retainers | Yes | You, every year | Toward a discounted first year that is repriced at renewal |
| A separate "bank account assistance" fee | Yes | You, frequently win or lose | Toward volume of applications. Ask whether the fee is contingent on the account actually opening |
Now read that against the two pieces of advice a client most often needs.
A mainland licence pays the consultant less. Dubai Department of Economy and Tourism fees are published and fixed, and no economic department pays commission to introducers. The same work, on a mainland file, earns a firm its service fee and nothing else. If your customers are in the UAE domestic market, mainland is frequently the correct answer, and it is structurally the least profitable one to recommend.
Telling you not to incorporate pays nothing at all. A solo consultant billing overseas clients, an investor who needs a bank account rather than a company, a founder whose real problem is tax residency in their home country — none of them necessarily need a UAE entity this year. That advice has no revenue line anywhere in the table above, which is precisely why it is the most under-supplied product in this market.
There is a second, quieter conflict. Partner status is per-zone, so the shortlist you are shown is the partner roster you were not shown. The UAE has more than forty free zones. We hold appointments with nine — IFZA, DMCC, JAFZA, DIFC, ADGM, RAKEZ, SHAMS, DUQE and KEZAD — which means thirty-odd we do not hold and will rarely put in front of you. Every firm here has that limitation and almost none disclose it. Ask any consultant, us included, which zones they are partnered with, which they are not, and whether their fee changes with the one you choose. The last answer tells you more than any testimonial.
Work out the margin yourself
You do not need the firm's cooperation for this. Free zone authorities publish package prices on their own portals, and the Dubai Department of Economy and Tourism publishes mainland licensing fees through Invest in Dubai. Look up the authority's own price for the exact package you were quoted, add the immigration, attestation and premises lines from the indicative cost table on our business setup services page, and subtract that total from the number in front of you. What is left is the consultancy's margin, whether or not anybody showed it to you as a line.
There is nothing wrong with that margin existing — it is the price of judgment, coordination and the refilings you did not pay for twice. What is wrong is not being allowed to see it. A firm confident in its fee gives you the split before you ask. Separating the lines is the whole exercise: a formation quote contains four kinds of money, and only one of them is the firm's to set.
Nine questions to ask before you sign
These are about the firm. The file-level questions — activity code, exclusions, refusal position, who performs which step — are set out on the business setup services page, and you should ask both sets.
- Which free zones are you partnered with, and which are you not? Then ask why the recommended zone beat the ones they cannot sell you.
- Does your fee change depending on the jurisdiction I choose? If it does, you now know how to weight the recommendation.
- Will government fees appear on a separate line from your fee? A single blended figure is a refusal to answer this question.
- Do government fees go to the authority in my company's name, and will I receive the authority's own receipt? You should be able to reconcile every dirham you paid against a document issued by an incorporating authority.
- Who is my named consultant, and who checks their work? Turnover in this industry is high. The person who took the brief is often not the person who files it.
- Are you enrolled on goAML, and what due diligence will you run on me? A firm that never asks for your identification and the origin of your funds is telling you something about how it treats compliance generally.
- What does year two cost? Get the full renewal figure in writing before you pay for year one — licence, premises, immigration file, accounting, and their fee.
- Who holds the licence, the portal credentials and the official address if I leave you? Ask for the transfer position in writing.
- Will you put in writing that you cannot guarantee a bank account, a visa approval or a timeline? Any honest firm will. The refusal is the finding.
Two checks the firm cannot answer for itself
The nine questions test what a firm says. Two more test what it has done. Neither can be answered by the firm on its own.
Has it handled a file like yours, recently? A consultancy that forms a steady stream of single-shareholder trading licences may never have taken a clinic through the Dubai Health Authority. It may never have put a corporate shareholder's documents through three consular chains, or restructured a company that had outgrown its first licence. Size and sector are separate tests. A founder working alone, a small business adding staff and a group placing a subsidiary produce different files, and they fail at different points. Ask for two or three recent engagements of the same shape — same activity family, same jurisdiction, similar ownership — and ask what went wrong on them. A firm that has done the work can describe the refusal it hit and how it was answered. A firm that has not will describe the sector instead.
Will it put you in touch with past clients? Online reviews and a firm's own case studies are selected by the firm, or written by people with no way of judging the advice they were given. Read them for patterns — the same complaint about renewal pricing from unrelated reviewers is information — but treat them as leads, not evidence. A reference you can telephone is different. Ask for two clients whose files resemble yours, contacted with their permission, and ask them three things. Did the final cost match the quote line for line? Was the person who took the brief the person who filed it? What happened when something was refused? Confidentiality is a fair reason to decline a particular name. It is not a reason there are none, and a firm that cannot produce one willing reference after years of trading has answered the question.
Both checks are one conversation, and the order inside it does the work: what you ask the firm first decides what you are able to ask its clients afterwards, and the last question is the only one the firm cannot answer on its own behalf.

- It cannotConfidentiality is a fair reason to decline a particular name. It is not a reason there are none, and a firm that cannot produce one after years of trading has answered the question
What both tests have in common is that they sort the claims that can be checked from the ones that cannot — and most of what a Dubai setup firm says about itself falls in the second group. Grade the claims first, then decide what the unverifiable remainder is worth to you.

Warning signs that reliably predict trouble
A quote with no breakdown. One number for "company setup" makes it impossible to tell a government fee from a margin, or to compare two firms at all. Ask for it line by line, and treat reluctance as the answer.
A package price that excludes government fees. The licence figure that attracted you usually sits above establishment card fees, visa costs, medicals and Emirates ID, mandatory medical insurance, attestation of a corporate shareholder's documents, and the premises your visa quota depends on. Indicative ranges for every one of those lines are published in the cost table on our business setup services page, so that you can hold any quote — ours included — against them.
A guaranteed bank account, a guaranteed approval, or a named contact who "handles it". Onboarding is decided by a bank's compliance function under Central Bank due diligence standards, and licensing decisions are made on the file. No consultant is inside either decision, so a guarantee is a sales technique with no mechanism behind it — and in the rare case where such a relationship does exist, it should worry you more, not less.
Pressure to decide today. "The zone's promotion ends tonight" is the oldest line in this industry, and free zone promotions recur. A jurisdiction chosen against a deadline is one chosen without the corporate tax analysis, and that mistake is expensive for years.
Being sold a local partner you do not need. Federal Decree-Law No. 32 of 2021 removed the blanket local-shareholder requirement for most mainland activities. Outside the strategic-impact list in Cabinet Resolution No. 55 of 2021, foreign investors can generally own mainland companies outright. Anyone presenting a 51% nominee arrangement as unavoidable is either years out of date or selling you a service you can decline.
Payment in cash, or to a personal account. Fees go to a licensed company's account, against an invoice bearing its trade licence number.
A general power of attorney with no scope limit. A POA should be specific to the filings named in the engagement, time-limited and revocable. Do not sign blank forms, and do not sign anything you have not had translated.
Your enrolled contact details being the consultant's. Some agents put their own email and phone number on your licence, immigration file and tax account. It is convenient at the time, and it is how a client becomes expensive to leave.
What a consultant genuinely cannot do
Open your bank account. A consultant can build a credible file, match the business to banks that accept its risk profile, and prepare you for the interview. The decision belongs to the bank.
Guarantee a visa. Entry permits and residence approvals rest with GDRFA and the ICP. Security clearance is opaque and cannot be accelerated. A failed medical fitness test ends the application regardless of what anyone was paid.
Clear an immigration or labour ban, resolve an absconding record, or make a previous refusal disappear.
Obtain a regulated licence by relationship. Virtual assets, financial services, healthcare, education and food are approved on the substance of the application — capital, competent officers, systems, controls.
Shorten an embassy attestation chain, an incorporating authority's queue or an external approval. No fee moves a government timeline.
Represent you before the FTA without an accredited Tax Agent, or sign your audit without an enrolled auditor. A firm that keeps your books should not also audit them; independence is why those are different suppliers.
Give you legal advice. Setup consultancies prepare documents and manage filings. Opinions and enforceable drafting belong to licensed legal consultants and advocates, and a firm blurring the two hands you a problem you discover during a dispute.
Conceal ownership. Beneficial owner details are filed with your incorporating authority under Cabinet Decision No. 109 of 2023, and UAE banks report account data under exchange-of-information arrangements with your country of tax residence. Confidentiality from an incorporating authority is not for sale.

The file a consultant should be able to explain before taking a fee
The tests above are about the firm. This section is about the file itself: the decisions and steps a consultant should be able to set out plainly for your case before asking for money. If a firm cannot, the judgment you would be paying for is not there. Each point has a fuller page on this site. The summaries below are enough to hold an answer against.
The legal form, the licence category and the capital are one decision
The legal form decides who is liable and who can own. On the mainland, the limited liability company is the usual vehicle: the company answers for its own debts, and shareholders risk what they put in. A sole establishment is simpler to describe and riskier to hold. It has no legal personality apart from its owner, so the owner's own assets answer for what the business owes. Free zones issue their own forms, typically one for a single shareholder and one for several, and a foreign company can open a branch that carries the parent's full liability. Offshore companies are a separate category again. The market also calls them non-resident companies, and RAK ICC's own term is International Business Company. They are formed only through an agent the offshore authority has approved. They hold assets, shares and contracts, but do not trade inside the UAE unless separately licensed to, and no residence visa attaches to them. Choosing the legal form of your UAE company sets out each form's liability, and the offshore company page covers what the two offshore authorities will and will not do.
The licence category follows from the activity, not from preference. Most setups fall into one of three categories. A commercial licence covers buying, selling and trading. A professional licence covers a service resting on a person's skill or qualification. An industrial licence covers making or processing something. Dubai issues other categories too, tourism among them. The category then decides things founders rarely connect to it: the class of premises, the visa allocation, and whether a local service agent is still required. The agent survives on the professional sole-establishment and civil-company routes for non-GCC owners. Our page on commercial, professional or industrial licences traces each consequence.
Capital varies by form and by authority. Federal Decree-Law No. 32 of 2021 sets no fixed minimum for a limited liability company, only capital sufficient to its purpose. Some free zones set their own figures, and some ask for evidence that the capital has been paid. Regulated activities carry enforced capital floors that are conditions of the permission, not formalities. A consultant who names a capital figure without saying which of those three rules applies is guessing. The share capital figure is a promise, not a payment explains what the declared number commits you to.
A free zone is chosen for the business it houses, not for the price on the banner
Three questions should decide the shortlist before any two packages are compared.
Which zone is built around your sector? Several Dubai zones are organised around an industry. That matters when the zone's own body approves the activity, and when your customers and suppliers are already inside it. DMCC is built around commodities trading, Dubai Healthcare City around clinical and health businesses, and Dubai Internet City and Dubai Media City around technology and media. Three of those four are not on our partner list, which is exactly the gap described in the section on how consultants are paid. Each zone also publishes its own activity list and its own licence categories, and the same activity name does not always carry the same scope from one zone to the next. Ask to see your activity on the zone's own list before choosing the zone. A free zone is a cluster before it is a price sets out how to tell a real cluster from a marketing one.
What facilities does the business actually need? A desk, an office, a warehouse, cold storage, a light-industrial unit or a laboratory. Zones differ sharply in what they can offer, and the facility you lease also determines your visa allocation. If you choose a zone that only offers desks and then find the business needs a store, you face a second zone and a second licence.
Where do your goods and people need to move? For a trading or logistics business, distance to a port, an airport or a main highway is a daily operating cost. JAFZA sits beside Jebel Ali port, DAFZA at Dubai International Airport, and Dubai South beside Al Maktoum International. Being close is not the same as having access. A licence does not include a berth, a bonded warehouse or a customs code, which is the argument of the port is not included with the free zone licence.
The free zone benefits that survived, stated as they now apply
Older material, including this firm's own earlier pages, listed free zone benefits that were once true in a simpler form. Three still hold, with corrections.
Profit and capital can leave the country. The UAE has no exchange control on remitting profit or capital abroad. That is a federal position that applies to mainland companies too, not a concession granted at a zone counter. What actually slows a remittance is the bank's compliance process and the tax treatment where the money lands, both covered in repatriating profit from a UAE company.
Customs duty is suspended, not abolished. Goods imported into a free zone from abroad enter without customs duty and can stay there without it. When they leave the zone for the UAE or wider GCC market, duty falls due as on any other import. A zone licence helps a business that re-exports. It does nothing for duty on goods sold into the local market.
Full foreign ownership remains standard in free zones. As the warning signs above set out, it is no longer a free zone distinction for most mainland activities either.
One former headline benefit has not survived: the idea that a free zone company pays no tax. Corporate tax at 9% applies to UAE businesses for financial years beginning on or after 1 June 2023. The 0% rate some free zone companies can apply to qualifying income depends on conditions that have to be met every year. Which free zone benefits survived the reforms lists the rest.
- 2021Federal Decree-Law No. 32 of 2021 dropped the blanket local-shareholder ruleThat a 51% nominee arrangement is unavoidable
- 1 June 2023Corporate tax at 9% applies to financial years beginning on or after this dateThat a free zone company pays no tax; the 0% rate is conditional and tested yearly
- 2023Cabinet Decision No. 109 of 2023 put beneficial owner details on the authority's fileThat ownership is available to conceal
- 2025Federal Decree-Law No. 10 of 2025 set the AML supervision of formation agentsThat a firm need not ask your identity or the origin of your funds
The file runs in a fixed order, and only two steps need you in the country
The order is set by dependency: each step produces the document the next one asks for. A consultant should be able to tell you where your file sits in it at any moment, and what it is waiting on.
- Trade name reservation and initial approvalAllows preparation of the constitutional documents. Initial approval is not permission to trade
- Any external approval the activity needsThe licence will not issue without it, and whether it can be done from abroad depends on the regulator
- Memorandum of association, or a local service agent agreement where the form requires oneAllows the licence application. Possible through a properly drafted power of attorney
- Trade licenceAllows trading, and every step below it
- Establishment card — the company's immigration fileZone companies apply through their zone. Allows every residence visa, the owner's included
- Residence visa: entry permit, medical fitness test, Emirates ID fingerprintsAllows living in the UAE and, in practice, most bank onboarding. The medical and the fingerprints are the two steps that need you in person
Three more gates sit alongside that spine rather than inside it. Premises — a tenancy recorded in Ejari on the mainland, or a facility agreement in a free zone — belongs to the landlord and Ejari, or to the zone, and it decides both the licence and the size of the visa allocation. The mainland labour file and its work permits belong to MOHRE, and what they allow is hiring rather than trading. And the corporate bank account, which is what lets the company receive money in its own name, is the bank's compliance function's decision. All three can be handled from abroad, the account rarely.
The documents are few in kind and slow in practice. Every shareholder and manager supplies a passport copy, a photograph to the authority's specification and proof of address. The application names the activity, the trade name options and the ownership. A corporate shareholder supplies its constitutional documents, attested through the consular chain and translated into Arabic, and that chain is usually the longest item in the whole file. Some authorities ask for a no-objection letter where a shareholder or manager is already resident in the UAE under another sponsor. The full table, by type of applicant, is on the business setup services page. Older checklists still carry two items that are no longer general requirements: a local sponsor's no-objection letter, and a local service agent agreement for every company. The agent now survives only on the forms named above.
Being abroad does not hold up the company, but it does hold up the residence. The licence tests documents, so it can be completed through an attorney while you are overseas. The residence visa tests a person. The medical fitness examination and the Emirates ID fingerprints cannot be delegated, and most banks want the authorised signatory at the onboarding interview. Plan one trip around those three steps rather than several around the others. Forming a UAE company from outside the country sets out what a power of attorney will and will not carry.
The bank comes last because of what it asks for, not because the law puts it there. A licence is enough to apply. In practice, many banks want the signatory's residence visa and Emirates ID on the file, with the premises agreement and the licence, before they will onboard, which puts the account at the end of the sequence. A consultant who promises the account in the first week has not read the bank's own checklist.
Visas are derived from the licence and the premises, and each route has its own sponsor
A licence does not bring a fixed number of visas with it. The allocation depends on the licence type and activity and, above all, on the premises. The more space, the larger the allocation, generally, on formulas each authority sets. Three routes are usually in play.
- Investor or partner visas for shareholders, issued on the strength of their shareholding in the company.
- Employee visas for staff, issued against the company's own file rather than a shareholding. On the mainland these also need a MOHRE work permit issued against the company's labour file. In a free zone they need an employment permit from the zone authority, which sponsors zone employees under its own employment rules.
- Family visas for a resident's spouse and children, sponsored personally by the resident once their own residence is issued, subject to income and accommodation conditions set by the immigration authority. Dependants' permits hang on the sponsor's and are cancelled with it. Adult dependants take the medical fitness test in the UAE like anyone else.
So the useful question to put to a consultant is not how many visas a package includes. It is how many people you expect in eighteen months, and which premises will support that number. The visa services page covers each category, and hiring the first person covers the labour file a licence does not open by itself.
A business plan is asked for more often than founders expect
Banks ask for one at onboarding. Some free zones require one with the licence application, and RAKEZ's rules list what it must contain. Firms applying to the DFSA, the ADGM FSRA or VARA submit a regulatory business plan that is tested line by line. At a minimum, a plan should set out:
- what the company sells, and to whom;
- how it will reach those customers;
- who runs it;
- the numbers: start-up costs, running costs, projected revenue, and when it breaks even.
The numbers have to agree with everything else in the file — the capital figure, the headcount behind the visa request, the premises — because a compliance officer will read them against each other. A consultant can check that a plan is coherent. It cannot know your market, prices and customers better than you do, and it should not write the plan for you, which is the argument of the brief is the half a consultancy cannot do for you.

A company that is already trading needs a different brief
Most of this page assumes a first formation. A company already licensed and growing brings different questions. A consultant who answers them with a new-company package has misread the brief.
Start with the licence you already hold. Before operating in a new segment, check that the activities on the licence cover what you are about to do, not just what you do today. Adding an activity is an amendment to the licence, filed with the authority that issued it. It can bring with it a change of licence category, a new external approval or a revised premises requirement. Trading outside the licensed activities is a breach whether or not anyone has noticed yet. Within the same category an amendment is usually a modest filing. Across categories it can come close to relicensing, as the amendment table on the business setup services page shows. Where the only change is one activity, what you need is an answer about one classification entry, not a package.
Then decide what shape the growth should take. The usual choices are:
- extend the existing licence;
- open a branch;
- form a new entity;
- license in a second jurisdiction, such as a mainland company alongside a free zone one, or a second emirate.
The choice should follow from the business as it actually operates: where the customers are, what the new activity needs by way of approvals and premises, which contracts need ring-fencing, and how many people will be hired. A branch has no legal personality of its own, so the company behind it carries everything it incurs. A subsidiary can fail without taking its parent down with it. Opening a UAE branch of your existing company compares the two, and the thresholds that reopen a UAE company file lists the points at which growth forces a filing whether you planned one or not.
Hiring is where most expansions stall. Every new employee needs room inside the visa allocation and, on the mainland, a work permit against a labour file in good standing. Unpaid wages, an unresolved dispute or a missed filing can suspend new permits before any fine arrives. A plan to double headcount is therefore also a plan to change premises, and the allocation is recalculated from the new space. Settle the premises before the offer letters, not after.
Where hiring a consultant is the wrong purchase
Several quite different problems arrive at this office under the same phrase. They do not all have the same answer, and in most of them the first cheque should go to somebody else. Reading the last column downward is the honest summary of this section.
If the case is genuinely simple, buy direct. One activity, one shareholder, no external approval, no visas, and you already hold UAE residency — several free zones sell exactly that through their own portals, and an intermediary is a cost without a corresponding decision. Pay for advice when the file contains a judgment call. Put plainly: you can file most of a Dubai formation yourself, and what a fee buys is attendance and a calendar, not permission.
If the real question is your own tax residency, a formation agent is the wrong first call. Whether a UAE company helps you at all is decided by place-of-effective-management and controlled foreign company rules in the country you live in. That question needs a cross-border tax adviser in both jurisdictions, and it needs answering before anyone forms anything. A firm paid to form companies is the wrong party to ask whether you need one.
If you need a regulated licence, the regulatory application is the project. Company formation is a footnote inside a DFSA, FSRA, VARA, SCA or Central Bank submission. That work leads with specialist regulatory counsel; a setup consultancy coordinates around it and should say so.
If you are buying an existing company, transferring shares or unwinding a partnership dispute, you need lawyers. Due diligence, warranties and disputes are not formation work.
If price is the only criterion, take the cheapest quote and skip the advice entirely — but get the exclusions in writing first, because the cheapest quote and the cheapest outcome are frequently different companies.
Where ConsultZone specifically is the wrong choice. If you want a firm with decades of history and a global office network, we cannot show you one and will not invent it; older and larger firms exist and that is a legitimate reason to pick them. If you want someone to validate a structure you have already decided on, we will probably disagree with you at least once, which some clients reasonably do not want to pay for. If you want a nominee workaround, we are not the firm. And if you want the lowest number in the market, we will lose that comparison and will not chase it. Our longer statement of where we are the wrong call sits on the about page.
| If this is your case | Where the first cheque should go |
|---|---|
| One activity, one shareholder, no external approval, no visas, residency held | The zone's own portal — buy direct |
| Price is the only criterion | The cheapest quote, with the exclusions in writing |
| Your own tax residency is the real question | A cross-border tax adviser, in both jurisdictions |
| A DFSA, FSRA, VARA, SCA or Central Bank submission | Specialist regulatory counsel |
| Buying a company, moving shares, or a partnership dispute | Lawyers |
| Decades of history, a global office network, or a nominee workaround | Another firm, and we will say so |
| A judgment call inside the file | A setup consultancy, on a fee quoted as its own line |
Judge us on the same terms

Everything above applies to this firm. Put the nine questions to us, run the arithmetic above on our own quote, ask us to confirm in writing that your licence, portal credentials, establishment card and immigration file transfer on request — then put the same questions to another firm and compare the answers rather than the prices.
If that sends you elsewhere, this page has done its job. And if the honest conclusion is that you should buy directly from a free zone portal, or that you do not need a UAE company this year, you will hear it in the first conversation at no charge.

Nothing on this page is legal or tax advice on your own facts. Authority fees and free zone terms change without notice, so verify any figure against the authority that charges it on the day you commit.
Frequently asked questions
Are business setup consultants in Dubai licensed or certified?
No. There is no licence to practise as a business setup consultant in the UAE, no examination, no professional body that can strike anyone off and no minimum standard of competence attached to the words on the door. A consultancy here holds an ordinary commercial or professional trade licence, in the same way a printing company does. That is not a scandal, but it does move the vetting onto you: in a regulated profession the regulator screens the adviser before you meet them, and here nobody has.
Which of a consultant's credentials can I actually verify?
The ones attached to a protected title. Representation before the Federal Tax Authority requires an accredited Tax Agent, and the authority keeps a public record you can look up. An audit opinion requires an enrolled auditor, held on the Ministry of Economy and Tourism's list and on each free zone's own approved list. Legal opinions and enforceable drafting sit with firms licensed by the Government of Dubai Legal Affairs Department. Offshore incorporation goes through a licensed corporate agent the offshore company authority itself approves. Everything outside those is a commercial claim.
What does "authorized channel partner" actually mean?
It is a commercial appointment by a free zone authority to market and submit its licences, and it buys four real things: direct access to that authority's partner portal, current terms and rate cards, a named account manager to escalate a stalled file to, and early sight of changing rejection patterns. It is not a government appointment or an endorsement, it confers no influence over any decision, and it does not make the licence cheaper — the same package bought from the zone's own portal sometimes costs the same or less.
How do I work out how much of a quote is the firm's own fee?
Without the firm's help, and in about half an hour. Free zone authorities publish package prices on their own portals and Dubai's Department of Economy and Tourism publishes mainland licensing fees through Invest in Dubai, so look up the authority's price for the exact package you were quoted, add the immigration, attestation and premises lines, and subtract that total from the number in front of you. What is left is the margin. The margin is legitimate; being unable to see it is not.
What can no consultant do, at any fee?
Open your bank account, because the decision belongs to a bank's compliance function. Guarantee a visa, because entry permits and residence approvals rest with GDRFA and the ICP, security clearance is opaque, and a failed medical ends the application. Clear an immigration or labour ban, or make a previous refusal disappear. Obtain a regulated licence by relationship. Shorten an embassy attestation chain or an authority's queue. Represent you before the Federal Tax Authority without an accredited Tax Agent, sign your audit without an enrolled auditor, give you legal advice, or conceal ownership.
If my case is straightforward, should I hire anyone at all?
Probably not. One activity, one shareholder, no external approval, no visas and UAE residency you already hold is a file several free zones sell through their own portals, and an intermediary there is a cost without a corresponding decision. A fee earns its keep where the file contains a judgment call — an activity spanning two categories, a sector authority in the way, a corporate shareholder's documents moving through consular chains, or a structure that has to survive investment. If none of that applies, buy direct.
